O R D E R:
The Member Secretary, Admission and Fee Regulatory Committee (AFRC)in the reference 4
read above have submitted the recommendations of AFRC toGovernment for notification of fee in various Professional Institutions for the year2012-13.Government, after careful examination of the entire matter, has decided toissue the following notification which shall be published in the Andhra Pradeshextra-ordinary Gazette on 10.10.2012.
In exercise of the powers conferred under rule 8 and 9 of the Andhra PradeshRegulation of Admissions into MBA / MCA Professional courses through CommonEntrance Test Rules, 2006 issued in the G.O 2
read above, read with sub rule (v)of Rule 4 of the Andhra Pradesh Admission and Fee Regulatory Committee (ForProfessional courses offered in Private Un-aided Professional Institutions) Rules,2006 issued in the G.O 3
read above and in pursuance of the resolution of theCommittee (AFRC) dt.27.09.2010, the Governor of Andhra Pradesh hereby notifythe following Fee structure for MBA / MCA courses in Private Unaided Institutions inthe State of Andhra Pradesh for the academic year 2012-13:-
For MBA / MCA Professional courses:
The Tuition fee fixed for Institutions imparting MBA course, Institutionwise is appended as Annexure-1 A, 2 A, 3 A & 4 A.II.
The Tuition fee fixed for Institutions imparting MCA course,Institution-wise is appended as Annexure-1 B, 2 B, 3 B & 4 B.The following special fees are fixed under various head towards special feefor MBA/MCA Courses for all Institutions for the academic year 2012-13 :-i) Rs.2,000/- as one time payment per student at the time of admission towards Admission / Registration / Recognition feesand out of the said amount of Rs.2000/-, an amount of Rs.500/- shall be remitted by the Institutions to the concernedUniversity and the remaining amount of Rs.1,500/- shall beretained by the Institution.

Rs.1,000/- per annum per student during the 3 year MCA and2 year MBA Course towards students related special servicesrendered by them as detailed below and the said amount shallbe retained by the Institutions:-

Rs.500/- towards Library deposit and an amount of Rs.500/-towards Laboratory deposit (total Rs.1000/-) by way of refundable caution deposits at the time of admission only asone time payment.Consequently Government also hereby issue the following directions to theconcerned Private MBA / MCA Institutions:-(i)
The enhanced fee as recommended by AFRC for the year 2012-13 inrespect of institutions whose proposals have been evaluated basedon the details / figures furnished by them to AFRC is subject tofurther physical verification by the task forces constituted inG.O.Ms.No.54, Higher Education (EC.2) Department, dt:11.08.2012, with regard to implementation of revised pay scales(Sixth Pay of AICTE, 2006 for teaching staff and IX PRC of the StateGovernment for non-teaching staff) and any other relevant detailsfurnished by the said Institutions. If it is found that the data givenby the Institution is not correct, the Fee shall be revised by makingnecessary deductions of the fee determined to be excess for theblock period 2013-2016 and this fact shall be informed to theUniversity concerned and AICTE for taking necessary action inaccordance with Law.(ii)
The fee fixed at Rs.42,300/- each for MBA & MCA courses for theacademic year 2012-13 in respect of the institutions mentioned inAnnexure 3 A & 3 B is subject to revision by AFRC on the basis of the material that has been produced by them.(iii)
The institutions shall collect the Annual Tuition fee every year inadvance only for that particular year either in a lumpsum or ininstallments, if it so opts.

The Institutions shall not charge any capitation fee or anyamount unauthorisedly or illegally under any other head or guise(e.g., donation etc.), either directly or indirectly, other than thefee fixed by the AFRC, as collection of any such unauthorizedamounts would amount to charging of Capitation Fee, and thatthe surplus (profit) that is generated from the collection of theFee must be for the benefit of the Institution, and can not bediverted for other purposes or for personal gain.(v)
The Institutions are informed that fixation of the Fee Structureby the Admission & Fee Regulatory Committee will not by itself enable or permit the managements to run the relevant courses intheir institutions, if they are otherwise not duly recognized andpermitted by the Government or AICTE / Concerned University atany relevant time.(vi)
As per the directions of the Hon’ble Supreme Court in SLPNo.34050-34080/2011, the impact on financial burden of eachinstitution pursuance to implementation of revised pay scales beshared by the fresh students taking admissions in the institutions forthe academic year 2012-13 and fee rise for the academic year2012-13 shall be subject to adjustment on fee structure beingrevised for the academic years 2013-14, 2014-15 and 2015-16.
