PRESIDENTS MESSAGE
It has been quite a summer. We have had our share of hot weather. Fall is around the corner and with fall comes many changes. Leaves will change color, we will turn in our summer attire for warmer clothes and we will have some changes on the DLWCA board. We have a new Treasurer and we have two new Lantern Delivery Coordinators. We have a very important meeting coming up on September 18th. We will hear from the Fairfax County Department of Transportation about some potential changes for those of us who travel on Cottage Street. We will also present the 8th Annual Edward P. Day Memorial Award. Come to the meeting on September 18th and find out what is happening in Dunn Loring Woods. We will be at Stenwood for this meeting. Ken Quincy

FOURTH OF JULY CELEBRATION

An American flag was placed in front of every house in Dunn Loring Woods on July 4th. This was accomplished by many volunteers in our community. A big thank you goes to Bernie Boyer, Penny Demo, The Dirkses, Kitty Dvorscak, Adam Giles, Elfie Herlihy, Howard and Thelma Hilton, The Kennealy Family, Amber Kluesener, Eleanor McCann, Bill and Pat Miller, Jim and Pat Milosavich, Bill Moffett, Dorothy Mooney, Paulette Morgan, Steve and Melissa Ni, The ORourkes, Richard and Sharon Puckett, Ken Quincy, Melvin Rose, Victor Sgobba, Pat and Buster Stout and Hilda Thune. DLWCA MEMBERSHIP DRIVE

The Annual Dunn Loring Woods Civic Association Membership Drive for 2013 will officially begin September 15th. Block Captains will begin canvassing their assigned blocks to collect dues of $15.00 and will also be asking you to update your information. Renters living in DLW are asked to join the Association too. The last Lantern we were looking for Block Captains for a few streets or blocks. If you are interested in helping us out, please call Kathleen Lynn at 703-641-4990. With money received from this Drive we are able to continue to produce this Newsletter, add colorful seasonal flowers to each of the three islands, the scholarships program to graduating seniors, flags needing replacement, winners of the holiday yard decoration contest and the plaque for the honoree of the Edward P. TRAFFIC ON COTTAGE STREEET

Neighbors, do you want to assist in a communitywide effort to calm the traffic on Cottage Street in Dunn Loring Woods? An engineering review (see page 4) conducted by Fairfax County Department of Transportation (FCDOT) in June 2012, indicates that Cottage Street; between Gallows Road and Cedar Lane, qualifies for inclusion in the Residential Traffic Administration Program (RTAP) for traffic calming. We already have some volunteers for our community task force to work on this issue, and held our first meeting with FCDOT, and a senior advisor from the Office of the Providence District Supervisor on August 6. At that meeting, FCDOT presented a plan that included possible speed humps, a raised crosswalk and a four way stop sign; along with other traffic calming measures. These measures will not affect bus routes, emergency vehicles or snow plowing. We need two more task force members. We also want to keep everyone informed and therefore plan to present the topic at the DLWCA September 18th membership meeting, with FCDOT in attendance, to answer questions before any action is taken. Who are Elfie Herlihy, Penny Demo, Ken Quincy, Gerard Shelton, Melvin Rose, Bob Federico and Barry Schwartz? They are all the past winners of the Edward P. Day Citizenship Award. Who will be the winner of the Eighth annual award this year? Come to the DLWCA Membership Meeting on September 18th to meet the winner of this years award.

NEW LANTERN COORDINATORS
The Board would like to welcome our new Lantern Route Coordinators who will assist the volunteers who deliver your Lantern newsletters. Thank you, Brian Merritt & Jill Talley, residents of Berea Drive, who volunteered to fill the vacancy of this very important service provided for DLWCA. We want to thank those of you who also came forward to help us out. Right now Brian & Jill are looking for a few more substitutes that they can call on at the 11th hour to fill in for anyone who might be on vacation or is sick. ISLAND REPORT
The island at Bowling Green and Cedar Lane has a new gardener, Thang Le. Mr. Le hopes to make the island gardens as beautiful as his own yard, which is across the street. Many thanks to Jim Dunne and the Old Dominion Chrysanthemum Society for donating chrysanthemums for the island gardens. They have been planted in beds in both the Cottage Street islands.

NEIGHBORHOOD WATCH
If you would like to volunteer for Neighborhood Watch, please call Mark Hann, our neighborhood Watch Coordinator at (703) 489-9463. The success of this important program depends on volunteers and Mark will appreciate your help.

Section 41.1-1-1, in the County. (a) Any person who is the owner of a dog found unrestricted in the County shall be in violation of this Section. This Section shall not apply to any person who uses a dog under his direct supervision while lawfully hunting, while engaged in a supervised formal obedience training class or show, during formally sanctioned field trials, while a dog is in an area owned, leased, controlled, or operated by Fairfax County designated by resolution of the Board of Supervisors as an off-leash dog exercise area, or while a dog is in an area owned, leased, controlled, or operated by the Fairfax County Park Authority and designated by resolution of the Fairfax County Park Authority as an off-leash or dog exercise area, or while a dog is in an area, leased, controlled, or operated by the Northern Virginia Regional Park Authority and designated by resolution of the Northern Virginia Regional Park Authority Board as an off-leash or dog exercise area. It is a violation of this Section for any owner of a dog to place such dog or allow it to be placed into custody of any person not physically capable of maintaining effective control of restricting such dog. (b) Any dog found unrestricted in violation of subsection (a) shall be impounded, except that if the rightful owner of the dog can be immediately ascertained and located, then that owner shall be allowed to have custody of the animal, but shall be subject to issuance of a summons for violation of this Section. (26-04-41.1.)

Forms are available in Korean, Spanish, and about 12 other languages, but all must be completed in English. 50th Annual Block Party

On Saturday, September 8th, 2012, (weather permitting), the18 families residing on Syracuse Circle, in the Dunn Loring Woods area of Fairfax, will gather together with former residents, to celebrate their 50th consecutive Annual Block Party.
