TheCanadianActionPartyenshrineswithinallpoliciestheprinciplethathumanbeings areentrustedascustodiansoftheplanetandthateveryspeciesontheplanetisworthyof ourrespectandprotection.Weshallpracticeadonoharmideologyandreachforthe commongoodineverypolicywedevelop.Weshallseekallinformationavailableand implementpolicytoimprovethequalityoflifeofourcitizenswithoutjeopardizingthe environment.OurprimaryfocusistosecureandmaintainCanadaasasovereign,free, democraticandpeacefulnation.CanadianActionPartypoliciesareintendedtobe commonsense,solutionorientedandfundamentaltotheverynatureofasovereign,free anddemocraticnation.Anationmusthavecontroloveritsmonetarysysteminorderto implementanysocialprograms.Representative,accountable,accessibleelectedofficials areessentialtodemocracy.Allinternationalagreementsshallreflectthebestinterestof Canadiansandourenvironment.TheCanadianActionPartyiscommittedtoterminating theerosionofCanadaasanindependentnationcapableofgoverningitself. AreempoweredBankofCanadaiscriticalforthesurvivalofCanadaasanindependent andsovereignnation. TheBankofCanada,unliketheFederalReserveintheU.S.,iswhollyownedbythe peopleofCanada.Itwasnationalizedin1938andwasusedverysuccessfullytofund infrastructure,socialprograms,education,etc,forthebenefitofallCanadians.Itwas usedtobringusoutofthedepression,fundedWWII,tobuildhighwayssuchasthe McDonaldCartierfreeway,publictransportationsystems,subwaylines,airports,theSt. LawrenceSeaway,ouruniversalhealthcaresystemandourCanadaPensionPlan. Unfortunately,sinceCanadaadoptedeconomistMiltonFriedman`stheoryofmonetarism in1974thishasnotbeenthecaseandonecantracktheprogressionofthedismantlingof Canadasincethen. By1974,Canada`saccumulatedfederaldebtsinceconfederationwas18billion.By 1977,afterthegovernmentreduceditsuseoftheBankofCanadatocarrypublicdebt,it hadrisen3000%to588billion.Todaythedebtis500billion,95%whichiscompound interestowedtoprivatebanksandinvestors.CurrentlyCanadianpay37billion approximatelyperyearindebtservicing. WemustreturntotheBankofCanadaforaminimumof50%ofGovernmentcreated money(GCM).Itisessentialtomaintainingoursovereignty(ourmonetarysystem mustnotbeinthecompletecontroloftheprivatebankersandcorporateelites. GCMcouldalsobeusedto:

IncrementallyrepartriateourdebtbacktotheBankofCanada,eventually eliminatingtheneedofpayinginteresttoprivatebanks.Thismeanslower incometaxesforall. Fundnewinfrastructure(roads,bridges,hospitals,schools)couldbebuiltata fractionofthecostbecauseofreducedinterestcosts. Lendtoprovincesandmunicipalitiesatnearorzerointerestwiththeprovisothat theymaintainacertainlevelandqualityofhealthcare,housingandeducation. Thatmeanslowerpropertytaxesforall. Improveouruniversalhealthcaresystem,reducingwaittimesandremoving publicprivatepartnerships.Itisaprovenfactthatpublichealthcaresystemsare moreefficientthanprivateonesbecauseprofitisnotthemotive. Ensurethatourpublicschoolsystemsandteachersareequippedwithallthatis necessarytobringforthfuturegenerationsofwellinformed,wellrounded,well educatedadultscapableofcriticalthinking. Lowerand/orsubsidizeuniversitytuitionssothatallcitizenswouldhavean opportunitytoattendinstitutionsofhigherlearningshouldtheywish,without endingupinthepoorhouse. Alleviatethesufferingofthepoor,homeless,drugaddictedandmentally challenged. Investingreentechnologiestosaveourenvironment. Investinthefamilyfarmandnewagriculturaltechnologiesthatwouldeventually benefitallcitizens.

Therefore: TheCanadianActionPartywould: Ensurethataminimumof50%ofnewmoneysupplywouldbe GCMonwhichnotinterestispaid(anincreasefromlessthan5%currently). AmendtheBankActrequiringbanksandotherdeposittakinginstitutionsto maintainstatutorycashreserveswiththeBankofCanada.

StatutoryReserves
Whereas: Acentralbank(BankofCanada)properlyusedinthesovereignbestinterestofanations` citizensrequirestheuseofstatutoryreserves.Alsopreviouslyknownasfractional reserves,statutoryreservesareanalternativetointerestratesforregulatingtheeconomy.

Higherinterestrateshiteverythingintheeconomy,andespeciallyhurttheunemployed anddonothingtoinhibitbanklending,whichoccurswheneveraprofitisanticipated regardlessoftherateofinterest. Statutoryreserves,properlyused,permitgovernmentstoexercisefinancialsovereigntyin defenseofsocietysinterestatminimumcost. Statutoryreservescanbeappliedtotheeconomicsectorthatneedstobeadjustedinorder topermittheexpansionandcontractionofthemoneysupplywhenandwhereitis required,andcanbeusedeffectivelytoinhibitinflation. Statutoryreservesgivethegovernmenttheuseofinterestfreemoneytotheextent permittedbytheBankofCanadaAct. Statutoryreservesareanessentialmeansoffinancingessentialinfrastructurefora modernsociety. Note: a)Thereservesthemselvesdonotfinanceinfrastructure.Rathertheyallowthefinancing. Theborrowingwouldstillbedonethroughthecharteredbanksatsetinterestrates, exceptinthecaseofacrowncorporation,suchasthealmostdefunctCanadianCentral HousingCorporation. b)Beforethe1968BankActchanges,therateofinterestthatacharteredbankcould chargewas6%.Inmanycasestheyactuallycollectedabout11%bylevyingtheinterest inadvancefortheentireperiodandcollectingmonthlypayments.i.e.,theborrowerpaid interestonthefullamount,fullterm,butonlyhaduseofthe1stmonthamountfor1 month. ThestatutoryreserveistherequirementthatbanksdepositwiththeBankofCanadaa percentageofthe[cash]depositstheyreceivedfromthepublic.Thesestatutorydeposits donotearnthecharteredbanksanyinterest(i.e.theBofCdoesnotpayoutanyinterest tothechartedbanksonthisreserve).Thepercentagerateofthereserverequirementcan varydeterminedbyanoverheatedeconomy.[See#3] Thepurposeandeffectofstatutoryreservesistoregulatethemultiplierthenumberof multiplesofreservethatabankcanlend.Thatis,afractionalreserveof8%wouldallow aCharteredBanktolend11.00forevery1.00ofitscashreserve. 11X8=88.00+reserveof8.00=96.00 Thisprovidedthemeansofcoolingoffanoverheatedeconomyorstimulatinga depressedeconomywithoutchanginginterestrates.

