Part I Executive Summary
This report examines the cost of marijuana possession enforcement to Thurston County and thecities of Olympia, Lacey, Rainier, Tumwater, Tenino, and Yelm.Rose Eilts, NORML Thurston County Director, who is a CPA with over 20 years experience,analyzed arrest data for the years 2002 - 2011 from FBI Uniform Crime Reports and WashingtonAssociation of Sheriffs and Police Chiefs Arrest Statistic Reports for the cities Olympia,Tumwater, Lacey Rainier, Tenino, Yelm, Evergreen State College and Nisqually Tribal. For thisstudy, Thurston County Sheriff’s Department was unable to provide adult arrest data for theyears 2002 – 2006. County Sheriff’s Department has indicated those statistics are not available.Information was gathered from city and county budgets or published financial statements tocalculate the overall cost of enforcement. The overall cost of enforcement was divided by thetotal arrests for that jurisdiction to arrive at an average cost per arrest.
The average cost perarrest was multiplied by the total marijuana possession arrests for the years 2002 – 2011 todetermine the cost of marijuana possession enforcement.Analysis indicates law enforcement in all jurisdictions but City of Lacey arrest far more citizensfor marijuana possession and not marijuana sales.Analysis indicates cost of marijuana possession enforcement for the years 2002 – 2011amounted to
