The

the

report,
Iikewise,
observed
that
the
monitoring
ofthe volumeof
the
garbage
collected
and
d.isposed
at
the
CalajunanDumpsite
by
the
contractorwas
not
stipulatedin
thecontractfor
information
purposes,
whichinformationis
crucial
in
the
evaluation
of
the
reasonableness
of
the
contractcost in
relationto the
stipulated

daily
trips
of
the dumpand
compactor
trucks
of
the
contractor.
Complainant
agreed
with
the
observation
of the
COA
that
withthe
introduction
of
the
wastereduction
programs
andcampaigns
of
the
government
andnon-governmental
organization,
as wellas
environment-friendly
initiatives
of
business
establishments,
the
volumeof
the
garbage
is
expected
to
decrease
and
the
multiple
trips
from various
designated
collection
pointsandmaterials
recovery
facilities
maybe
lumped
into
one
single
trip,
thus,
reducing
the number
of
trips
per
day
andthe
related
costs.
Complainant
stressed
that
the
failure
of
respondent
to
insist
on
the
transparency
in
the
said
contract
was
contributory
to
the
wastage
of
public
funds.
Complainant
pointed
outthe
recommendation
of
COA
that
the
City
of
Iloilo
should
ensure
that
the
procurement
process
should
promote
competition
through
sufficient
publicity
in
order
to
ant
btainthe
most
advantageous
price
for
the
LGU