Statutoryreserveswerethebasisofthemostprosperousandproductivequartercentury inCanadashistoryfollowingWW2.(DuringthistimeCanadarenewedandmodernized itsinfrastructurethathadbeenneglectedduring10yearsofdepressionand6yearsof war.Newtechnologieswereintroducedandlargenumbersofrefugeeswereassimilated andintegratedintoahigherandmoreproductivestandardofliving,etc.). TheCharteredBankActpre1968limitedtheamountofinterestthataCharteredBank couldchargeat6%.[See#5]Additionally,CharteredBankscouldonlylendforaperiod of4years.ThatswhyTrustCompanieswerethesourceoflendingformortgagesof morethan4yearsandmostconsumerloans(appliances)wereforfouryears.Smart investorssuchasbankdirectorswouldborrowafewmillionfromaCharteredBank,and thendeposititinaTrustCompany.TheBankofCanadawasfoundedin1935undera Conservativegovernmentregimeandwasnationalizedin1938undertheLiberal governmentregimeofWilliamLyonMackenzieKingbythepurchaseof1200private sharesatafairprice. StatutoryReserveswerethenandstillarenowanessentialcomponentofasovereign bankingsystemfunctioninginthebestinterestofthepeopleofanation.Followingthe nationalizationoftheBankofCanada,thepercentageofthefederaldebtratiotothe G.D.P.fellfrom160%to26%.ThecurrentproportionofthefederalCanadiandebttothe G.D.P.is73.1% StatutoryReservesinCanadafollowedthemodelestablishedbyPresidentRooseveltin theU.S.A.in1935,intheU.S.A.sTheBankActof1935. TheStatutoryreserveswereeliminatedinCanadabytheMulroneyConservative governmentovertwoyearsbeginningin1991.Subsection(4)ofSection457ofChapter 46oftheStatutesofCanada1991changetheBankActtoprovideforthephasingout changesintheBankActrespectingtherequirementofourcharteredbandstomaintain reserveswiththeBankofCanada(MeltdownWilliamKrehm,p.116). Sincethestatutoryreserveswereeliminated,thepercentageofthefederaldebtratioto theGDPhasescalatedatincrediblerates.(Charteredbanksbuiltuptheirholdingsof governmentbonds,whichnolongerrequiredcashreservesatthecentralbank,normore capitaloftheirown.BetweenDecember1990andAugust1994,theirportfoliosof federalgovernmentbondssoaredfrom$.5billionto$35.6Gi.e.by900%.Thetotal federaldebtheldbythebanksincreasedby300%to$80B.(MeltdownWilliamKrehm, 153)Animportantdistinctionexistsbetweenfinancialcapitalandrealcapital. 97%offinancialcapitalisabstract,abstractedfromtherealcapitalthathasbeen monetizedasadebt.RealCapitalistheknowledge,skills,accumulatedtoolsandmaterial

resourcesreferredtobyAdamSmith,whenhesaidinTheWealthofNationsthatthe wealthofanationdependsupontheextenttowhichitsuppliesitsownneeds,withits ownpeople,theirskillsandtoolsanditsownmaterialresources.Thatiswhyeducation, asaprerequisitetotraining,issoimportant;notonlyhowtowork,butwhytowork. Therefore: TheCanadianActionPartywillreinstitutetheuseofstatutoryreserves. Note: Withthecurrentcashreserveindex(accordingtorepeatedreferencesbyMr.Krehm)at about$350$400to$1.00,theimmediateorrapidintroductionofthepercentageof reservesproposed,theeconomywoulddeflateabout300timestheamountandspeedit deflatedin19271929. TheCharteredBankcreditthatisnowextantwouldhavetobeslowlyreduced.Since mostofthecollateralisnowmonetized,(commoditized,andtheshortageisforcingthe BankCredittoseekpublicpropertyvalue)thedemonetizationwouldhavetobe carefullyorchestrated.Eitherthat,orasSolondidinAncientGreece,simplycancelall debtandstartfresh. Thebankswillnotbeallowedtousethereserverequirementsasajustificationfor increasinginterestratesortransactionfees.

DoubleEntryBookkeeping
Whereas: 1)Itisimpossibletofindyourwaythroughtheovergrownsubprimedebtjunglethatthe worldhasbecome,unlessyourealizethattherearetwotypesofdebt.Thedebtofour federalgovernmentthatisspentintoexistenceandhencebearsnointerest,andthereis thedebtlentintoexistencebybankswhichdoesbearinterest. andWhereas: 2)ThegovernmentsborrowingsfromtheBankofCanada,ofwhichithasbeenthesole shareholdersince1938,istheonlylegaltenderinourlandthatmustbeacceptedin paymentofanydebt. andWhereas:

3)TheinterestchargedthegovernmentbytheBankofCanadacomesbacktoitalmost entirelyintheformofdividends. andWhereas: 4)Thecreditofthegovernmentwhenextendedtodomesticpurchasesorinvestmentsis backedbyitstaxingpowersoverthenation,theskills,talentsandeducationofits inhabitants,andthewealthofourenvironment.Thatiswhyallthesecapitalassets whethertheyaretradedonthemarketornotmustbepreservedandproperlyvalued whenprivatized andWhereas: 5)Theword"debt"callstomindanegativesignbeforeanumberofdollars,but governmentdebtwouldbemorerealisticallyconceivedandwouldbebetterunderstoodif wetrainedourselvestothinkofitwithalargepositivesignbeforeit. andWhereas: 6)Thegovernmentmusthandleitsownspendingandhencethecountry'smoney creationresponsibly.

