KANATA NORTH NEWS Marianne Wilkinson Councillor, Kanata North GOULBOURN FORCED ROAD/KANATA AVE.

EA APPROVED
The Minister of the Environment has approved the Goulbourn Forced Road and Kanata Ave. Environmental Assessments. This means work may now proceed on these projects, subject to funding. The first phase, all ready funded, will include the intersection at Kanata Ave. and a portion of the Goulbourn Forced Road. There are a lot of steps that must still be followed including finalizing work to be done by the developer, preparing contract documents, preparing detailed designs, and then going to tender. An Open House will be held once the preliminary design is prepared and a second one may be held once the final design is ready to tender. Construction will then start in the Spring/Summer of 2009. As the Goulbourn Forced Road will follow a new alignment and no longer be a forced road (these were pioneer trails) Ill be seeking ideas for a new name for the road this fall. The part of the road serving the two houses by the railway track will become a separate road as construction proceeds and will maintain the name Goulbourn Forced Road as that part will be along the original alignment.

NATURAL ENVIRONMENT AREA BUFFER


Staff have determined that the required buffer adjacent to the Kizell Pond has not been kept by the developer and as a result the environment area has been damaged. The developer is being made to rehabilitate the area that was damaged by site alterations, tree clearing and the piling of blasted rocks. These impacts occurred because the buffer established along the property line by the Environmental Impact Statement (EIS) for the site was not followed. The developer will not be able to register the plan until all conditions for final approval have been cleared, which includes woodland reinstatement and implementing the recommendations of the EIS. I am very distressed that this has happened, considering that the conditions were known and accepted by the developer. In order to ensure this does not reoccur staff are tabling an urban Tree Conservation Project at Committee by September, followed by public consultation on the tools that could be used to deal with such situations, including stiff penalties.

KANATA NORTH PICNIC

It rained a bit and then the sun came out for another great ward picnic. Thank you to all who came to have some fun and to celebrate my 70th birthday. I was particularly touched by a gift of a donation of $700 to the Canadian Cancer Society, in my name, that was made by my Council colleagues. The martial arts and dance exhibits were incredible, Councillor Qadri served cotton candy to 431 kids and young at hearts, the bouncies had a continuous line-up, the hamburgers and hotdogs were great as were the exhibits from fire, police, paramedic, resource centre, library and more. The Kanata Food Cupboard provided crafts and Bob FM the music. Many thanks to my staff, who organized the event, and to the sponsors who covered all of the costs. We raised $ for furnishing a youth room in the new Rec Complex that will soon be under construction. I really enjoyed this time to meet with you informally and enjoy one of our lovely parks. I look forward to seeing you at next years picnic.
