About the Report:


The report caters brief description of the outcomes from various interventions carried in year 2009. This year possess a significant position in the overall institutional journey of IDSP, as IDSP completed the first decade of its existence. IDSP continues its tradition of constant action and reflection since its inception (1998) which has figured out several modes of deliverable as a learning institution for Human Resource Development at local, national and regional levels. Some of the general milestones IDSP crossed during its initial decade are: IDSP developed a core team of faculty members who gradually attained a holistic perspective of development and change both in terms of theory and practice. It developed core thematic areas which comprehend and analyze the complex situation of development and modernity pervading poverty, oppression, exploitation, and violence as its inherent thrusts. A cadre of more than 1000 male/female from the over all country, including learners, interns and fellows have been developed who represent IDSP and contribute in the development and empowerment process of people and communities. IDSP established its programming office in QuettaBalochistan, within the premises of TDSP assert which has proven and contributed a lot in the sustainability of IDSPs interventions. The process of Programmatic development initially started in 2001 which gained high value in the process of delivering the planned targets. In the result of IDSP's first retreat in June 2004 the programs were deconstructed and gradually the idea of independent faculty and fellowship was evolved. In the year 2005-6 the concept of fellowship was materialized and the over all learning and practice patterns of the institution was put on the logic of providing fellowships to the individual who will practice their dreams and ideas as independent entrepreneurs. The main purpose of the fellowship is to support the motivated individuals so that they can integrate their personal and professional aspirations for the greater purpose of positive social change and empowerment of the people and communities. In this connection the individuals with their thrusts of creating programs, developing human resources and institutional building took their leadership in respective areas. There are several programs which have been established, interventions are matured and IDSP linkage as civil society organization has been diversified. This report reflects significant features of the year 2009. This year the fellowships awarded for institutional development have emerged with a vivid visibility. Raziq Fahim and Ilyas Idneryass, the founding faculty members were provided fellowships for materializing their ideas of incepting and stemming organizations. Both the fellows have crossed remarkable milestones of their very career. The core programs ADP and LCPP

concentrated on various operations of the extended third Party evaluation of 10 years of IDSP courses. The report covers the over all generic findings of the evaluation study. The Leadership Program is now emerged with its clear and distinctive features in the result of the various interventions and diverse practice carried since 2003. There has been remarkable progress observed in the district based campuses, projects and IDSP's response to the earthquake affected areas both in Balochsitan and AJK. The cases studies of some of the outstanding fellows, IDSP networks and collaborations are also part of the report. This report is an endeavor to share a brief account of our generic progress in the year. Hope it stratifies at the level of general information. We will be quite happy while sharing details regarding any intervention. We have intended to produce this report with a due professional spirit; conscious efforts are carried to minimize the errors. We hope that this report could be instrumental to generate some joint ventures and sustainable interventions for prosperous, self reliant and peaceful Pakistani society.

Acknowledgements:
The journey towards a just and sustainable development demands a high level trust and participation of the ordinary people, communities, government and civil society organizations. IDSP has been indebted to various individuals, groups, communities, organizations and institutions who are contributing through their partnerships, collaborations, participation and moral and financial support. IDSP team comprising of the young and energetic persons have shown valuable professional and intellectual endeavors while pursuing the interventions in different domains. We are certainly fortunate to have timely and need based technical and financial support from the various donors including individuals, families, communities, organizations trusts at local, national, regional and international level. It was through their unconditional support and trust that, IDSP made a remarkable progress in this year. The journey of IDSP's growth and development witness, that provincial and local government have always supported and encouraged in making IDSP a dignified and viable space for nurturing youth and communities in the various domains of development, education and human resource development. SKOLL foundation has been contributing in financing the endeavors for institutional development of IDSP, It was only with their support that IDSP as learning institution has come across the end to materialize and develop effective and sound institutional systems and structures. IDSP is very grateful for awarding the funds for uplifting its practice portfolio and replicating the integrated approach of connecting learning and livelihood in 6 district of Balouchistan with 50 different s communities. Like other partners INFAQ foundation has also sustained its support, The initial phase of the construction of IDSP's university campus was only possible due to INFAQ's financial support and trust on IDSP. Similarly IDSP feels indebted to UNICEF, CIDA, National Endowment for Democracy(NED), Japan Social Development Fund, DIFID, British High commission and Friends of Al-fallah. IDSP has been co-learning and co-creating with its vibrant like minded partners in the several networks. In the year 2009, IDSP joined Evidence Based Policy Development Network (EBPDN) which has unfolded great opportunities. Similarly BERKANA, Learning Societies network, ASHOKA, MUBARZA, Pakistan Coalition for Education (PCE) have sustained their collaboration and joint ventures.