Therefore: BeitresolvedthatCAP/PACreaffirmitspolicythatCAPcallsontheCanadian governmenttofollowastrictdoubleentrybookkeepingpracticeinordertokeeptrack notonlyoftheamortizeddebtsofgovernmentinvestmentbutalsoofthedepreciated valueofitsinvestmentsbothinphysicalinvestmentsandinhumancapital.

BankofCanadaProvincialandMunicipalFinancing
Whereas: TheRooseveltianbankingreform,whichbecamethemodelthroughoutmuchofthe Westernworld,providedanalternativetoraisingthebenchmarkcentralbankinterestrate inthestatutoryreservesthatbankshadtoredepositwiththecentralbankfromthe depositsmadewiththembythepublic.

However,particularlysincethe1970sthebanks,havingcleaneduptheirbalancesheets duringtheyearsduringwhichtheywererestrictedtobanking,werelobbyingforfurther deregulationandglobalization.Bythe1980sinparticular,theylostmuchoftheircapital intheirinvolvementwithmortgages,andtobailthemoutfromtheirplight,theBankfor InternationalSettlementsthatconductedthecomebackplansoftheworldsbanks,the BISbroughtinitsRiskBasedcapitalrequirementsforbanksofdevelopedcountries thatdeclaredgovernmentdebtofsuchgovernmentstoberiskfreehencerequiringno downpaymentforthebankstoacquire.AsaresulttheCanadianbanksincreasedtheir holdingsfromaround$20billionto$100billion. Theeliminationofthestatutoryreservesbetween19913leftthebenchmarkinterestrate theonlydeviceforthecentralbanktodampenorstimulatetheeconomy.Andthat awardeduniquecontrolpositionoftheeconomytothespeculativefinancialsector, whoseprimaryrevenueisinterest. TheBIS,andallthecentralbankers,arounditoverlookedadetail.Tofightinflationthat couldbeexpectedfromsuchagreatinfusionofcapitalintothebankingsystems,theBIS raisedinterestratestotheheavens,proclaimingwhattobezeroinflationi.e.an absolutelyflatpricelevelasaloneacceptable.Butwiththebanksloadedupwith completelyleveragedgovernmentbondsissuedearlierwithdrasticallylower coupons,thebankssufferedamassiveloss.Thiscausedamajormonetarycrisisin Mexicothatthreatenedtobringdowntheworldfinancialsystem.Mexicosbanksclosed theirdoorsand,thoughonlyrecentlyprivatizedagain,onceagainweretakenoverbythe government.Eventually85%ofthebanksofthatproudlynationalistcountryendedup underforeigncontrol. TheMexicanbankingcrisiswaspreventedfrombringingdowntheworldbanking system,anemergencyfundof$51billionwasputupbytheUSA,theIMF,andCanada. Itwasnotused,buttheUnitedStatesgovernmenthadlearnedanimportantlesson. Itbecameclearthattheageofskyhighinterestrateswasover.Forthederegulatedbanks wereinnopositiontoforgothemountainsofgovernmentdebttheywerenowauthorized toacquirewithnodownpayment. AwayoutwasdevisedbyRobertRubin,aWallStreetalumnus.Withveryfew exceptions,governmentsofthedaydidnotkeeptheirbooksaccordingtothedouble entrysystemsupposedtohavebeenbroughtbackfromtheNearEastbytheCrusader aboutathousandyearsago.Thatrequiresthateachtransactionenterthefirmsledger twice:onceasthevalueofagivenacquiredassetdepreciatedoveritslikelyperiod ofusefulness,andthentheamountofmoneypaidforitamortizedoverareasonable period.Thatisknownasaccrualaccountancyorcapitalaccountancy;thesystembyfar mostgovernmentsemployedascashaccountancy.Bythisthedebtincurredforthe acquisitionwascarefullyamortizedoverthetermofitsfinancing,butthevalueofthe

assetwaswrittenoffintheyearwhenthetransactionwasconcluded.Obviouslythatleft adeficitthatwasnotreallythere.Privatefirmsemployingsuchbogusaccountancy wouldfindthemselvesindeeptroublewhenthetaxsleuthscaughtupwiththem.Butthe fictitiousbookkeepingofthegovernmentsthemselveshadconsiderablestrategic advantages.Itbolsteredtheargument,thatwecannotaffordsocialprograms,andabove allitmadeforsomehandsomeprivatizationdealswhenhighlyexpensiverealestateor otherinfrastructurebookedataminuteportionofitsrealvalue. TheClintongovernmentgotaroundthatdifficultywhenitswitchedtoaccrual accountancyandreplacing$1dollartokenvaluewithaproperlyamortizedvalueofthe asset,andworkingtheconversionbackto1959cameupwithsome$1.3trilliondollars ofgreaterassetvalue.ThatfirstappearedintheSecretaryofCommercesbookin January1996,butundertheheadingsofSavings,whicheconomistsapplyonlyto cashorassetsreadilyconvertibleintocash.However,anudgeandawinktothe appraisers,whoweknowfromthecurrentsubprimeinvestigationstobehighlyobliging folkdidthejob.Thelowerinterestratesthatensuedfromtherevelationofsomuchnet valueinthegovernmentsestatebroughtinalowinterestareathatgaveClintonasecond termrewardedthenationwiththeprolongedtechnologicalboomthatburstonly asthenewmillenniumhaditsfootinthedoor. Howdeartheboguslowpricinghasbeentotheprivatefinanciersappearsfromthe persistentrefusaltobringinaccrualaccountancyinCanada,eventhoughtheAuditor Generalrefusedtosignoffontwoannualreportsongovernmentfinancing.Finallya sordidcompromisewasreachwhenthegovernmentswitchedtoaccrualaccountancy,but onlywhenithadelicitedadegradingstatementfromtheAGtotheeffectthatsinceno newmoneyhadenteredtheTreasuryasaresultoftheagreement;itshouldnotbetaken asareasonforexpendituresonnewprograms. However,whenthesuccessivebailoutsofourbankshadleftholesinthefederaltreasury thefederalgovernmenthaddownloadedcrucialsocialprogramsontotheprovincial governmentwithouttherevenuetopayforthem,acomplimentthattheprovinceslostno timeinpassingontothemunicipalities. Thatistheoriginofthepotholesinourroads,andtheviolenceinourschools. Therefore: Wemustaskthatseriousdoubleentryaccountancybebroughtintothefinancesofthe nation.TheBankofCanadamustbeusedforthepurposesforwhichitwasnationalized in1938,atagoodprofitforthe12,000privateshareholderswhohadheldtheirshares onlyforsomefouryears.Boththefederalandprovincialgovernmentsareeligiblefor financingboththeirfundedandunfundeddebtingenerousamounts.Municipalities,as corporations,canwithguaranteeeitherofthefederalorofaprovincialgovernment.

