At the same time, New York State is joining the growing list of states across the country that are pursuing an aggressive tax collections drive. Several states have a variety of strategies for following up when audits find taxpayers lodging behind with their payments. For example, one tactic in California is public shaming where the state publishes lists of individuals and businesses behind on income or sales taxes. However, New York is taking a more empathetic approach in responding to the recession by stepping up its program to forgive parts of back payments due from taxpayers in economic distress, while forcefully

issuing what is called Tax Warrants and State Tax Lien Notices to hundreds of business owners. But the Tax Warrants and Tax Lien Notices are becoming terrifying for most businesses especially the small-scale and minority owned. As in the cases of Nakisaki Restaurant and Brammers Subway at Nostrand Inc, while they are disputing the amount of sale taxes, the Tax Department was forcefully selling their assets to recover outstanding taxes. This is a very difficult time for these businesses as there is little protection from tax collectors. Scores of restaurants, hair salons, day care centers and auto repairs shops are closing or are being placed on the auction block as they are unable to pay their taxes. Something is definitely not right when so many small businesses are being closed as

a result of non-payment of their sales taxes. We are not talking about tax dodgers and people who deliberately refuse to pay their taxes. Tax collectors and the State have a vested interest in seeing businesses prosperous because they'll collect more taxes and the businesses will be hiring more people who will in turn pay taxes also. In the long run, they don't gain when any business shuts down. The New York State should therefore consider staging business management training intervention programs including tax education to assist minority business owners as part of an overall strategy to enhance tax compliance. We cannot achieve sustainable economic growth in New York without a vibrant small-scale business sector.

n choosing to write this piece, detailing the struggles of the single woman with children, black or otherwise, I can only speak the truth as the truth they say shall set you free. I must admit that divorce has caused such a strain on my wallet, that thoughts of becoming a stripper, robbing a bank, or finding a sugar daddy often cross my mind. Most men, however, I believe would not be interested in seeing an almost grey haired, 40 year old woman (including my private areas), dancing nude on stage. Yes, like many other 40 something year olds, I have also experienced that Samantha Jones moment, (the character from Sex and the City), where she glances down, while nude in her bathroom, and finds a grey hair protruding from her private area. Like her, I screamed and thought to myself, Sandy Daley, your life is now over and no man will ever wish to see you naked again! So there went my becoming a stripper thoughts. Also, the thought of being someones bitch while in jail is so horrifying, (I am such a chicken), that I know that I could never rob a bank. And finding a sugar daddy is also unlikely these days, as the recession is still affecting everyone, and men are finding it difficult to even buy you a drink at the bar, much less pay your rent like they used to years gone by. So I, like most of the other women who are single, (according to the stats, 59 percent of adults in poverty are women, and three quarters of us are on our own), continue on a daily regiment of trying to make ends meet, while hoping and praying that nothing major happens to rock the boat. The minute that I decided to venture out on my own, my life changed drastically. Every financial decision that I made, I had to second guess each thought as it

Also, gone were the days when I could spend whatever I wanted to on myself. The designers Gucci and Prada, are certainly not in my vocabulary anymore, and sometimes even the knock-offs are too pricey for me, even if they have just happened to fall out of the back of a truck.

Picture yourself trying to find a needle in a haystack. Dating, of course, is not an easy task! Financial woes or not, divorce has taught me to be more giving, patient and ultimately only depend upon myself for everything. A very hard pill to swallow, but swallow it I must, as I have no choice.

Ninny worked at Wayne General Hospital as a hospice nurse and was a member of the New Day International Church of God in Passaic, NJ for over 30 years. She was transported to Sound Shore Hospital where she was treated and released, suffering a broken leg. Bristow was arrested and charged upon her release. She is due in Mount Vernon City Court next week.

This includes two stabbing incidents today in Jamaica, with three injured at the Sutphin Boulevard/Archer Avenue and an off-duty NYPD officer in an apparent burglary attempt at his home. "My prayers for peace and comfort go to the most recent victims of the continued wave of senseless violence holding New York City captive, as well as for a speedy recovery for NYPD Officer Rishi Gobin. n an effort to ensure children receive the child support they are owed, the New York State Department of Taxation and Finance (DTF) recently announced that it is enhancing its child support enforcement function. The Department has added four agents - two in New York City and two in Syracuse. The new agents are part of a 40person team that partners with the State's Office of Temporary and Disability Assistance (OTDA) to collect overdue child support from delinquent noncustodial parents through New York State's child support enforcement program. By law, if a parent owes four months or more of child support and is not paying by income withholding, OTDA will refer the case to the Tax Department. The Department uses collection tools to enforce the child support case. The Department issues warrants and is then able to seize financial assets and personal property, such as vehicles, that can be auc-