The Evaluation of IDSP's 10 years courses were completed; it was a great achievement of the year. Dr. Karamat Ali, Prof Islamia University Bahawalpour and Assistant Prof Asiha Shoukat have carried rigorous efforts to figure out an envisioning future dimension of IDSP courses and practices for HRD. This process engaged 100 learners form diverse areas of Pakistan. IDSP really acknowledge their timely and sincere support for having a holistic study of its first decade. IDSP is thankful to Dr. Prof Barkat Ali, Kausar S. Khan, Barrister Zafarullah Khan, Kamil Khan Mumtaz who sustained their unconditional,sincere and effective support. We are also grateful to the members of executive committee and general body who infused their vivid vision for invigorating IDSP future safer and sustainable. In the end IDSP acknowledges the vigorous leadership of Dr. Quratulain Bakhteari the founding Director, of IDSP leading the institute with remarkable creative energy and humility. Her endeavors will further strengthen the institution and help to overcome various challenges and nuture future generation of Pakistan.

Director's Message Dear Friends,


The annual report of IDSP helps in the reflecting the past year. The year of 2009 was a time of launching transitions and recreating spaces for the young people of Balochistan. The fellows of IDSP demonstrated extra ordinary leadership in their areas and programs. Two sets of fellows has emerged, one who are working on their ideas and developing these in to programs on their own by being independent fellows. The others set are of those fellows who are pursuing their ideas and concepts from within IDSP. Most of the internal fellows are women and are engaged in programming and developing IDSP from within as a sustainable leadership institution for Balochistan. The internal fellows are in the mainstream management of IDSP . While external fellows do not have any direct management responsibility of IDSP' management or its sustainability. It is interesting to see that it is the women and younger men who are now taking the leadership of IDSP'S programs, raising funds, management role and networking.IDSP has today 24 internal fellows, 17 are women who are now developing a major programs women leadership program for Balochistan. Leading learners and community partnership programs, rights based initiatives. While the internal male fellows focus on academic development programs, resource mobilization and livelihood programs, external fellows work is reaching numbers while internal fellows are engaged in building programs, systems and sustainability from within IDSP as an institution of practice based leadership and community based development. IDSP's space as an institution of young leadership and development is at a very interesting point in its institution building processes. This diversity of IDSP in programs, management structures and identity of individuals is a very interesting and full of learning for a student of organization management and systems in an emerging and transition civil society like Balochistan. Creating, nurturing, and keeping stability with sustainability is the challenge that IDSP has to deal within an educational reflective manner. As a practitioner I am very pleased to see these exciting and educating times

We will manage and nurture this diversity of concepts and actions between men and women, between programs and projects and between institution building and external actions. I pray for peace, law and order in Balochistan and across the world to continue these wonderful and development processes nurture and grow.

Nurturing Individuals
Fellowships for Growth and Leadership
Creating Spaces through awarding Fellowships
The learning journey of institution and individual energies support each other. At the eve of its 10 years completion (2008), IDSP synthesized its practices of Human Resource Development into a more compelling methodology of Fellowships. As defined it in the working paper, Fellowship is a learning opportunity for the motivated individuals who have their vision, ideas and commitments for social development. It could also define as purpose, which addresses social concern with individual aims by creating opportunities of self growth and professional development. IDSP expands its outreach by providing fellowships to its learners and fellows so that they can put their efforts for utilizing their ideas into concrete actions. An internal Course for Professional Development has been devised to ensure institutional support to all the selected fellows. The course is comprised of three thematic pillars, ranging from individual development, covering areas of program development and finally culminating on the area of institutional development. This process comprises both theory and practices which each fellow define as part of his/her learning contract. In order to systematize the process and outcomes each fellow goes through a process of assessment and individual tutorials. The institute could analyze its support as per the emerging needs of the fellows. Besides continuing its support to its previously selected fellows, IDSP provided fellowships to some of its learners in their areas of interest and actions. Additionally, internal fellowships also took its momentum, while programs' fellows continued their pace in developing the portfolios of their respective programs. Despite the fact that Balochistan has been going through acute political unrest, the fellows continued their passions and were able to achieve some

critical benchmarks with reference to their respective areas of fellowships. The good news is that some of the fellowships provided in the previous fellowships moved from its embryonic state to a mature state of institutional development. This report caters the outcomes of each fellowship projects, along with its learning trajectories and achievements so far.

