Be it enacted
by
the Senate and House of Representatives of theUnited States of America in Congress assembled, That the followingsums are appropriated, out of any money in the Treasury nototherwise appropriated, for the Departments of Labor, Health andHuman Services, and Education, and related agencies for the fiscalyear ending September 30, 1989, and for other purposes, namely:TITLE I-DEPARTMENT OF LABOR
PROGRAM ADMINISTRATION
For expenses of administering employment and training pro-grams, $71,638,000 together with not
to
exceed $48,906,000 whichmay be expended from the Employment Security Administrationaccount in the Unemployment Trust Fund.
TRAINING
AND
EMPLOYMENT
SERVICES
For expenses necessary
to
carry
into effect the Job TrainingPartnership Act, including the purchase and hire of passengermotor vehicles, $3,709,800,000, plus reimbursements, to be availablefor obligation for the period July
1,
1989, through June 30, 1990, ofwhich $59,713,000 shall be for carrying out section 401, $69,372,000shall be for carrying out section 402, $9,633,000 shall be for carryingout section 441, $2,000,000 shall be for the National Commission forEmployment Policy, $4,000,000 shall be for
all
activities conductedby and through the National Occupational Information Coordinat-ing Committee under the Job Training Partnership Act, and$6,000,000 shall be for service delivery areas under sectionlOl(a)(4)(A)(iii) f the Job Training Partnership Act in addition
to
amounts otherwise provided under sections 202 and 251(b) of the Actand $36,000,000 shall be used to continue acquisition, rehabilitation,and construction of six new Job Corps centers; and, in addition,$9,500,000
is
appropriated for activities authorized by title VII,subtitle
C
of the Stewart
B.
McKinney Homeless Assistance Act, ofwhich $1,900,000 shall be for carrying out section 738 of the Act:Provided, That no funds from any other appropriation shall be used
to
provide meaI services at or for Job Corps centers.For necessary expenses of construction, rehabilitation, and ac-quisition of Job Corps centers
as
authorized by the Job TrainingPartnership Act, $63,916,000, to be available for obligation for theperiod July 1,1989 through June 30,1992.

H.R.
4848as passed the Senate on August 3,1988.Of the funds provided under this heading in the Department ofLabor Appropriations Act, 1988, for necessary expenses of construc-tion, rehabilitation, and acquisition of Job Corps centers, not toexceed $30,000,000, may be expended as necessary, for center oper-ations to maintain existing Job Corps centers and current enroll-ment levels. Such funds for center operations shall be available forobligation for the period July 1, 1988 through June 30, 1989. Suchtransfer shall in no way reduce the obligation of the Department ofLabor to comply with the provisions of Public Law 100-202 for therehabilitation and relocation of existing centers and the expeditiousobligation of funds for
the
planning and construction of new centers.The Congress recognizes the need to prepare the Nation's
Scienceand
workforce for the more complex work environment of the United
technology.

workers will have to upgrade their job skills by the end of this

Accordingly, the Congress directs the Secretary to givepriority to funding pilots and demonstrations and research, develop-ment, and evaluation programs that will address this urgentNational priority.Further, in recognition that upgrading the skills of 25,000,000workers cannot be achieved with current methods of teaching, theCongress directs the Secretary to fund from the available Nationalactivities program funds research and development projects usinginteractive laser-videodisc technology course materials that arespecifically designed to upgrade "workplace literacy".
COMMUNITY SERVICE EMPLOYMENT FOR OLDER AMERICANS
To carry out the activities for national grants or contracts withpublic agencies and public or private nonprofit organizations underparagraph (l)(A) of section 506(a) of title
V
of the Older AmericansAct of 1965,
as
amended, $271,440,000.To carry out the activities for grants to States under paragraph (3)of section 506(a) of title
V
of the Older Americans Act of 1965,
as
amended, $76,560,000.
FEDERAL UNEMPLOYMENT
BENEFITS
AND
ALLOWANCES
For payments during the current
fscal
year of benefits andpayments as authorized by title
11
of Public Law 95-250,
as
amended, and of trade adjustment benefit payments and allowances,
as
provided by law (part I, subchapter
B,
chapter
2,
title
I1
of theTrade Act of 1974, as amended), $134,000,000, together with suchamounts
as
may be necessary
to
be charged to the subsequentappropriation for payments for any period subsequent to September15 of the current year:
Provided,
That amounts received or recov-ered pursuant to section 208(e) of Public Law 95-250 shall beavailable for payments.

STATE UNEMPLOYMENT

OPERATIONS
For activities authorized by the Act of June 6, 1933,
as
amended(29 U.S.C. 49-491-1; 39 U.S.C. 3202(a)(l)Q); title I11 of the SocialSecurity Act,
as
amended (42 U.S.C. 502-504); necessary administra-tive expenses for carrying out 5 U.S.C. 8501-8523, and sections 231-235 and 243-244, title I1 of the Trade Act of 1974,
as
amended; asauthorized by section 7c of the Act of June 6, 1933,
as
amended,necessary administrative expenses under sections 10l(a)(l5)(H)(ii),212(a)(14), and 216(g) (I),
(2),
and
(3)
of the Immigration andNationality Act,
as
amended (8 U.S.C. 1101 et seq.); and necessaryadministrative expenses to carry out the Targeted Jobs Tax Creditprogram under section
51
of the Internal Revenue Code of 1986,$22,833,000, together with not to exceed $2,479,714,000 which may beexpended from the Employment Security Administration account inthe Unemployment Trust Fund, and of which the sums available inthe basic allocation for activities authorized by title I11 of the SocialSecurity Act,
as
amended (42 U.S.C. 502-504), and the sums avail-able
in
the basic allocation for necessary administrative expensesfor carrying out 5 U.S.C. 8501-8523, shall be available for obligationby the States through December 31,1989, and of which $21,733,000together with not to exceed $751,296,000 of the amount which maybe expended from said trust fund shall be available for obligation forthe period July 1, 1989, through June 30, 1990, to fund activitiesunder section 6 of the Act of June 6,1933, as amended, including thecost of penalty mail made available to States in lieu of allotmentsfor such purpose and of which $157,479,000 (including not to exceed$3,000,000 which may be used for amortization payments to Stateswhich had independent retirement plans in their State employmentservice agencies prior to 1980) shall be available only to the extentnecessary
to
administer unemployment compensation laws to meetincreased costs of administration resulting from changes in a Statelaw or increases in the number of unemployment insurance claimsfrled and claims paid or increased salary costs resulting fromchanges
in
State salary compensation plans embracing employees ofthe State generally over those upon which the State's basic alloca-tion was based, which cannot be provided for by normal budgetaryadjustments based on State obligations as of December 31, 1989.

FUNDS
For repayable advances to the Unemployment Trust Fund
as
authorized by sections 905(d) and 1203 of the Social Security Act, asamended, and to the Black Lung Disability Trust Fund as au-thorized by section 9501(c)(l) of the Internal Revenue Code of 1954,
as
amended; and for nonrepayable advances to the UnemploymentTrust Fund
as
authorized by section 8509 of title 5, United StatesCode, and to the "Federal unemployment benefits and allowances"account, to remain available until September 30, 1990; $124,000,000.
