George Weigel is an American author, and political and social activist. He currently serves as a Distinguished Senior Fellow of the Ethics and Public Policy Center. Weigel was the Founding President of the James Madison Foundation. The document, titled Rebuilding Americas Defenses: Strategies, Forces and Resources for a New Century, was written for the George W. Bush team even before the 2000 presidential election. It was written for future Vice President Cheney, future Defense Secretary Rumsfeld, future Deputy Defense Secretary Paul Wolfowitz, Florida Governor and Bushs brother Jeb Bush, and Cheneys future chief of staff Lewis Libby. March 3, 1999: New Pearl Harbor Needed to Change US Military Policies, Says Expert Andrew Krepinevich, Executive Director of the Center for Strategic and Budgetary Assessments, testies before the Senate Armed Services Subcommittee on Emerging Threats and Capabilities: There appears to be general agreement concerning the need to transform the US military into a signicantly different kind of force from that which emerged victorious from the Cold and Gulf Wars. Yet this verbal support has not been translated into a defense program supporting transformation the critical mass needed to effect it has not yet been achieved.
