This
report

threats against
Jose
Orozco.
On
7/19/2012 investigators
met with
JoseOrozco and had Jose Orozco confirm any areaswherehebelieved he wasthreatened.
Jose
Orozco agreed these

morning
in early 9/2011.Atapproximately 0200 hours,-received a "panic"
text
message

om Babeurecalledthe
text
messageread something like,
"Jose
has gone crazy" and a hehad the phone numbers
for
St.
Jacques and Cusanovich.
At
first,-

even

who"Jose" was and had
to think
about
it
for
a while before he was able

a Facebook

raccount,

Orozco "reestablished"
the
passwords and complied
with
the
demandsin
the
cease and desist
letterfrom
Chris DeRose on September
6th,
Chris DeRose sent
an
email
to
Jose
Orozco
that
included
the
following: "
If
so, pleaselet
me
know
your
availability this week
or
next
to
come
to
my
office and discusssettling these
outstanding
claims.
If
youareserious
about
an
amicableresolution
to
this,
it
is
critical
that
no
further
offensiveactions against
my
clientbetaken
in
the
meantime.This shouldgo
without
saying."
In
the
interview
of
ChrisDeRose,he said
that
he
wanted
Jose Orozco
to
come
into
h
is
office
to
sign a non-disclosure agreement.
In
hisinterview, Jose Orozco said he did
not
know
what "outstanding
claims" meant, and he
felt
thr
eatenedby
that.
His response was
to
obtain legal counsel,
Me
lisa Weis-Riner.

the interview
of
Melisa Weis-Riner (page 3 last paragraph)shestates
that
whi!e talkingon
the
phone
to
ChrisDeRose,
they
had reacheda stalemate
with
ChrisDeRose wanting
the
agreement signed and Melissa Weis-Rinersaying
that
Jose
Orozco
wouldnot
sign
an
agreement. Chris DeRose said
that
her
client should be interestedin
an
agreement, andMelissa Weis-Riner asked why. Chris
DeRose
said
it
was his understanding
that
Jose
Orozcowashereon a
student
visa
that
was expired.
At
that
point
it
becamea veryheatedconversation,
but
th
econversation did
not
lastlong
after that.
MelissaWeis-Rinersaid shewas shocked because
nothing
like.
that
had come up previously.
She

that
there
was
never any
mention
about
the
immigrations status
of
Jose Orozco.D.
Jose
Orozco stated
that
he
felt
threatenedbyreceivingaChristmas card
from
Paul Babeubecause PaulBabeudid
not
know
his currentaddress.Jose Orozco believed
this
was someundefined plan
by
Paul Babeu
to
demonstrate
that
he
wastracking
the
whereabouts
of
Jose
Orozco.
He
believed
this
wasa conscious
attempt to
violate
the
verbal agreement
to
juststayaway from each
other
.Inthe interview
of
Paul Babeu, headamantly stated
that
there
was
no
plan
to
intimidateJoseOrozco,and heprovided
the
campaign financelist
with
JoseOrozco'saddresson it.The
Christmascardwas
sent
out
en
mass
to
everybodyon
the
list.The campaignfinance
report
showed
that
JoseOrozco had made a
$50
campaign
donation
to
the
Sheriff reelectioncampaign on August
6,
2011.In the initial
interview
of
JoseOrozco,he could
not
remember
making a campaigndonationinAugust
of
2011.Investigators
were
able
to
determine
that
Jose
Orozco
attended
a campaignfundraiseronAugust
6,
2011
in
Maricopa sponsored
by
Women
of
the
West.
Jose
Orozco hadreceived
2
free tickets
from
CherylChase
to
the
event.
Jose
Orozco
brought
2
people
with
him,
so
$50
cash
was paid
for
the
3rd
person.Apparentlythecampaien donation
form
wasfilled
out
in JoseOrozco's name
wit
hhis
current
address.(Thecampaign
did
not
have
the
originaldocumentation.)