Three former employees of J.P Morgan Chase Bank (Chase) pled guilty in Manhattan federal court recently to participating in two separate tax refund schemes that used the identities of Puerto Rican citizens to obtain fraudulent tax returns. Katherine Torres, 52, Rosalind Smith, 41, and Judith Fulgencio, 32, all of the Bronx, each pled to one count of conspiracy to steal government funds. They each face a maximum sentence of five years in prison. In the first scheme, Torres, a former Chase branch manager, and Smith, a former Chase employee at the same branch, pled guilty to

In 2011, $49 million in child support was collected in cases that were included in the OTDA/DTF process. OTDA also refers delinquent child support cases to the Tax Department on an annual basis for the tax refund offset process. Delinquent noncustodial parents
who are eligible for a state tax refund will have their refund offset to pay past due support. "There are children and parents throughout the State who need help - and need it now," explained Commissioner of Taxation and Finance Thomas H. Mattox. "That's why we've added resources for this vital mission. In addition, we use cutting edge technologies to enhance our ability to locate parents, along with their income and assets. We are proud to be part of this team effort to help children and their families." OTDA Executive Deputy Commissioner Elizabeth Berlin said, "We value our partnership with the Department of Taxation and Finance and applaud their efforts. As a result of New York's commitment to the child support enforcement program, including relationships between state agencies and the contributions of child support workers in counties across the State, collections last year exceeded $1.8 billion. Families depend on these funds to help support their children.

endy Gorodetsky and Shalom Rabkin, both residents of Brooklyn, pleaded guilty on Wednesday (September 13) in U.S. District Court in the Eastern District of New York to tax evasion, the Justice Department and Internal Revenue Service (IRS) announced. According to court records and admissions made by the defendants, Gorodetsky and Rabkin co-owned Asbestways Services Corp., an asbestos abatement and lead testing company located in Brooklyn. Gorodetsky and Rabkin attempted to evade their income taxes by not reporting the income they earned from Asbestways. In addition, Gorodetsky and Rabkin spent Asbestways corporate funds for personal use by charging personal expenses on an Asbestways corporate credit card. They cashed Asbestways gross receipts checks at a check cashing company and used the unreported cash proceeds for personal expenses. When Gorodetsky and Rabkin filed their 2006 individual income tax returns, they each falsely reported earning no income from Asbestways. Gorodetsky admitted that he underreported his income by at least $709,134 and that his criminal conduct between 2006 and 2008 caused a tax loss to the IRS of at least $188,757. Rabkin admitted that he underreported his income by at least $598,491 and that his criminal conduct between 2006 and 2008 caused a tax loss to the IRS of at least $148,999. Gorodetsky and Rabkin each face a potential maximum sentence of five years in prison and a fine of up to $250,000. Sentencing is set for Dec. 10, 2012, before U.S. District Judge Jack B. Weinstein.

I will never know all the circumstances that led to these conflicts between teacher, parent, and child, but I do believe that parents must make a concerted effort not to create the same situation with a new teacher. Pay attention to your negative thoughts about this new school experience. For example, just because the teacher reprimands your child does not mean that the teacher hates him. 2. Are you interpreting the situation accurately? Or are negative emotions clouding your assessment? For example, do you think that the teacher hates your daughter just because she does not smile at your child? There could be other reasons, such as; the teacher may have been distracted at that moment. 3. Try not to let negative past experiences dominate your perception of all teachers. This will lead to distorted perceptions without evidence.

1. Misunderstanding Misunderstanding is perhaps the most common problem in relationships. Sometimes your friends misinterpret what you do or say. Or its you who misinterpret them. Depending on the maturity of the people involved, such misunderstanding could be solved quickly or it could open the way to more serious problems. Misunderstanding is caused either by lack of quality or quantity in communication. You could spend a lot of time to communicate with your friends (for example, with your roommate), but if the quality of the communication is low then there is a good chance that misunderstanding will happen. The problem could also happen because you and your friend dont communicate often enough. If both parties are busy, they may not have the chance to communicate what they need or want which may eventually lead to misunderstanding.
In this case, the problem is lack of action instead of lack of understanding. It takes time to build relationships but we may be too busy to provide time for others. While we cant generalize the case, being busy could be a form of selfishness. Just wanting to be understood without trying to
understand is also a form of selfishness. These two basic problems cause many other relationship problems. Being judgmental, for instance, is often caused by selfishness. We want others to meet our expectations and we blame them when they dont. Anger could be caused my misunderstanding. You may think that your friend does something bad to you while she actually doesnt intent to. Perhaps she does you good but you misinterpret it. Misunderstanding causes us to misinterpret positive as negative. These two relationship problems may seem simple, but solving them requires serious effort.