College of Youth Activism and Development


Mr Raziq Fahim was provided three years fellowship for conceptualizing programs for vulnerable youths and evolving an institutional base focus on youth development. Starting in Feb 2008, the first phase of the fellowship was aimed to create range of practices and viable methodologies for working with traditional youths. This year was more focus on creating institutional basis. developing systems, striving for scaling up through developing new partnerships. The practice of the previous years has been thus consolidated into creating an institutional base as College of Youth Activism and Development. This year College of Youth Activism And Development was mainly for institutional development. CYAAD has been registered as non profitable institution in the 1860 societies control act. An executive committee has been formed and the organization is about to initiate its independent but affiliated functions from the next year. Multiple new trainees have been explored which diversify the notions of youth activism and development. In this connection CYAAD was able to develop partnerships with British Council, Mercy Corps International; A UNDP Supported network named partners for Preventions and with a nationwide coalition for peace titled A MAN Ithehad. In order to attain the overall goals and objectives of stemming its bases, there has been substantial progress, the glimpses of the progress are as follows.

Summary of the activities Training launched for the youth of Quetta in areas of active citizenships in partnership with British council Provided trainings to Mercy Corps staff on Professional Report Writings, Right To Play on Self and Gender, and to the academics in Provincial Institute of Teacher Trainings. Research Study Conducted exploring on the Nexus of Violence and Identity Among traditional Youths. The study have been conducted in four districts of Balochistan including Quetta, Pishin, Sibi and Khuzdar A consultative process has been initiated on issues related to Peace and conflict and exploring the potential role of the civil society in furthering peace agenda. A national network has been subsequently formed both at provincial and national levels to strive for building peace. CYAAD has been given a coordinating role in the province of Baluchistan:

CYAAD leadership and team has been selected to participate in the consultative process of designing the curriculum for active citizenship programs and a fellowship program for Gender Trainer on masculinities in Bangkok. Ms. Najeeba Sayed has been selected for a six month exchange program under BC and VSO.

Al-Falah without Walls


Mr Ilyas Inderyas has been a significant faculty member since the inception of IDSP in 1998. He has been founding faculty member, and has meaningfully contributed in the process of Institutional development. While following his ideals of incepting institutional basis for the least developed and socially marginalized factions of religious minorities, IDSP has been providing fellowship along with the

technical support to his team of Al-Fallah with out Walls. This learning and practice based collaboration has now materialized the idea and there has been substantial development in this regard. In order to attain its core objectives the Al-Fallah with out Walls has gradually evolved several programs in which following are significant.

YOUTH EDUCATION AND DEVELOPMENT PROGRAM: This 106 young boys and girls program provides support to the young boys and girls to have been educationally continue their education and development from mainstreamed matriculation to master levels. During 2008-9 young boys and girls have been supported in enhancing their education.

SKILL AND LIVELIHOOD DEVELOPMENT PROGRAM: This program enhances skills literacy and occupational skills of local people who have not attained the opportunities of formal schooling. Additionally groups comprising male end female students have completed year-long Basic English Language Course, while another group youth have been supported in learning and practicing the thematic singing, music and several instruments. A group of young man and woman have been supported to attain training in secretarial skills, beautician, tailoring/dressmaking and computer literacy. YOUTH EDUCATION AND DEVELOPMENT PROGRAM: For the continuous training, capacity building, critical thinking and development of the young fellows and students, following activities were conducted through which they were engaged in an organized and systematic way:

A group of 30 students and fellows have completed training 80 activists on active citizenship with support of the British Council and Youth Parliament of Pakistan. The senior members of Al-Falah Without Walls also participated in the peace rally in Quetta organized in collaboration with the IDSP, AMAN ITHAD and other civil society organization in all the provinces of the country Fund Raising: Fellows and students organized a family Around 2000 community variety program on Christmas and New Year. Therefore, the members participated in design of the program was a combination of recreation, the event. entertainment and rich content with the themes of peace, friendship and interfaith harmony.