Theinterestpaidonsuchloans,ofcourse,wouldcomebackasdividendsonlytothe federalgovernmentwhichistheBankofCanadassingleshareholder.Butthefederal governmentcouldreachafairarrangementwiththeprovinceormunicipalitythatmay haveusedBankofCanadafinancing.Itwouldstraightenoutthetangledfinancial relationsofthedifferentgovernmentandhelpusherinahappierperiodintherelationsof ourvariouslevelsofgovernment.

CommonCurrency
CAPCommitstoIndependentMonetarySystem DollarizationinaNorthAmericanUnionvs.NationalMonetarysovereignty ItisimportanttounderstandthatifweuseourBankofCanadaaswasintended, thereisnopossibilityofacommonNorthAmericancurrencythatcouldbeusedin CanadaorcouldreplaceourCanadiandollar!

Whereas: TherecurrentlyexistsanunconstitutionalrestructuringofCanada,theUSAandMexico intotheformationofasupraNAFTA,supraregionalpoliticalandeconomicentity, drivenbytheagendaofthefinancial/industrialcorporateeliteofNorthAmerica. TheformerLiberalPrimeMinisterofCanada(PaulMartin)andthePresidentsofboth theUSAandMexico,signedanagreementinMarchof2005calledTheSecurityand ProsperityPartnershipAgreementwhichpromisedtoimplementandeffectthatelite agenda; ThethreenationalleadersmetagaininMarchof2006(ThistimetheCanadian ConservativePrimeMinisterStevenHarper)reportingtoeachotherontheprogressof theircountriesrespectiveimplementation. ThisNorthAmericanUnionentityissurreptitiouslyeliminatingthesovereigntyofthe peopleofallthreecountries.Thisrestructuringisoccurringbureaucraticallyoutsideof theParliamentaryprocess.ThechangesappearbeforeParliamentincrementallyandare rubberstamped.Suchrestructuringexceedsthepowerandauthorityoftheexecutive branchofgovernmentandviolatestheconstitutionalrightsandprotectionsofthecitizens ofthethreerespectivenations.Theseconstitutionalrightsbelongtothecitizensofeach country,nottothecorporateelite,nornationalleaders,nortothegovernments.

TheCouncilonForeignRelationsintheUSA,producedareportin2001,calledBuilding aNorthAmericanCommunity.Amongotherthings,thatreportcalledforthecreationof anewsharedcurrencycalledtheAMERO,acurrencyproposedtoreplacetheU.S. dollar,theCanadiandollar,andtheMexicanPeso. OtherproposalscalledfortheadoptioninNorthAmericaoftheU.S.dollar,i.e.,the dollarizationofCanadianandMexicancurrencypresumablygovernedbytheU.S. FederalReserve,acollectionofpowerfulU.S.privatebanks.Thereisnogreateraspect ofsovereigntythanthecurrencyofacountry. Anindependentcurrencyempowersanationtoprotectitsnationalinterestasandwhen necessary.(ThiswasproveninMexicoandtheArgentinewhenscholarsreachedthe conclusionthatgovernmentsthatdidnotmaketheircurrencydependentontheU.S. dollarfaredfarbetterthanthosewhodid.) AcommoncurrencyofCanadaandMexicowiththeU.S.A.wouldbeasubordinationof CanadianandMexicancurrencytothatoftheUnitedStates,ashappenedcatastrophically inMexicoin1995andintheArgentinearound2000. Atthebeginningofthemillennium,Argentinawaspersuadedtohaveeverypesobacked byAmericancurrencybeforeitcouldbeissued.ThereafterArgentinadescendedrapidly fromthemostdevelopedLatinAmericancountrytothatofthirdworldstatus.In1995, afterMexicoissueditsdebtpayableeitherinU.S.dollarsorintheMexicanpesoatthe holderschoice,andafterNAFTAcausedtheabolitionofallrestrictionsonthe movementofshorttermmoneyacrossthefrontier,theMexicanpesolost40%ofits value,andtheMexicanstandardoflivingtumbledtotheworstlevelingenerations. TheideaofCanadaadoptingtheU.S.currencyhasbeenraisedanddismissedbeforein Canada,butthecorporatefinancialeliterefusetotakenoforananswer.

Therefore: TheCanadianActionPartycallsforthecontinuationofanindependentsovereign CanadianmonetarysystemrootedintheutilizationoftheBankofCanadaandwereject anysuggestionofacommoncurrencywithanyothercountry,orthedollarizationof CanadascurrencybytheUnitedStates.

