MEMORANDUM AND ORDER
This matter is before the Court on three motions for summary judgment: (1) a joint motion filed by defendants St. Louis Metropolitan Police Department Board of Police Commissioners (“Board”),
Chief Daniel Isom, Colonel Reggie Harris, andLieutenant Colonel Antoinette Filla; (2) a motion filed by Sergeant Lathan Isshawn-O’Quinn; and (3) a
motion filed by defendant Henrietta Arnold, formerly a St.Louis City police lieutenant. Plaintiff S.L. has filed responses in opposition to themotions and the issues are fully briefed.
On July 3, 2010, defendants Arnold and Susie Lorthridge, a St. Louis City policeofficer, arrested 17-year-old S.L. at Arnold’s home in St. Louis County on a charge of trespassing. In this action filed pursuant to 42 U.S.C. § 1983, plaintiff alleges that shewas unlawfully arrested on false charges and that a false police report was created to justify the arrest.
