Public office is a public trust. Public officers and employees must at alltimes be accountable to the people, serve them with utmost responsibility,integrity, loyalty, and efficiency, act with patriotism and justice, and leadmodest lives. Public Office not public property
1. The constitutional principle of a public office as a public trust precludesany proprietary claim to public office.2. Holder is subject to removal or suspension according to law. Also, theholder acquires no vested right in the office.3. But the holder has a right in the nature of privilege entitled to protection.
Creation, modification, abolition
1. It is essentially legislative, subject only to the provisions of theConstitution.2. Under the Administrative Code, the President, subject to the policy of theExecutive Office and in order to achieve simplicity, economy andefficiency, shall have the continuing authority to reorganize theadministrative structure of the Office of the President.