Taxation

ResponsibleFairTaxation Cuttingtaxesisonlypartoftheproblem.Themannerinwhichourtaxdollarshavebeen spentormismanagedmustberesolvedimmediately. Almosteveryonewouldliketoseefurthertaxcutsbuttheextentofthesewouldhaveto beweighedagainstotherprioritieslikehealthcare,affordablehousing,daycare,anda dozenotherareasincludingbettersafetyinspectionofourfood,waterandtransportation systems.Corporatetaxationneedstobereviewedimmediately.Everyonethatdoes businessinCanadausesthesystemsofCanadaandmustpaytheirsharetosupporta viableprogressivesystem.Wemustensurethatwehavethefundsinplacetopayfor corporatemistakesinenvironmentalissuesandnotputtheburdensolelyonindividual taxpayers. Thereisonetax,however,thatshouldberemovedandthatistheGoodsandServices Tax. CAPconfirmsitslongstandingpolicyinthatregard.TheGSTonbooks,newspapers, periodicals,postagestampsandtheatreticketswouldbeeliminatedimmediately.Thetax onallotheritemswouldbereducedfrom6%to5%.InthesecondbudgettheGSTwould bereducedfrom5%to3%. InthethirdbudgettheGSTwouldbeTOTALLYELIMINATED. TheCanadianActionPartywouldpursuethefullemploymentstrategythatwas envisionedwhentheBankofCanadaActwaspassed.Bygettingunemployedpeople backtowork,EmploymentInsuranceandwelfarecostswoulddecrease,andtaxrevenues wouldincreasetohelpoffsetthelossofrevenuefromtheGST. Computersimulationsshowthatthetaxcanbeeliminatedoverthreeyears,byinjecting 6870billiondollarsintotheeconomyover4yearswithoutanynewtaxandmaintaining abalancedbudget.($6870billionequatesto50%ofmoneysupplyover4years). WhenwesaythattheGSTwouldgo,itwouldgo! OtherTaxes Payrolltaxesshouldbefurtherreduced.TheLiberalandnowConservativegovernments havemilkedthesystemtobolstergeneralrevenueattheexpenseofworkersand employers.Ourmonetarypolicywouldendtheboombustcyclesotherewouldbeno needtomaintainbigsurplusesinanticipationofthenextrecession. CanadianActionPartyrecognizesthatfearisthemostcriticalfactorthreateningfreedom inanycountry.Whetheritbefearoffreedomtospeak,voiceopinionsthatdifferfrom governmentorthefreedomtowalkatnightonourstreets. Webelievelawsarecreatedtofacilitateeaseofmovementinacivilizedsociety.They arenotmeanttocontrolsocietyasinapolicestate.Thereareseverallawswhichare beingpassedorhavealreadybeenpassedinthenameofsecuritywhichCAPbelievesare threatstoourcivillibertiesanddemocracy. Ithastobeacknowledgedthatfearisoneofthepredominantemotionsofourtimes. Women,especially,areafraidtowalkaloneatnightsometimes,eveninthedaytime.So aprincipalaimofCAP'spolicyistoreducethatfeartothemaximumextentpossiblein today'ssociety. Therearetwocharacteristicspredominantamongstpeoplewhocommitcrimes.First,the vastmajorityhasbeenabusedatsomestageoftheirlives.Second,themajorityis unemployedatthetimethecrimeiscommitted.Thisisonemorepowerfulreasonthatthe CanadianActionPartyiscommittedtoapolicyoffullemployment(about4% unemployed). Achievingthat,initself,wouldreducethecrimeratesignificantly. Ofthosewhodocommitcrimestherearetwodistinctcategories.Thefirstincludes hardenedcriminalsandrepeatoffenders.Forthose,wewouldprovidestiffpenaltiesand eliminateautomaticparole.Thesecondcomprisesfirsttimeoffendersandpersonsguilty ofminorcrimes.Forthesewewouldeasetheirpathbackintocivillifeandencourage themtostayclean.Rehabilitationisbyfarthemostcosteffectivewayoftreating criminalbehaviour. Wewouldgivejudgeswiderdiscretionabouttryingyoungoffendersinadultcourt.We knowofyoungpeoplewhohavecommittedseriouscrimesbecausetheyknewthey wouldnotbesubjecttothefullimpactofthelaw. Anotherreformwouldbetofundenoughadditionaljudgessothatcasescouldbetried moreexpeditiously.Itistotallyunacceptabletoseecases,includingseriouscrimes,being dismissedbecausetoomuchtimehadelapsed.

CanadianActionPartybelievesthatpreventionshouldbethepolicyofchoiceforajust society.Weknowthatpovertycontributestocrimerates.Weknowthatchildrenwholive inpovertyarelesslikelytoexcelinschool,andtobeleftunsupervised.Weknowthat openingupextracurricularactivitiestoallourchildrenwillkeepthemhealthy,activein positivewaysandlesslikelytobeginapathofcriminalbehaviouroutofboredom.Afull athleticprogramwithinapubliclyfundedschoolsystemwouldassistwiththatgoal. Criminalsarenotborntheyarecreated!Allpeopleinoursocietyneedtobegiventhe toolstobecomecontributingmembersofsocietyandwebelieveitisgovernmentsrole tocreatepolicythatencouragesthatatmosphere. Onthesubjectofabortion,werespecttheSupremeCourtdecisionof1998,whichruled infavourofawoman'srighttochoose.AndwefullyendorsetheCharterofRights declarationofequalityofgender,race,religion,andsexualorientation.Wealsofully respectourmembersrighttomoralconscience.ThereforeallelectedCanadianAction PartyMPswouldbefreetovoteaccordingtotheirconscienceonmoralissues.

ResponsibleGunOwnershipisaPrivilege
GunControlLegislationhasbeenaBoondoggle!LikemostCanadianswearedeeply concernedabouttheirresponsibleuseofgunsandapplaudmeasurestokeepthemoutof thehandsofcriminals,peoplewithcriminalrecordsandthementallychallenged. FurthereffortisrequiredtorestricttheimportofgunsintoCanadaillegally.Wealsonote thatsincetheinceptionofthelatestboondogglecalledthenewgunregistry,itappears thatviolencewiththeuseofgunshasrisen.PriortoitbeingbroughtintoeffectCanadian ActionPartyhadthistosayWehavesearchedwidelybuthavefoundnoevidence, however,thattheregistrationofriflesandshotguns,assetoutinBillC68,willsave lives.Theavailableevidencemerelyindicatesthattheexercisewillbevery,very expensiveandaconsiderablenuisancetosomeCanadians,especiallythosefromrural areas,westerners,northerners,andAboriginalpeople. ConsequentlywewouldrepealBillC68sothatitwouldnolongerbenecessarytohave apermittoownriflesandshotgunsandtherewouldbenonecessitytoregisterthem. Weareconvincedthatthereareotherwaystospendthesameamountofmoneythat wouldsavemoreliveswhileeliminatingalotofaggravationforthousandsofhonest Canadiancitizens.

