ratings, four have improved: Sandiganbayan,with +27 in 2012, from a Neutral +8 in 2009; Department of the Interior and LocalGovernment, with +27 in 2012, from a Poor -25 in 2009; Department of Budget andManagement, with +22 in 2012, from a Poor -17 in 2009; and Department of Transportation and Communication, with +10 in 2012, from a Bad -30 in 2009.The other Moderates are: the City Government, with +24 in 2012, a