Fellows conducted the fund raising campaign during 106 young boys and girls Christmas and New year in order to mobilize and muster have been educationally community / parents financial support. Amozgah
Amozgah has gradually evolved as a unique space of integrating the learning and livelihood especially in the least developed and economically deprived community. It is an offshoot of IDSP-Pakistan innovative project Breaking the Poverty Cycle of: Empowering Adolescent Girls and Boys to become Agents of Social Transformation with the support of UNESCO in September 2002. The projectss primary goal was to generate a process of improvement in poor livelihoods, by targeting poor adolescent girls, through broad based activities as well as through advocacy for favorable policy. Ms. Marzia Barat showed outstanding leadership for sustaining Amozgah Center through her close and sincere relationship with local community and other stakeholders and currently the Amozgah center is working on basic literacy and skills courses in collaboration with IDSP. Amozgah has developed a partnership mechanism with BEFARE organization and IDSP. After a baseline survey Amozgah is delivering a project, entailed Qubtumar. This project is mainly supported by AHAN and IDSP. Through this project Amozgah has formed a group of 40 women which are the direct beneficiaries of the project. These 40 women have learned different skills of designing and color combination and embroidery. During this year Amozgah has trained 50 girls in the field of embroidery and home based work.

Supporting IDSP learners and Fellows in their endeavors


IDSP through its learners and community partnerships extended its support to some of its outstanding fellows and learners. These learners and fellows were previously engaged in different self initiated projects. This year was instrumental in facilitating learners and fellows in their innovative action projects. These learners had gone through IDSP regular course and initiated some very interesting process in their communities. Learners and Community Development Program has developed a new strategy for brining the learners on board and supported them both technically and financially assistance in their action projects, we have been overwhelmed by the response of the learners and their communities and by the multitude of the

impact generated by these small scale learners initiated projects. It also reenforced our trust and confidence on young people of the country where surprising breakthrough could be made by young people. Following are some of the glimpses of these learners initiated action projects.

Fellowship for Community Development


( Abdul Hai )
Mr Abdul Hai a young person was a fellow in IDSP's 2008 course on community development. During his fellowship period, Abdul Hai emerged as an outstanding professional for the development his community. He managed to mobilize the divided community of Kamalzai [a remote village of District Pishin] and helped them to come together for the creation of new solutions of increasing water shortage in village. He was able to launch a community derived project. This energy has been sustained and the community has become active in engaging with district government and other development agencies to strive for their rights. As young and energetic person he has made remarkable progress with measurable and sustaining indicators of community centered development. His major achievements so for are: 1. Rehabilitating the 150 years old Karez through participatory community actions. More than 400 families have been benefited from this project as they get back to cultivate their lands. 2. Collaborating with UNICEF and local community facilitated the construction of the middle school for rural. Around 300 girls are now able to get education in a quality environment. 3. Connecting the local community and UNDP for Forestation on the 2500 Acres land provided by the local community. Abdul Hai has become an icon of development for his community. He has been recently elected as chairman of the development organization representing the entire union council. Based on his previous performance, IDSP awarded a new fellowship to Abdul Hai so that he could sustain his community development work with participation of his community. Abdul Hai is now working on sustainable water management with department of irrigation and will be able to secure resources from multiple sources to address the issue of water shortage.

Creating a space for young writers


( Mohammad Younas Gangove )
Mr. Younas Gongov become a learner of IDSP in 2001by attending the community based course in District Khuzdar. After his graduation he become socially and politically active, and created a small organization named SADAF. Presently IDSP has provided fellowship on his idea of the inception of a magazine on the themes of education, development, political and social awareness. His endeavors have encouraged the local level writers and IDSP's learners especially in district Khuzdar through publishing their writings in the magazine. The monthly Urdu-magazine specifies issues of human rights and peace education. He published 12 issues of the magazine during 2009 and got very enthusiastic response both from the new cadre of writers and also from his readers. It is also worth noticing that Younas maintain his integrity and objectivity in highly fragile social and political environment of the districts in particular.

Advocacy for the survivors of Mirani Dam:


(Sharif Shambezai)
Sharif Shambezai become a learner of IDSP in 2007 after attaining course on community development. After his graduation, he explored on the damages and effects on communities caused by the construction of Mirani Dam in Turbat. Mr Shambazai launched a small scale study to gage and analyze the suffering of the respective community. He finally came with an idea to support the effected community with advocacy, and lobbying to ensure appropriate compensation for the effects. IDSP provided him fellowship to enable the desired support by preparing viable documents and instruments to take the cause further. He mobilized the local community and pursued the case at different levels by mobilizing media and human rights activities in the province. Currently he has been learning developing and compiling videos in order to magnify the issue and get attention from the policy makers to hear the voices of the effected community.