FirearmAcquisitionCertificateswould,ofcourse,stillberequiredtopreventangryor unstablepersonsfrombuyingfirearms.

Nowthatwehaveseenitimplemented,weonceagainareforcedtoobservethatour moneyhasbeenmismanaged.Aswesuspectedregistrationoflonggunsorrifleswould dolittletodecreasecrimeorpreventlossoflife.Weneedresponsiblegovernment capableofmakingsolidpolicyontheissuesthatmatter.Wecannotaffordgovernment thatoverspends,underestimatescostsofprojectsanddoesntdothenecessaryhomework beforecreatingpolicy.

TheantiterroristlawsaretheenforcementtoolsbeingusedtocreateaNorthAmerican unifiedentitythatisintendedtoreplaceCanada,USA,andMexico. Butthereisoverwhelmingevidencethattheofficialinvestigationlookingintothecauses ofthedestructionofthreetowersinNewYorkCity,ofthedestructionofapartofthe Pentagon,andofthesupposedcrashofanairlinerinthefieldsofShanksville, PennsylvaniaonSeptember11,2001wasgrosslyinadequate. Thequestionsarisinguponexaminationoftheevidencebynoteworthyexpertsfromall relevantfieldsofscientificinquiryaresonumerousandsoprofoundastochallengethe legitimacyoftheentireantiterroristmentalityandprogram,andinparticular,theAl QaedaconspiracytheoryoftheirresponsibilityforattackingtheU.S.A. CanadiansareinsultedwiththebehaviourofourMPsduringQuestionPeriodanddont liketoseethepartywhipusedtomakeMPsfollowpartyline.Weunderstandandagree. Wewouldchangetherulesforquestionperiodinpart,limitingthenumberofdays ministersspendinQuestionperiod. WewouldmakeallvotesintheCommons,exceptthoseclearlydefinedasvotesofno confidence,"freevotes"whereMPscouldvoteaccordingtotheirconscienceandthe wishesoftheirconstituents. WewouldchangetherulesforQuestionPeriod.TheprincipleofQuestionPeriodis good.Ministersshouldbeaccountablefortheiractions.Buttohavethemalltherefive daysaweek,likearowofsittingducksinashootinggallery,isanincalculablewasteof time. Instead,wewouldadoptsomevariationoftheBritishsystemunderwhichministersare questionedinrotation.Advancenoticeofthequestionswouldbegiven,but supplementaryquestionsonthesamesubjectwouldbeallowed.Twodaysaweekthe PrimeMinisterwouldanswerquestionsofeitherageneralorurgentnature.Notonly wouldachangealongtheselinesbringimproveddecorumtotheHouse,itwould multiplythehoursministershaveavailabletolearntheirdepartmentsandmakethe decisionsthatmightotherwisebeleftinabeyance. Parliament.Thiswouldbeasharpdeparturefromthepresentpracticewherenearlyall legislationiswrittenbypublicservants,approvedbycabinetandrammedthrough parliamentwiththehelpofthegovernmentwhip.TheadvantageofgivingMPsagreater roleisthatmostlegislationwouldthenbenonpartisan,theproductofthebestmindsfrom alltheparties.ItwouldallowMPstomoreclearlyexpressthewishesoftheir constituents,anditwouldmakeMPs"somebodies"insteadofnobodies. Asthe"firstpastofthepost"methodofelectingmembersofparliamentdoesnotresultin aHousewhichtrulyreflectstheviewsoftheelectorate,theCanadianActionPartyis committedtotheprincipleofproportionalrepresentationwhichwouldresultina Commonsmoreintunewiththerealwishesofvoters. Oneofourreformpolicieshasalreadybeenaddressed.Specificallythatiswithregardto drasticallyreducingtheamountofmoneycorporationscouldcontributetoaparty,so theirmoneywouldn'tplaysuchadominantroleinelectioncampaigns.Wewouldrequire televisionandradiostationstoprovidelimitedamountsoffreeadvertisingtoallparties asapublicservice. Onefurtherconcernisthelackofanypopularcontrolofgovernmentbetweenelections. Thepartywhipsaresopervasivethatvoterswishesareoftenignored.Consequentlywe arecommittedtocitizensinitiativesandreferendumbasedontheSwissmodel.Weare convincedthatifsuchasystemhadbeenplaceditislikelythatwewouldhavebeen sparedtheFreeTradeAgreement,NAFTAandtheGoodsandServicesTax.

ElectedSenateinDetail
Fromthe1930stotheendofthe20thcentury,senatereformhasperiodicallyappearedinthe platformofsomepoliticalparties.Theonlyreformthattookplace,however,wasthatwhenthe

LiberalswereinpowertheyappointedLiberalsenatorsandwhentheTorieswereinpowerthey appointedTorysenators.AhandfulofIndependentswererareexceptions.Morerecentlythe ReformParty(Alliance)hasbeenpushingtheTripleESenateelected,equalandeffective.But thisAmericanideawouldn'tflyinCanada.Wedon'thave50states.Wehavetenprovincesand threeterritoriesofvastlydifferentsizeandpopulation. ThereisnowaythatBritishColumbia,OntarioandQubecwouldsettleforthesamenumberof seatsasPrinceEdwardIsland.Otherideashaveincludedgivingthepowertoappointsenatorsto provincialgovernments.Butthiswasperceivedaspotentiallyfractiousandselfservingonthe partoftheprovinces.Thesearchremainedforanelectedsenatewhichwouldnothavethewide rangingpoweroftheU.S.SenatebutwouldstillactasagenuinecheckonaHouseofCommons dominatedanddictatedtobythegovernmentpartywhipatthewhimofanallpowerfulprime minister.

