"(a) ESTABLISHMENT.-The ubstance Abuse and Mental HealthServices Administration (hereafter referred
to
in this title as the'Administration') is an agency of the Service."(b) AGENCIES.-The following entities are agencies of theAdministration:"(1) The Center for Substance Abuse Treatment."(2) The Center for Substance Abuse Prevention."(3) The Center for Mental Health Services.

"(1)
~DMINIsTRATOR.--~~~dministration shall be headed
President.
by an Administrator (hereinafter in this title referred to asthe 'Administrator') who shall be appointed by the President,by and with the advice and consent of the Senate."(2) DEPUTY DMINISTRATOR.-TheAdministrator, with theapproval of the Secretary, may appoint a Deputy Administratorand may employ and prescribe the functions of such officersand employees, including attorneys, as are necessary to admin-ister the activities to be carried out through the Administration."(d) AUTHORITIES.-TheSecretary, acting through the Adminis-trator, shall-"(1) supervise the functions of the agencies of the Administra-tion in order to assure that the programs carried out througheach such agency receive appropriate and equitable supportand that there is cooperation among the agencies in theimplementation of such programs;
"(2)
establish and implement, through the respective agencies,a comprehensive program to improve the provision of treatmentand related services to individuals with respect to substanceabuse and mental illness and to improve prevention services,promote mental health and protect the legal rights of individ-uals with mental illnesses and individuals who are substanceabusers;"(3) carry out the administrative and financial management,policy development and planning, evaluation, knowledge dis-semination, and public information functions that are requiredfor the implementation of this title;
"(4)
assure that the Administration conduct and coordinatedemonstration projects, evaluations, and service system assess-ments and other activities necessary to improve the availabilityand quality of treatment, prevention and related services;"(5) support activities that
will
improve the provision of treat-ment, prevention and related services, including the develop-ment of national mental health and substance abuse goalsand model programs;
"(6)
n cooperation with the National Institutes of Health,the Centers for Disease Control and the Health Resourcesand Services Administration develop educational materials andintervention strategies to reduce the risks of HlV or tuber-culosis among substance abusers and individuals with mentalillness and to develop appropriate mental health services forindividuals with such illnesses;
"(7)
coordinate Federal policy with respect to the provisionof treatment services for substance abuse utilizing anti-addic-tion medications, including methadone;
