PURPOSE:
ThisIntelligence Community Directive(ICD) establishesDirector
of
National
Intelligence (
DNI
) personnelsecurity policy governing eligibilityforaccess toSensitive CompartmentedIn

rmation(SCI) and

ationprotectedwithin other contro
ll
ed accessprograms.Thisdirective also documentsthe responsibility
of
theDNI
fo
roverseeingthe programproducingtheseeligibilitydeterminations.
It
directs application
of
uniformpersonnel security standards andproceduresto facilitate effectiveinitialvetting,

ntinuing personnelsecurity evaluatio
n,
and reciprocitythroughout

e IntelligenceConununity (IC).

APPLICABILITY:
This
di
rective appliesto theIC, as defined by theNational Security Act
of
1947,
as
amended; and otherdepartmentsor agenciesthatmay be designated by the
Pr
esident,ordesignated

tly by theDN!,andtheheadofthedepartment oragency concerned, as
an
eleme
nt
of
the
IC
orthosegovernment enti
ti
esdesignatedtodetermineeligibility for SCIaccess.

POLICY
1.
The
DNlestablishes e
li
gibility standardsfor access
to
SCIand othercontrolled access programinfonnation.The ONIdelegatestoHeads
of
IC
Elementstheauthority to grant access to such informationin acco
rd
ance wi
th
thisdirective.Heads
of
IC Elements mayfurther delegatedeterminationapprovalauthority
to
theCognizant Security Authority(CSA).Notwithstandingthis delegation,theDNIretainsthe authority
in
any casetomake adeterminationgranting ordenyingaccess
to
such infollIlation. Allsuchdetenninations are

discretionary andbased on

missionrequirements, and do not create anyrights,substantive or procedural.2.Inallaccessdetermina

ons,nationalsecu

ty must
be
protected.Exceptions to the personnel security standardsin thisdirec

4.
HeadsofICElementsordesignees may determinethatitis

thenationalinterest
to
authorize temporary access toSCIand other contro
ll
ed accessprograminformation. subject tothe followingrequirements --temporary access approvals shallbe granted only

ring nationalemergencies, hostilitiesinvolvingUnitedStates personnel.orinexceptional circumstances when officialfunctionsmust be performed.pursuantto

12968.Temporary accessapprovalsshall remain validuntilthe emergency(ies),hostilities,or exceptional circumstanceshaveabatedor the accessis rescinded.Inany case, temporary access shall not exceedoneyear.

evolving criticalthreat environmentrequires thatinnovative security,CI, andrisk manageme

measures be continually developedand implemented

supportintelligence production,information sharing, reciprocity, andpersonnelmobility.Eligibility for access

SCIandother controlled accessprograminformation shall be contingentonmeetingDNI personnel security standards as measured byinvestigative activities prescribedinrCPG704.

E.PERSONNELSECURITY STANDARDS
Thresholdcriteria for eligibility for access
to
SC
Iare
as
follows:
1.
The subject requiring accessto SCI must be aU.S.citizen. 2.
The
subject must be stable,lrustwOl1hy,reliable, discreet,
of
excellent character,and soundjudgment;andmust be unquestionably loyal
to
the United States.
3.
Members
of
thesubject's immediate family and any other person(s) towh
om
the subject
is
bound byaffection
orob
ligationshallnot
be
subject to physicaL mental, or other forms
of
duress
by
either a foreignpower
or
by personswhomay be orhave been engagedin criminal activity,
or
who advocate either the use
of
force
or
violence
to
overthrow theU.S. Government,
or
alteration
of
the fonn
of
theU.S.Government by unconstitutional means.

1.
AHead
of
an ICElementmay grant access based
on
a
co
ndition,deviation,
or
waiver
to
the above standards basedonall availableinformation thatthe specific riskto nationalsecurity

nageable and acceptable.
In
such cases, additional personnel security and/or
CI
evaluationmay be rcquiJed.Allriskassessments shallbecomeapart
of
an i
nd
ividual's securityfileandthe resul
ts
of
therisk assessment
sha
ll
be annotated as an exceptionintherecord.
2.
The
ONI,
or
designee,is the exclusiveauthorityfor grantinganexception
to
therequirementthatthesubject be aU.S.citizen.Exceptions
to
this requiIement shall requirea letter
of
compe
ll
ingneedthat
is
based upon specificnationalsecurity consideration
s.
3.When anexception
to
these personnel securitystandardsis warrantedandasubject
is
granted access
to
SC
Iand other controlled accessprogram information,the approving organization shalldocumentits findingsinthesubject's security record and the ScalteredCastles

successor database. The findings shallbecharacterizedas a