OriginallythebrainchildofFrankStronach,theconceptofajurysenateisnovelandmeetsthe testofprovidingbothfundamentalreformandaworkablesystem.Itwouldprovideboththe "sobersecondthought"thathasbeenthepresentSenate'sprincipalrationaleforcontinued existence,inthefaceofpressuretoabolishitaltogether,andarealpopulistcounterbalancetothe nearabsolutepowerofCanada'sprimeministersgreater,proportionally,thanthepresidentof theUnitedStates. Theoriginalplanforthe"jury"senatecalledforonesenatortobeelectedforeachtwoelectoral districtsforatotalof150.TheCanadianActionPartyhasoptedinsteadforonesenatorforeach threeelectoraldistricts(approximate)foratotalof101.Therearetworeasonsforthechange. America,aswellasNewZealand,AustraliaandtheUS.Nationstateshavegivenwayto globalcorporationswithmoretradingpowerandabilitytomanipulatethemarketthan thenationstateseverhad.Theproducevolumeatanycostmindsetisanunparalleled opportunityforthetransnationalstopitfarmeragainstfarmerandpowerlessnations againsteachotherindownwardpricespirals.Canadacantcompeteveryeffectivelyin thisscenariobecauseofhigherlandcosts,higherstandardofliving,shortgrowing season,andbeingasubsidiary,intermsofmarketdecisionmaking,totheAmerican dominatedcorporatesector. Agricultureatthepresentdependsonhighinputcostsinrelationtointolerablythinprofit margins.Infact,weexperiencednegativemarginsin2003.Thesupplymanagement sectors,whicharegearedtodomesticconsumption,aretheonlyprofitablesectorsaside fromafewnichespecialtyoperations. GlobalClimatechangeisbeginningtoshowsomeworrisomeeffects.Currentagriculture policyappearsblissfullyunawareofanyoftheseproblems,andoffersnorealsolutions. Themarketplacehasnot,andwillnotrespondtotheneedsofruralCanadian communities.Themarketplacerespondstoprofittakingbythetransnationaltraders.The crisisinCanadianagricultureisleftunattended.Themarketrulesofcompeteorfail placesthetotalburdenonfarmerswhohavenoresourcetodealwiththem.Weare losing,andwillcontinuetoloseindependentfarmersunderahandofthemarket economy. TheCanadianActionPartyPolicyistheonlypoliticalforcethatembracesa comprehensivefoundationneededtotransformagricultureintoanew,dynamicand profitablevocationforfarmers,ruralcommunities,andbyextension,allofCanada.

AgricultureDependsontheAbrogationofNAFTA
Itisabsolutelynecessarytoreclaimsovereignty,andwithittheabilitytoformulateour ownpolicies,whichhavethesoleobjectiveoflongtermeconomicandenvironmental sustainability.Wewillcreateprofitbasedpoliciestoputrealisticdollarsintofarmers pockets.Wemustbefreeofcorporateagriculturewhichisvolumebasedandcontrolled byafewinternationalcorporations.NAFTAisthetooltheyhavecreatedtosuccessfully entrenchrulesthatguaranteetheirpowerandprofit. Weasanindependentnationarecapableoffindingmarkets,developingmarkets,and diversifyingproductsandmarketsthatwillbenefitandrevitalizeruralcommunities.Ina shrinkingworld,thevalueisintheresources.Wemustnotlosecontrolofourfarmland

andtheskilledpeoplewholivethere.Encroachingforeigncorporateownershipmustbe stopped. NAFTAasaninvestmentagreementusingfarmersaspawnsinthehandsofglobal tradersisnotinruralCanadasbestinterests.

AgriculturethatisSustainable
TheCanadianActionPartysupportsthefollowingpositionsassetoutbytheNational FarmersUnion: "Afewdecadesofinternationaltradeliberationhaveincreasedthevolumesof agriculturaltradesignificantly.Ithasworkedverywellforthetransnationalprocessors, tradersandretailers.Volatileunstablemarketsabroadhavereplacedwellpayingstable marketswithintheregionorwithinthecountry. Tradeinagriculturalcommoditiesisdictatedbyvolumesthattraderscanextractforthe lowestpossiblepricefromfarmersincountrieswheretheyhavethemarketpowerand theinfrastructuretodoso. FarmersinCanadathatareproducingfortheinternationalcommoditiesmarketis increasinglybatteredbylowcommoditypricesandincreasedinputcosts.Without governmentsubsidies,whichareallgearedtorewardvolumeofproduction,notone farmerwouldsurvivetheconsequencesofthistradeagenda. TheIMF,WORLDBANK,WTO,NAFTAandmostagriculturalpoliciesofprovincial governmentsandthefederalgovernmenthaveonethingincommon:theyworkverywell fortransnationalprocessors,traders,andlargeretailers. Theydonotworkforthenaturalenvironment,forfarmers,norforconsumingtaxpaying citizensatlarge. TheBankofCanadacouldbeusedtomajorresearchintofindingnewproductsthatwill growonfarmshereforapredominantlyCanadianmarket.Manyofthesemaybenon foodproductssuchaspaper,fuelsandbuildingmaterials.Inaworldthatdependson strippingnaturalresources,itistimetodevelopproductsthatcanhavearenewablebase. Itisimportanttodevelopproductsfordomesticconsumptionandlessenourdependence onforeignvolatilemarkets.Pricingfordomesticconsumptioncanreflecttruecostsand reasonableprofitmargins.Wewilltradegloballybutoursurvivalshouldnotbe dependentonthewhimsoftheglobalmarketplace.Wewillstriveforasmuch independenceaspossible.Itistoourlongtermbenefitthatshrinkingnaturalresourcesin theworldwillcreateademandforoursurplusproductsandcommodities.

