This Report summarizes the fndings o a Detailed Implementation Review (DIR) o fveBank-fnanced projects in India: the Food and Drugs Capacity Building Project, the OrissaHealth Systems Development Project, the Second National AIDS Control Project, the MalariaControl Project, and the Tuberculosis Control Project.The DIR is a strictly confdential internal World Bank document, the purpose o which isdescribed herein. Its fndings are o a highly sensitive and confdential nature and should notbe used by the Government o India as the basis or initiating any administrative, criminal,or civil proceeding. The Government o India may wish to undertake its own investigationinto matters raised by this DIR to determine whether any o the laws o India may have beenviolated. Moreover, the DIR should not be cited or reerred to in the course o any Governmento India investigation, in its investigation reports, or in any administrative, civil, or criminalproceedings undertaken by the Government o India related to the fve projects reviewed inthis Report.This Report is provided without prejudice to the World Bank’s privileges and immunities.