Institutional Program
The institutional journeys of IDSP witness the evolution of its several core programs which are now contributing in fulfilling the mission of IDSP. This section of the report wills there light on the generic progress of the following programs.

Academic Development Program


Academic Development Program is a flagship program of IDSP. It caters the very core mandate of the institution while creating cadres of critically conscious, analytically skilled and active human resource since the inception of IDSP. This program mainly conducts theory and practice based development studies courses, publishes the magazine and journals. launch research studies in the various domains of social and actions research. The program has been led by new cohorts of faculty members and they have started to capitalize on previous experiences by consolidating process and coming with a new vision for the program.

Coordinated and Gathered 100 learners, resource persons as respondents. Developed Courses packages. Report produced with the long term vision and clear strategies, approaches and tools for the future interventions and sustainability, outreach enhanced in the fields of courses and practices. A milestone for the recognition and accreditation of the Degree and Diploma level courses were carried out.

Improving the courses frameworks and patterns for equivalence and standardization. Publication of the bi-annual Urdu Journal Aksulamal has been carried out; the issues focus Peace and Sustainable and Livelihood respectively. 1.

Learners and Community partnership program


This program aimed at creating a viable network with the graduate learners for the joint and independent ventures in the domain of capacity building, project designing, and implementation and action research for the broader goal of community development. During the year 2009 the program has carried several interventions in connection with the learners on various thematic discussions, emerging issues of peace and tolerance and on devising joint ventures for community development and activism. The salient feature of the interventions and achievements is as under:

Nurturing the independent actions researches of the graduate learners of IDSP.

Results

Conceptually and technically supported Mr. Sahrif Shambezai IDSP graduate learner in his advocacy based participatory action research for the rehabilitation of the 50000 displaced communities due to the ill-planned constructed Mirani dame in Kech-Balochsitan. Developed and improved the analytical writing skills of faculty members and IDSP fellows with the collaboration of Pakistan Press Foundation. Organized an orientation workshop for judicial officers, civil judges and judicial magistrates on rights of children and in prison with the collaboration of federal ministry of human rights and High Court Balochistan. It has provided strategic partnership opportunities with Federal Ministry of Human rights for advocacy and raising human rights issues in Province. With the result of this collaboration 70 persons were released by practicing of ordinance and provisions for children and in prison after the orientation workshop along with other efforts by civil society organizations. Celebrated International Youth day in Khuzdar while paying tributes to the dedicated individuals and groups.

Resource Mobilization Program


Resource Mobilization Program has been carrying out organized interventions for collecting and generating resources through various sources and initiatives for the purpose of sustainability of IDSP in long run. The main focus of the program in the leading year is the University's building construction of IDSP. The approach of the program is multi-folded. It caters generation of the resources through innovative livelihood interventions of the cut flowers while on the other hand the program is intended to take initiatives for tangibly understanding, practicing and promoting alternative energy sources.

Results

Established space of 4 acres base for practicing and training of the local youth on sustainable livelihood. Developed four rooms in the campus which is now instrumental for conducting IDSP's scheduled development courses in 2010. During the various activities in Hanna valley the program has initiated Alternative energy [Hybrid system], Organic farming [Composting], Traditional Architecture, Cut flower, IT [Open Source], Nursery raising and High efficiency irrigation system, Grapes plantation. In this connection various training session on the organic farming, nursery rising have been conducted in IDSP.

Interventions of sustainable living

Women Leadership Program


It is one of the core programs which gradually evolved as a result of 7 years commutative practices in the domain of theory and practice for mainstreaming women in the development practices in Balochsitan. Currently the Women Leadership Program functions with three components 1) Women Development 2) Human Resource Development and 3) Human Right Forums. The program has extensive outreach in the 5 districts where the women led exclusive district campuses are running the courses and trainings along with community development practices, awareness raising, human rights campaigns and inception of the action researches.

Progress of Year 2009


Continuation of the Courses on HRD
Women Leadership Program has launched its regular courses of Human resource Development in five districts of Balochistan (Quetta, Mastung, Khuzdar and Sibi) and the purpose of these courses was to develop human resource at local level and to enhance their understanding on development, rights and political processes. Courses has successfully completed their duration and 60 young women graduated from these courses.

