An Oregon immigrantrights organization and its supporterstestifiedatKeizerCityHallonMondayinhopes of stopping a new rule that wouldbar non-U.S. citizens from serving asyouthcouncilors.Supporters of the new rule also testi-fied, saying participating in the govern-ment process should be a benefit of citi-zenship.On Aug. 20, the Keizer council ap-proved an update in the volunteer pro-gram for youths, indicating that candi-datesforthepositionmustbeeligibletovoteiftheyare18yearsold.Therulewouldkeepnon-citizenimmi-grants, regardless of legal status, fromparticipating.Theyouthvolunteersadvisethecoun-cil on issues that affect young people inthecommunity.A key issue for the immigrant rightsadvocateswasthetimingofthecouncil’saction. It came shortly after Hugo Nico-las,19, a former Keizer youth councilorand undocumented immigrant, wentpublicwithhisstatusandappliedfortheObama administration’s deferred actionprogram.Nicolas and Francisco Lopez, execu-tive director of Causa, stopped short ofaccusingtheCityCouncilofactingontherule in response to the attention sur-rounding Nicolas.
