THE CONSTITUTION
OF THE UNITED STATES

We the People oI the United States, in Order
to Iorm a more perIect Union, establish Justice, insure
domestic Tranquility, provide Ior the common
deIence, promote the general WelIare, and secure the
Blessings oI Liberty to ourselves and our Posterity, do
ordain and establish this Constitution Ior the United

Article. I.
Section. 1. All legislative Powers herein granted
shall be vested in a Congress oI the United States,
which shall consist oI a Senate and House oI
Representatives.
Section. 2. The House oI Representatives shall be
composed oI Members chosen every second Year by
the People oI the several States, and the Electors in
each State shall have the QualiIications requisite Ior
Electors oI the most numerous Branch oI the State
Legislature.
No Person shall be a Representative who shall not

S e c t i o n . 4 . T h e U n i t e d S t a t e s s h a l l g u a r a n t e e t o

who shall not, when elected, be an Inhabitant oI that
State in which he shall be chosen.
|Representatives and direct Taxes shall be
apportioned among the several States which may be
included within this Union, according to their
respective Numbers, which shall be determined by
adding to the whole Number oI Iree Persons,
including those bound to Service Ior a Term oI Years,
and excluding Indians not taxed, three IiIths oI all

14th amenament) The actual Enumeration shall be
made within three Years aIter the Iirst Meeting oI the
Congress oI the United States, and within every
subsequent Term oI ten Years, in such Manner as they
shall by Law direct. The Number oI Representatives
shall not exceed one Ior every thirty Thousand, but
each State shall have at Least one Representative; and
until such enumeration shall be made, the State oI
New Hampshire shall be entitled to chuse three,
Massachusetts eight, Rhode-Island and Providence
Plantations one, Connecticut Iive, New-York six, New
Jersey Iour, Pennsylvania eight, Delaware one,
Maryland six, Virginia ten, North Carolina Iive, South
Carolina Iive, and Georgia three.

Congress may by law provide, transmit to the
President pro tempore oI the Senate and the Speaker
oI the House oI Representatives their written
declaration that the President is unable to discharge
the powers and duties oI his oIIice, the Vice President
shall immediately assume the powers and duties oI the
oIIice as Acting President.
ThereaIter, when the President transmits to the
President pro tempore oI the Senate and the Speaker
oI the House oI Representatives his written declaration
that no inability exists, he shall resume the powers and
duties oI his oIIice unless the Vice President and a
majority oI either the principal oIIicers oI the
executive department or oI such other body as
Congress may by law provide, transmit within Iour
days to the President pro tempore oI the Senate and
the Speaker oI the House oI Representatives their
written declaration that the President is unable to
discharge the powers and duties oI his oIIice.
Thereupon Congress shall decide the issue,
assembling within Iorty-eight hours Ior that purpose iI
not in session. II the Congress, within twenty-one days
aIter receipt oI the latter written declaration, or, iI
Congress is not in session, within twenty-one days
aIter Congress is required to assemble, determines by
two-thirds vote oI both Houses that the President is

Section 2. The Congress shall have power to
enIorce this article by appropriate legislation.
AMENDMENT XXV
Note. Article II, section 1, of the Constitution was
affectea by the 25th amenament.
Section 1. In case oI the removal oI the President
Irom oIIice or oI his death or resignation, the Vice
President shall become President.
Section 2. Whenever there is a vacancy in the
oIIice oI the Vice President, the President shall
nominate a Vice President who shall take oIIice upon
conIirmation by a majority vote oI both Houses oI
Congress.
Section 3. Whenever the President transmits to the
President pro tempore oI the Senate and the Speaker
oI the House oI Representatives his written declaration
that he is unable to discharge the powers and duties oI
his oIIice, and until he transmits to them a written
declaration to the contrary, such powers and duties
shall be discharged by the Vice President as Acting
President.
Section 4. Whenever the Vice President and a
majority oI either the principal oIIicers oI the
executive departments or oI such other body as

divided as equally as may be into three Classes. The

at the Expiration oI the second Year, oI the second
Class at the Expiration oI the Iourth Year, and oI the
third Class at the Expiration oI the sixth Year, so that
one third may be chosen every second Year; |and iI
Vacancies happen by Resignation, or otherwise,
during the Recess oI the Legislature oI any State, the
Executive thereoI may make temporary Appointments
until the next Meeting oI the Legislature, which shall

No Person shall be a Senator who shall not have

convicted shall nevertheless be liable and subject to

AMENDMENT XXIII
Section 1. The District constituting the seat oI
Government oI the United States shall appoint in such
manner as Congress may direct:
A number oI electors oI President and Vice
President equal to the whole number oI Senators and
Representatives in Congress to which the District
would be entitled iI it were a State, but in no event
more than the least populous State; they shall be in
addition to those appointed by the States, but they
shall be considered, Ior the purposes oI the election oI
President and Vice President, to be electors appointed
by a State; and they shall meet in the District and
perIorm such duties as provided by the twelIth article
oI amendment.
Section 2. The Congress shall have power to
enIorce this article by appropriate legislation.

Section 1. No person shall be elected to the oIIice
oI the President more than twice, and no person who
has held the oIIice oI President, or acted as President,
Ior more than two years oI a term to which some other
person was elected President shall be elected to the

shall not apply to any person holding the oIIice oI
President when this Article was proposed by
Congress, and shall not prevent any person who may

President, during the term within which this Article

Section 2. This article shall be inoperative unless it