Byimplementingagriculturepolicysthatputmoneyintofarmershandswewill revitalizeentireruralcommunities.Thisincludesbettermarginsbetweencostand returns.Itmeansnotacceptingtransnationalpricefixingonneitherinputs,nor commodityreturns.Climatechangeisrealanditsanationalcrisis.Itwillrequirestate moneytochangepracticesifwearetoattempttodivertthiscrisis.AsovereignCanadain controloftheeconomicleversworkingincooperationwithfarmersistheonlywayto avertproblemsofclimatechange.Possiblesolutionsmayrangefromreestablishing wetlandsonfarmsandthereestablishmentofwaterreplenishmentareassuchaswood lots.Changesanddiversifyingcroppingpracticesdesignedtoworkwiththenaturecycles willbeemployed. Theabilityoffarmerswithahistoryofinnovationskillsiscriticalinthebattletoavert theseriouseffectsofclimatechange.Themoneytoachievethisisavailableatnocost.It isthesamefundingformulathatfinancedthe2ndWorldWar,theTransCanada highway,andtheSt.LawrenceSeaway. ItistimetoactinruralCanadasinterests.Layingthefoundationasadvocatedbythe CanadianActionPartyistheonlywaytodothis. Climatechangeand"serf"pricesforcommoditiesarethedeadlycombinationthatfamily farmersface.Industrializationinforestryandfactoryfarmingaretheprimarycauseof agriculturalpovertyandfailure,andtheyplayamajorroleinclimatechange.Onthe Canadianprairies,climatechangemeansthedesertificationoftheGreatPlainsThe creationofdesertwasteland. Dependenceonoiltooperateagricultureisnotsustainable.EstimatesarethatCanada willrunoutofouroilandgasreservesinabout10to15years.UnderNAFTA,Canada cannotcutofforreducethesupplytotheU.S.AofthatenergyfromCanadaevenifwe needwhatisleftforourownsurvival.Ittakes8unitsofoiltoproduceoneunitoffood. ItisnosecretthattheCanadianfarmingindustryisincrisis.Insteadofsmallisbeautiful,which itreallyis,ithasbecomesmallisbankruptorsoontobedrivenoutofbusiness. Thisislargelytheproductofglobalizationandthesocalled"freetrade"agreementsthathave openedourcountrytopredatorypractices.Afewlargetransnationalcorporationswantto monopolizetheworldfoodsupplyfromseedtofeedtoproductionandfinallyprocessinginorder tomakebothproducersandconsumerstotallydependent. Canadianofficials,overzealouslypushingtheideologyofaworldwithoutborders,reduced subsidiesonCanadianwheatunilaterallyaheadoftheU.S.andtheEuropeanUnion.Thishas resultedinmorethan25,000ManitobaandSaskatchewanfarmersgoingbankruptin2001~Va portentofworsetocome. Oursupplymanagementsystemfordairyandpoultryproductsisalsounderattack.TheLiberal governmenttellsusthatthesystemisnotopentonegotiation.Buttheyarenottellingusthetruth. AslongaswearesubjecttotheFTA,NAFTAandtheWorldTradeOrganizationoursupply managementsystemisdoomed.Thereisnowaytoprotectitaslongasthesetreatiesareineffect. ThatisjustoneofthereasonsCAPwouldabrogate(cancel)theFTAandNAFTAandtake agricultureoffthenegotiatingtableundertheWTO.Immediateandurgentactionisrequiredand ifCAPisgiventhebalanceofpowerwewillinsistonregainingcontroloverourdestinyand negotiating"fairtrade"agreementsthataremutuallybeneficial. Meanwhilethesituationissodesperate,comparabletothe1930sforwesternfarmers,we

woulddemandextraordinarymeasures. First: Amoratoriumontheforeclosureofmortgagesonfarmpropertiestostabilizethesituationuntil remedialactioncanbetaken. Second: Farmmortgageswouldbereviewedonacasebycasebasisanddebtwrittendowntothepoint wherethefarmcouldbereasonablyexpectedtooperateataprofit. Third: GrainsubsidieswouldberestoreduntiltheU.S.andtheEuropeanUnionabandontheirs,which couldbequitealongtimeifonecanbelievespokesmenfortheEuropeanUnion.Thepurpose oftheseextraordinarymeasureswillbetorestoreawayoflife,whichislovedbymanyandto preventCanadafrombecomingdependentonforeignsourcesforourfoodsupply.Everycountry shouldretainsomeindependenceespeciallywhenitcomestothestaffoflife. Thefishingindustry,too,requirescarefulreview.Ottawaofficialsrefusedtolistentothepleas offishermenintheAtlanticProvincesandtheresulthasbeenchaosintheindustry. CAPwouldeitherlistentothepeoplewhoknowthebusiness,orturnjurisdictionovertothemif thatprovedtobetheonlysolution.Againtheneedsoftheinshorefishermenwouldbegiven preferenceovertheinterestsoftransnationalcorporations. Canadaneedsahardandfastpolicytoprotectitsforests.Clearcuttingshouldbeabolished throughanationalpolicy,andtheprovincesurgedandrewardedforobservingit.Theobject shouldbeasustainableharvestofforestproductsinperpetuity. Anotherareaofconcernisourborealforests.Theyareslowgrowingtreesandarebeing harvestedatanunacceptablerate.WecomplainabouttheBraziliansdevastatingtheirrainforests tothedetrimentofworldconservationmeasures.Theyhaveequalrighttofaultusfornot protectingtheborealforests,whicharealsoessentialtothepreservationoftheozonelayerand thesurvivalofourplanet.

SupportofLocalOrganicandEcoFriendlyFarmsandGrowers

Whereas: Therearebroadconcernsthroughouttheworldinregardstopossiblefoodshortage;and further,itisgenerallyrecognizedthatfoodsgrownlocallyareoftenbetterforones healthandthattheyreducethetransportationcosts. Therefore: TheCanadianActionPartywouldsupportlocalandsmallerfarmerswillingtogrow organicallyorwithoutsomanypesticides,andencouragehomeandcommunitygardens.
