Kindly refer to our previous letters on the above mentioned issue. We would like to bring some
facts for your kind notice:
I. We have been discussing the issue of pay revision of Oil PSUs with DPE since May,
2006. i.e.. nearly two and half years. The promises made to us in these meetings as well
as in writing have failed to see the light of the day
MOPNG has always taken a decision to support Oil PSUs and ensure a better treatment
to them by taking administrative decisions at their level only.
‘There has always been a difference between the pay package of Oil PSUs and others
because of the performance and the capability of Oil Sector as well as keeping in view
the mass exodus that these PSUs have been facing for the last three years
4, In the meeting on 17" November, 2008 with Hon'bie Minister of Heavy Industries in
your presence our demands were fully endorsed by him and were fully backed by you. it
‘was agreed that all the demands are genuine and shall be approved im the cabinet
However, we found that DPE under the leadership of Hon'ble Minister of Heavy
Industries is interested in crushing the genuine sentiments of the Oil PSUs officers and.
also try their level best (o ensure that we suffer despite being the largest contributor to the
country’s economy. The recent press statement by Sh, Santosh Mohan Dev is proof of his
thinking.
5. This has resulted in eroding the confidence level of the officer's community at large on
the overall mechanism proposed by the Government, It is also to bring to your kind
notice that the Oil PSUs chiefs as well as the boards have alrcady rejected the DPE
{guidelines and have endorsed OSOA’s view point in writing bringing out each and every
Justification for our demands. MOPNG has already endorsed out demand vide two letters
issued on 17" October, 2008 and 17" November, 2008. The only road block seems to be
the mindset of DPE that all the PSUs have to be treated equally even if you out perform
the private sector, like the Oil Sector does.

issues related to pay revision of Oil PSUs. It is very logical now that we need to only
implement what has been agreed and approved by Oil PSUs board and MOPNG and that
does not require much time, especially when in the past such decisions have been taken at
the ministry level
7. OSOA is of the view that since lot of time has passed by — we had issued the notice on
28" August, 2008 which we have been extending every time on your request. and nothing.

8. is highly disappointing that we are at such a crossroads that despite everything being
approved by our boards and endorsed by MOPNG as well their nominees on the board
‘The need of hour is that government must take decision on issues of pay revision of Oil
Sector
9. Any meeting without specific purpose to conclude issue of pay revision of Oil Sector will
not be meaningfil and fruitful
10. Its again requested that kindly get approved our genuine issues
