Detailed review of the electronic record systems of the courts and prisons in the United States and in the State of Israel and preliminary review of the electronic record systems of the Supreme Court of the United Kingdom show large-scale fraud on the People by the respective governments through the implementation of fraudulent electronic record systems in the courts. Below is a preliminary review of the Federal Constitutional Court of Germany, which shows the cardinal signs of fraud servers with uncertified identity, decision records that are insecure documents, missing signatures of the judges and clerks... German computing experts are called upon, to exercise their civic duty and monitor the integrity of government electronic record systems, particularly the courts and prisons. The long term effects of fraud in court records cannot be underestimated. In particular, fraud in the courts is likely to benefit banking institutions and impoverish the People under the current Financial Crisis, which in fact is a legal/banking fraud pandemic. Applications for the issue of temporary injunctions to prevent the ratification of the ESM Treaty and the Fiscal Compact unsuccessful for the most part
Today, the Federal Constitutional Court pronounced its judgment regarding several applications for the issue of temporary injunctions. The main objective of the applications is to prohibit the Federal President from signing the statutes passed by the Bundestag and the Bundesrat on 29 June 2012 until the decision in the principal proceedings; by signing the statutes, the Federal President would create the precondition for the ratification of the international agreements the Treaty establishing the European Stability Mechanism (ESM Treaty) and the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union (known as the Fiscal Compact) which are approved therein. PRELIMINARY CONCLUSIONS The electronic record system of the Bundesverfassungsgericht shows the typical hallmarks of Fraud on the People by the Court. CRITICAL AREAS FOR FURTHER RESEARCH: Review of the German Federal Electronic Signature Act and review of the integrity of its implementation by the Federal Constitutional Court. Review of the Federal German law, pertaining to the authority and duties of the Clerk of the Court. In most western nations, the courts are described as comprising of two arms judges and clerks. The judges are the decision makers, whereas the clerks are custodians of the data base of court records. Therefore, a decision record, even when signed by a judge, is not a valid, effectual court record, until it is authenticated by the lawful Clerk of the Court. A common theme in all electronic record systems of the courts, which have been reviewed, is the elimination of the authority and duties of the Clerk of the Court, pertaining to the electronic records. (see more below) Date that the Decision was given, filed, handed down, as listed in the text of the Decision (September 12, 2012), compared to the date that the electronic record was created. (in other nations, the records were at times created days, weeks, months, or years after the purported entry of the decisions). Identifying the physical location of the servers of the courts of the Federal Government may require a Freedom of Information request. The servers should be housed in the court building itself, under the custody of the Clerk of the Court. (In Israel, the 2010 State Ombudsmans Report indicates that the servers were removed from the courts, and are now on corporate grounds). Identifying the ultimate Administrative Authority for the servers may require a Freedom of Information request. (The Clerk of the Court should be the ultimate administrative authority over the
servers and the records of the Court. That is not the case in other nations, where such systems were examined.) Appointment record of the Chief Clerk of the Bundesverfassungsgericht Government may require a Freedom of Information request. (In Israel, for example, under similar circumstances, the Administration of Courts denied a request for the Appointment Record of the individual, who is falsely represented as the Chief Clerk of the Supreme Court for the past 10 years but failed to authenticate any records that could be discovered under the claim that the Appointment Record was a record of internal deliberation). Such appointment records of judges and clerks must be public records.

Human Rights Alert (NGO)
The 2010 submission of Human Rights Alert to the Human Rights Council (HRC) of the United Nations for the Universal Periodic Review (UPR) of Human Rights in the United States was reviewed and incorporated in the official HRC Professional Staff Report with a note referring to corruption of the courts and the legal profession and discrimination by law enforcement in California. The 2012 submission of Human Rights Alert to the HRC for the UPR of the State of Israel is titled "integrity, or lack thereof, of the electronic record systems of the courts of the State of Israel'. It is scheduled for review in January 2013.
