KANATA NORTH NEWS Marianne Wilkinson Councillor, Kanata North KANATA NORTH RECREATION CENTRE

Land has been purchased on Innovation Drive for a major recreation complex for Kanata North and West Carleton. Funding to build this complex comes from development charges, the money paid on each new home or business for providing new infrastructure. Hence the capital cost will not affect your property taxes. The Centre will have an indoor pool, meeting space and likely a gym. Other facilities to be included depend upon consultation with the community. This includes exterior items as well as how to connect with the natural environment area directly west of the site. If you want to participate in planning what should be included in this centre come to an information sharing session on Thursday, November 15th at 7:00 pm at the Mlacak Centre, 2500 Campeau Drive.

CARP LANDFILL UPDATE


In February 2007 the Coalition of Citizen Groups together with a number of individuals appealed a ruling on air emissions at the Carp dump by the Environmental Review Tribunal (ERT). Their action was supported by west-end City Councillors, including myself, who were listed as presenters for the hearing. Over the summer following lengthy mediation sessions the parties, including the appellants, Waste Management and the Ministry of the Environment (MoE) reached an agreement. Some of the more important points of the agreement include more comprehensive air monitoring of the entire operations as well as stack testing of point sources of pollution including the proposed landfill gas to energy combustion engines and a petroleum contaminated soil bioremediation facility. On odour, the MoE agreed to appoint a dedicated inspector for all landfills in Ottawa and implement a priority response procedure whereby significant odour complaints related to the Landfill will be given priority status, requiring a response by a provincial officer on the same day. The agreement will also require WM to publish a closure plan for the Landfill by December 17, 2007. The agreement reached over the summer also sets out a multi-tiered set of levels for benzene emissions with pre-determined response actions set out if test results from the air monitoring program indicate that benzene concentrations in the vicinity of the Landfill exceed defined levels. Benzene is a known carcinogen

and presently there is no acceptable Point of Impingement (POI) level for benzene in Ontario. POI is the point where air contamination emitted by a source will reach their highest concentration beyond the property line. For information on Ottawa landfills, visit www.ottawalandfillwatch.org. Ill continue to work towards the closure of the Carp landfill and the development of alternative methods of dealing with waste.

REMEMBRANCE DAY
Each November 11th we have an opportunity to remember the sacrifice of so many men and women who fought for freedom in the wars of the 20th Century. The cenotaph in Kanata is located on Colchester Square in Village Green. Veterans and young people will march together from the Earl of March High School to the cenotaph for a moving ceremony and laying of wreaths. The First World War ended at the eleventh hour of the eleventh month in 1918 and on each Remembrance Day the last post sounds at that same time. Take a few moments to join our veterans and to remember. Since Remembrance Day falls on a Sunday Ottawa City Hall and the Client Service Centres will be closed on November 12th. OC Transpo service will operate on the usual Sunday schedule on Remembrance Day with a revised weekday schedule on Monday. Service is free on November 11 for veterans wearing their uniform or medals. Libraries will be closed on both Sunday and Monday. Recycling, garbage, leaf and yard waste collections not be affected. Also public schools, unlike government offices, do not have a holiday on Monday.
