1 PURPOSE OF REPORT
1.1 To seek Members’ decision on a planning application for development at a CountyCouncil primary school.
2 RECOMMENDATION
2.1 That the Planning Committee grants permission for the proposed new demountablebuilding and play area in accordance with the submitted scheme and subject to thefollowing conditions:
-
Implementation within three years
-
Ten years’ temporary permission for demountable building
-
Programme of wildlife and habitat protection and mitigation works to be approvedand implemented
-
Tree and hedge protection measures during construction works to be approvedand implemented
-
Scheme of new tree, hedge and shrub planting near the new demountable unit tobe approved, implemented and maintained
-
Full details of any additional external lighting to be approved.2.2 That the Planning Committee requests Bitterley Primary School and the EducationAuthority to institute traffic management arrangements to minimise parking of vehiclesassociated with the site in the roads near to the school, in order to avoidinconvenience to local residents. Car-sharing should be encouraged in order toreduce vehicle movements and traffic congestion associated with the school.
3 SITE LOCATION
3.1 Bitterley CE Primary School stands at the centre of the village of Bitterley, which issituated 3 miles east-north-east of Ludlow. The school is located on the north side ofthe lane through the village, and is surrounded by residential properties of variousages, some of which are Grade II Listed Buildings, whilst beyond these the village issurrounded by open countryside. The northern and eastern parts of the village,including the school site, lie within the Shropshire Hills Area of Outstanding NaturalBeauty, but there is no Conservation Area designated in the village.

 - 2 -3.2 The original school, which dates from 1877, is a red brick building with pitched andtiled roofs. Several extensions have been added to the accommodation in the past 40years, together with a demountable classroom unit which is sited to the north-west ofthe school building. A surfaced play area and a large playing field lie to the west ofthe school building, whilst at the south-east corner of the site is another surfaced playarea and staff car park.
4 PROPOSAL
4.1 The current application is an alternative proposal to that considered by the PlanningCommittee on 13 September 2007, when the Committee resolved to refusepermission for the installation of a 4-bay demountable unit, immediately south of themain school building, to provide an ‘early years’ and childcare facility. The Committeeconsidered that the proposed siting of the demountable building would beunacceptable in terms of its impact on the appearance of the school site and on theamenities of nearby residents. Alternative locations for the proposed demountableunit within the school grounds (particularly two possible positions near the northernedge of the school site) have therefore been reassessed by the applicants. Followingthis reassessment, the earlier application has been withdrawn and a new scheme,proposing a different site for the ‘early years’ facility, has been submitted forconsideration. Members of the Planning Committee visited the school site on 26November to view the proposed new location, and its relationship to the existingschool facilities and the surrounding properties.4.2 Permission is therefore sought for the installation of a new 4-bay demountable unit 3metres to the south-west of the original Victorian school building, to provideaccommodation for the ‘pre-school’ group which currently meets elsewhere in thevillage. This project is one of several ‘early years’ and childcare facilities which theCounty Council is seeking to establish in rural areas, as part of its obligation toprovide sufficient and appropriate early learning and care arrangements for childrenaged 3 and 4 years old.4.3 The proposed demountable building would measure 11 x 9.2 metres, and would beclad externally in stained cedar boarding, with a shallow pitched felt roof rising to amaximum height of 3.7m. The new accommodation would comprise a main activityroom, with adjacent office, kitchen, store, toilets and lobby. A polycarbonate canopyalong the full length of the west elevation would extend 3m outwards from thebuilding, to provide a covered area over an access ramp leading to a rubber crumbplay surface on the west side of the demountable unit, and a grass play area beyond.The combined size of these play areas would be some 13 x 14m, and they would besurrounded by low level timber fencing to prevent the ‘pre-school’ children fromstraying on to the school playing field beyond. Another polycarbonate canopy wouldextend over the main entrance to the new building, which would be on its eastelevation, and adjacent to this would be a small ‘buggy store’ of translucent material.4.4 The proposed demountable building would be situated at the foot of a steep bank, onpart of an existing hard surfaced play area, to the north-west of the position originallyproposed. To compensate for the loss of part of the surfaced play area a newrectangular play area would be constructed to the west of the existing schoolbuildings and north-west of the proposed ‘pre-school’ accommodation. This new playsurface, measuring some 26 x 12m, would be for the use of the primary school pupils.

 - 3 -4.5 The application has been publicised by site notices and in the local press, and theoccupiers of 15 houses in the lanes surrounding the school have been notified of theplanning application, as have a further 19 individuals in the local rural area whocommented on the previous planning application. The statutory public consultationperiod will expire on 3 December 2007. In addition to the statutory planningapplication consultations, two ‘public information evenings’ to explain the revisedproposal took place at the school on 9 October and 13 November. At the first 52people attended, whilst 15 came to the second meeting.4.6 It is anticipated that, if approved, the development would take place during thecoming winter, with a view to the new facility opening in March 2008.

states that it unanimously supports the proposal. Itrequests that consideration should be given to making the new building of pleasingappearance, and providing adequate screening from the adjacent dwelling, and thattraffic problems at the school should be investigated thoroughly.5.3

Public consultation
At the time of compiling this report, two letters of objection tothe application have been received, from the occupiers of the house immediatelysouth-west of the school site and the proposed demountable building, and fromanother property south-east of the school. The grounds of objection are that:

The proposed demountable unit would be a large and incongruous feature whichwould be at odds with the character of the original Victorian school building. Autilitarian structure of this type would not be appropriate in an attractive rural area.

The new building would be sited to the south of the school grounds, which wouldcause it to shade the adjacent play areas at all times
-
Due to the varying ground levels of the site, the new building would be higher thanif it was on level ground; this would increase its visual impact and its shadingeffect
-
The proposed development would reduce the area of the school’s playing field,which would be detrimental to the school’s facilities if the number of pupils at theschool were to rise
-
The proposal would lead to increased numbers of children at the school site (themajority of them being from outside the village), and would increase noise there,which would impact on the amenities of the nearby dwellings
-
The current pre-school arrangements at the nearby village hall functionsatisfactorily and there is no necessity to change and disrupt them, but the newfacilities would bring no benefits to the existing pupils of the primary school

Considerable traffic congestion already occurs outside the school at the start andend of the school day, and this situation would be exacerbated by the proposal;pre-school group staff would need to park at the school, whereas ample parkingspace for pre-school use exists at the village hall

The proposed development would be detrimental to the setting of the nearesthouse, which is a Listed Building, and to the character of this part of the village
