1.The Organization shall plan the tournament(s) in compliance withthe present Rules and Regulations and according to internationalrules.2.The Organizers shall appoint a Management Committee for theTournament.3.For each football (soccer) field, the Organization shall appoint aField Manager who shall be responsible for organizing the games inconformity with the published calendar.4.The referees appointed by the Organizers are duly qualified for theperformance of their task, being international referees.

Authorization to play
 6.1.The only athletes allowed to participate in thetournament are holders of a form issued by their ownfederation, in compliance with the FIFA regulations.2.Before each competition, the field manager should behanded a list with the names of 18 players at most. Thislist shall have the complete names of these players andshall be signed by the manager in charge of the team. Itshould be submitted to the Field Manager, 30 minutesbefore the start of the game to perform on it thenecessary controls.

Associations players participating in a given tournamentwith two or more teams of the same category should playwith the same team exclusively from the beginning till theend of the Tournament. In these cases, they shouldpersonally submit to the Tournament management, justbefore the start of the games, a list of the names of theplayers in each individual team.

The players list
Before each game, a form should be filled in for each player andaccording to the number figuring on his/her shirt. The forms shallcontain the name, surname, and birth date of each player. The formshall also be signed by the respective team managers. At the end of the game, the Field Manager or the referee should complete the
 
forms. The tournament management, as well as both competingteams shall receive a copy of the report.
8.
Categories and age groups
 9.1.Males under 19 (born between 01.01.1989 and31.12.1990). Special regulations for the U19 category: 4players Under 20 (born between 01.01.1988 and31.12.1988) can be introduced into the field in everygame.

Cadets Under 17 (born between 01.01.1991 and31.12.1992).
3.
Youngsters Under 15 (born between 01.01.1993 and31.12.1994).
4.
Debutants Under 13 (born between 01.01.1995 and31.12.1996).
5.
Juniors Under 11 (born between 01.01.1997 and31.12.1998) - 7 players category.
6.
Females Under 17 (born between 01.01.1991 and31.12.1992). Special regulations for the Femalescategory U19: 4 female players Under 19 (born between01.01.1989 and 31.12.1989) could be introduced into thefield in every game.7.Female seniors Over 17.8.Male seniors Over 19.

Substitutions
In each game of the Tournament 5 players can be substituted. Thesubstitution of a player could occur only during time-outs and it shallbe reported to the referee. The substituted player cannot return toplay in the same game. That however does not apply for the Ecategory (Juniors Under 11) where a substituted player canparticipate again in the game, by substituting in his turn another player; the change should be signaled by the referee.

Duration of the games
For categories A / B / C / D / F/ G (please refer to point number 7):two halftimes, 20 minutes each.

Disciplinary provisions
Warning (yellow card): temporary expulsion from the field. In thiscase the expulsed player cannot return to the game and the teamcannot substitute him. Moreover, such a player cannot play in thefollowing game. For grave behavioral violations, on or off thefootball field, the management of the Tournament can ban theplayer (s) from the whole Tournament.

Phases
The first phase of the Tournament shall be played in 4-team legs.Exception can be made to play legs with 3 or 5 teams.
14.
Score calculation
The classification of the single game legs shall be done followingthe criteria hereunder:15.1.Won game: 3 points; tie: 1 point; lost game: 0 point.2.In case of a tie between more teams, the followingreferences shall be respectively resorted to: higher number of scored goals; results of direct confrontations;holding a draw.3.For all direct elimination games, in case of a tie at theend of the original game time, penalty kicks shall becalled in. Attention: the players authorized to take thepenalty kicks are only the ones who are still present inthe field at the end of the game.

Teams should arrive at the facility where the game isscheduled to take place, 30 minutes before its starts. If the team arrives beyond the time, it would automaticallylose the game with a 0-2 score. In case the team wasable to prove that the delay was the result of forcemajeure it should forward its claim to the management of the Tournament, who after evaluating it, can either accept it or reject it. If a game is abandoned or interrupted because of unsportsmanlike behavior or aggressiveness by a given team, the game would beconsidered lost with a 0:2 score.
