Section 1
Introduction
The Dunbar Community Energy Company was formed in 2011 to investigate and develop the
potential of renewable energy projects to generate funds for the community of Ward 7 in East
Lothian. Funding will be available to activities/projects that complement the charitable aims of
Sustaining Dunbar by supporting the locale of the Dunbar, West Barns and East Linton Ward of East
Lothian. This document is a proposal of how we believe the funds from a community owned wind
turbine can be spent fairly and transparently within the community. It also proposes how all people
in our community can contribute to this process to whatever degree they wish.
Section 2
Funding Criteria
The outputs from local survey findings, in which over 1500 residents in the Dunbar, West Barns and
East Linton ward were interviewed have been published in the Dunbar-2025-Local-Resilience-ActionPlan. These surveys highlighted a strong desire to be able to source more locally produced food, live
in more comfortable and energy efficient homes in neighbourhoods which are safe and attractive to
walk and cycle around and for increased opportunities for local employment. A community
consultation in January 2012 by DCEco asked over 500 households what they would like to see
community wind turbine money spent on. Most local people asked for support for new local
businesses but also asked for other things like improved local transport and activities for the local
youth. More information can be found here.
The grants scheme is open to voluntary/ non-profit-making organisations and community initiatives
primarily based in the Dunbar, West Barns and East Linton ward of East Lothian. It is not necessary
to be a registered charity to apply however the fund can only support work which is legally
charitable as defined by Scottish Law. The board therefore proposes that funding should be
concentrated on activities and projects that complement the Dunbar 2025- Local Resilience Action
Plan and sustain and create local jobs. The Action Plan focuses on five areas.

Application Procedure
There are two separate application forms, Form A for grants up to 500 and Form B for
applications of 500 and over. These forms can be downloaded from our web site; by calling the
office on 01368 866920; by visiting the BeGreen shop or by sending a request by e-mail to
info@sustainingdunbar.org. These forms are also shown in Appendixes E and F. The company aims
to process grant applications as soon as possible, depending on the dates of the board meetings and
all applications will be acknowledged within 10 working days. A sample acknowledgement form is
shown in Appendix A.
Section 4
Application Process
We are very grateful to Brian McDougall of the Udny Community Trust Company Limited for his
assistance in developing this procedure for the disbursement of funds into the community. The
process is a result of consultations with Community Energy Scotland and Development Trust
Association Scotland. It has allowed us to present a process which will allow us to disperse funds in a
fair and transparent manner for the benefit of the community. Applications under 500 will be
assessed by the Development Officer and Sustaining Dunbar Board. Applications over 500 will be
assessed by a Project Evaluation Group (PEG) prior to being presented to the board for approval. The
board will always discuss each application. This ensures that we have a fully transparent system
where two discrete teams look at each application for over 500. In the unlikely event that the PEG
and Sustaining Dunbar Board do not agree on an application, the decision is balloted to all members
of Sustaining Dunbar. Membership is free and open to all residents of Ward 7.

Section 5.2
a) The prime aim of a PEG member is to assess each application in a consistent manner
showing neither prejudice nor favour.
b) Each application must be treated In Confidence and must not be discussed with anyone
out with the PEG, Development Officer or Board of Directors.
c) Each PEG member must declare if they have any conflicts of interest when asked to appraise
an application and, if so, they must decline any involvement in the assessment of that
application.
d) For applications to be recommended by the PEG they must fall into the categories shown in
Section 2.
e) Applications must be from voluntary/non-profit-making organisations and / or for
community initiatives primarily based in Ward 7 of East Lothian. It is not necessary for the
applicant to be a registered charity. However, we can only support work that is legally
charitable as defined by Scottish Law.
f) If any additional information is required from the applicant this should be obtained via the
Development Officer.
g) Each PEG member must use the evaluation sheet to ensure consistency in their assessment
of applications.
h) The recommendation reached by the PEG must have been assessed by at least 5 members
and the majority view given. In this recommendation the PEG are free to suggest caveats
and conditions which they would like the applicant to undertake. They should also state if
they are recommending full or partial funding.
i) The PEG should not concern themselves regarding the amount of funds available at any
point in time. The decision on the availability of funds lies with the Board of Directors.
j) The process of advising and selecting PEG members for the assessment of applications is
contained in Section 5.1.
k) It should be noted that the names of all PEG members will be shown on the
sustainingdunbar.org web site.
l) All PEG members should print off a copy of the document, sign and return as confirmation
that they agree to these roles and responsibilities before assessing any application.

Board Evaluations
As stated previously the assessment of applications for grant funding over 500 will be undertaken
by the directors at the regular board meetings and these meeting dates are shown on the web site
sustainingdunbar.org. The board will use the evaluation proforma which is shown in Appendix D to
examine and assess all applications. It is also essential for all board members to abstain from any
discussion/debate on applications which gives them a conflict of interests.
Applications over 500 will have been assessed by the PEG and recommendations sent to the board.
It is then the duty of the board members to review the decision and confirm that they support the
recommendation or not as the case may be.
In all cases the board will confirm that funds are available to support all recommended applications.
They will also enter a review date on the Application Register so that the board can review
successful projects in the future.
Section 7
Acknowledgement of Grants
After a decision is made to approve an application an Acknowledgement of Grants proforma
(appendix B) will be sent to the applicant. As well as confirming that the application was successful,
the proforma will also indicate any additional terms and conditions which will apply to that
particular award along with the standard terms and conditions.
Section 8
Review Process
Each and every successful application will be reviewed after a period of time set by the board when
the application was approved. This review will determine if the grant was spent in accordance with
the details shown on the application form.
Section 9
Development Officer
The Development Officer would be a new, part-time, post financed through community energy
revenue. They would work alongside the Local authority and other relevant agencies to ensure the
best use of resources for the benefit of our community. They would pro-actively work with
community groups and organisations to help them develop and progress their ideas and access
additional or alternative funding where appropriate.

In general terms the grant should meet some or all of the following criteria:
Grants or any part of a grant must be only spent on the purpose for which it was given. If, for any reason, there is a need to vary the way
the grant is to be spent, written permission to do so must be obtained.
Assistance towards the capital cost and new and additional facilities will only be made where membership to the organisation, where
appropriate, is available to the public in general.
We aim to process grant applications as soon as possible depending on the dates of our board meetings and all applications will be
acknowledged within 10 working days.
We will inform you when your grant application has been processed and a recommendation made.
Where a grant is not claimed within 12 months from the date it was offered, notification of this should be given in writing to Sustaining
