We
are
writing
to
express
our
concerns
aboutproposalsthat
are
circulatingto
weaken
California's
most
imporlant
environmental
law,
the
CaliforniaEnvironmentalQuality
Act
(CEQA),in
the
final
days
of thislegislative
session.We urgeyou
to
oppose
anyproposalto
create
significant
new exemptionsor otherwise
re-write CEQAin
the days
ahead.
Like
many
imporlant
laws,
CEQA
is notperfect
and
could
probably
be
improvedwhileretainingits
many benefits
*
but only
if
such
improvements
are
undertaken
in
a
good
laith
processand
are
crafted
very
carefully.
Unfortunately,
theproposalswehave
seen
andheard about
reflectmajor
changes
that
have
not
been
vetted
and
are
being
advanced
by
specialinterests
in
an
end-of-
session
power
play.
In rejecting
these
proposals, we urgeyou
to
give
this
issue
the
serious,
thoughtful
and
transparent
deliberation
it
deserves
by
convening
a
CEQA
stakeholder
working
group
with
thegoal
ofidentifying
improvementsthat
canbe
the subject
of
hearings
and
legislative
actionnext
year.
As
you
know,
this
42-year
oldlaw
has
madecountless
projectsbetter
byrequiring
consideration
of environmental
impacts.It
has
protectedcommunities
from
pollution
and
allowed
citizens
tohave
a
voice
in
decisions
affectingtheir
neighborhoods,
public
health,
and
qualityof
life.
Theprotections
CEQAaffords
are
tooimportantto
change
without
careful,
thoughtful
analysis
and
review by
stakeholders,the
public,
and
a
full,
deliberative
legislative
process.
Toward
that
end,
we
standready
to
workwith
you
on
thoughtfulCEQA
improvements.In
addition,
we
understand
thatthe environmerital
community
has
already
initiatedits own
process
to
examine
how
the
law
can
work
better.