Reactivating the Public Library in District Sibi


Faculty of District Sibi campus activated the District Public Library with the support of government. That library was closed from many years. The local Government officially handed over the Public Library to IDSP on 22nd May 2009 in a formal inaugural ceremony.

Noureen Lehri Director of Women Leadership Program participated as one of the key note speakers in the national level conference entitled Gender Training and Practice for Social Change conducted by Ministry of Women development in Islamabad in May 2009.
Overall Summary of the Activities
Provided training to young people in range of areas including active citizenship, professional development, gender and masculinities, self awareness, leadership, community development, human rights, education and literacy, and peace building. Launched small scale researches a) on the nexus of identity and violence among traditional youth by CYAAD b) the effects of the construction Mirani Dam on local communities by c) health by Sajida Khair Mohmmad. Mobilized and engaged communities, civil society groups and youths around issues of peace, development, gender, sustainable development, alternative energy, education and civil rights in all over the country. New ways of learners/fellows/youth engagements have been explored which resulted the provision of 100 fellowships with emerging professionals in the areas of gender, non-formal education, peace and citizenship education, gender and sustainable community development Launched community development through fellows interventions in the areas of peace, citizenships, advocacy, sustainable development, renewable energy, ICTs, gender mainstreaming, education and community development. New partnership explored which helped young fellows with Mercy Corps international, Universal service Fund, departments of agriculture, ministry of environments, Right to Play, Befare, AHAN, Partners for Prevention, Rozan, Aman Itehad, OASIS and others to help fellows to sustain their interventions. Increases partner, IDSP outreach through newly established networks and collaborations nationally, regionally and internationally by engaging as focal point, Stuart and local partner. Seminars have been organized both at the local and national levels targeting different issues i.e. Challenges to native languages, pathways to peace and sustainable development.

Community based interventions / Projects JSDF (ZAANTH)
IDSP was a leading national partner in a South Asian innovative joint action research venture of UNESCO for piloting the community based literacy, skill and economic empowerment education project for out of school Adolescents. IDSP was one of the leading partners in national Education Sector Reforms Program in the area of education policy and planning in 8 Districts of Balochistan. IDSP provided assistance to the District Government in developing education development plans based on the citizen's dialogues around educational issues and participation of public representatives. The above mentioned practices and public analysis on educational issues raised concerns for out of school children for which youth of IDSP proposed an innovative approach of learning for addressing the educational and skill needs of these groups in 2005 to Japan Social Development Fund ( JSDF) by Government of Japan administrated by World Bank. It took more than three years of communication, assessment and negotiation to reach out to a final conclusion for the approval of grant. IDSP-Pakistan is one of the grantees at regional level for this innovative project for Balochistan.

Major achievements
IDSP organized different training workshop for the designing and planning of project activities with IDSP faculty members and project core staff. In the inception of project activities, district professional center were established and Observational visit were conducted for the targeted cluster in each district for base line survey. Base Line Survey were designed and conducted in five project districts. The data were compiled by the designed data base and first draft of BLS was shared with World Bank. During survey, parallel project team conducted consultative visits of each district for identification of need based skills for district professional centers. These visits were based on GDs and transit walk of local market. These trades list were finalized with the technical insight of Advisory Committee, which were comprised of Boys Technical

Training Center, Govt Polytechnic Institute, Balochistan Boy scouts and NGO representatives. NFE component working paper was developed and in this connection, training workshop were organized for designing the NFE component with Project team where Consultative Groups were formed at each district level, for developing the literacy module for the project community centers. Improving the child protection measures by involving the key stakeholders through dialogue & Intervention
The project improving child protection measures by involving key stakeholders through dialogue and intervention has jointly been initiated by IDSP Pakistan and UNICEF since July 2006. The project aimed at providing a protective environment to working and street children exposed in motor garages and street of Quetta city. The project is also sensitizing the people living in communities about child protection and exploitation issues, benefits of childbirth registration. The project was extended for the year of 2009. The project is also providing supplementary nutrition to 400 children daily in all four centers.

1950 children (406girls and 1544 boys) benefited from the four child protection centers services. (Basic Literacy, Health & Hygiene, Psycho social support, Physical check up, Knowledge and awareness, LSBE,Livelihood skill, Islamic Education, ICT, Recreational and Supplementary nutrition) 400 hundred children provided with the balanced diet (milk, bread, chicken, rice, vegetables, fresh & dry fruit, egg) five times in a week in lunch time. 752 children (290 girls and 462 boys) registered in different union councils (35, 42, 43, 48 and 49) of District Quetta and 750 CBR forms are under process 1559 Duty bearers: 707 parents (428 fathers, 279 mothers), 475 employers, 377 community members aware and sensitized on fundamental child rights and protection issues such as violence abuse, exploitation, discrimination, child marriage, participation neglect and drug abuse 1382 children (426 girls and 956 boys) gained the opportunities of the child participation in different child participation events and seminars. They have expressed their views, feelings, opinions, dreams, hopes through different activities such as role plays, dramas, speeches,

drawings and games etc. 30 successful case studies and case histories documented and published. The child protection team staff trained on child participation and center management. Community sensitized on common diseases and hormonal changes through different trainings. 75 Garage employees trained on safety tools and measures.

Keeping Hopes Alive


IDSPs response to Relief and Rehabilitation
A series of earthquakes shocks hit the south western province of Baluchistan in the early hours of 29 October 2008. The epicenter of these earthquake was Wam Killi (in the Ziarat district), 80 kilometers northwest of Quetta. The earthquakes affected approximately 122,000 people in the Ziarat, Pishin and Harnai districts. IDSP started their work in 8 villages of the district pishin and constructed 80 shelters for the 80 families and provided medicals assistance to families especially for female and children. IDSP provided food and shelters to 200 families in these villages. IDSP activated 3 water channels for the drinking and agriculture purpose in the said villages of the earthquake effected areas of the district. IDSP engaged 6 Volunteer Fellows in this process and built capacity of these Fellows upon the areas of relief and rehabilitation. IDSP provided soler lighting system to the 23 families of the dilsawar union council in the district.

District Based Campuses IDSP Pishin:
Da Khwando Sabawoon-An Emerging space for district Pishin
Da Khwando Sabawoon education center is basically established by the local young woman of Pishin. The center is focused to provide spaces and opportunities to local of district Pishin for enhancing their capabilities to contribute in just and sustainable practices of development, education and governance. The center has been providing live and occupational skills which are now pouring into the domestic income of the families in the different forms of their services and skills. One of the passed out student of the space has established her own beauty parlor in her community The faculty has delivered 8 months mainstreaming gender development course in district Pishin. The course mainly focused the basic gender awareness, emotional health, skills of cutting and seving, IT and language skills. It also caters basic and reproductive health and body care sessions. The center has established close linkages with local community and relevant organization.

IDSP Mastung:
Lead Resource and Training Center in Mastung
IDSP Mastung has delivered 8 months comprehensive course of mainstreaming gender and development. Main themes of the course were Self, Leadership, Gender, Human rights, role of institutions, development and analytical analysis to world. The interns of this course have written articles which are further published in daily newspapers. The interns of the course were equipped by basic computer skills, used library where they usually study and reflect through book reviews and reflections. An intern of the mainstreaming gender and development course is voluntarily teaching the IT education, for which she got an extensive course of information technology in IDSP. Because of her commitment and efforts the computer lab of Mastung center is performing very well. 15 female students are a part of IT education in Mastung center. Beside these IDSP Mastung is working on different skills with the partnership of SAWP Mastung. IDSP district Mastung has engaged DCO, EDOs, social and political workers in district economics development forum where they discuss the economic sitution of district Mastung.

IDSP Sibi:
Lead Campus in Sibi
IDSP-Sibi campus has also carried out a theory and practice based 8 months mainstreaming gender and development course for 12 young girls of district Sibi. The center is mainly lead by local residents of the district. IDSP Sibi also organized training on Mass Water and short courses of IT during this year. After negotiating with divisional commissioner Sibi district government has handedover district library to IDSP Sibi campus.

IDSP Khuzdar:
Information and Learning Center of Khuzdar
IDSP district Khuzdar campus also organized 8 months mainstreaming gender and development course for girls. 12 learners graduated in this course from District Khuzdar. Youth forum members developed committee to raise their collective voice for missing people in Khuzdar and conducted seminar in this regard, MGDB learners and Khuzdar team members wrote articles on different issues after attending the writing session article.

IDSP-AJK Resource Center


Inauguration of IDSP AJ & K Resources Center Muzaffarabad
The yearly discussion for the institutionalizing the IDSP- PAK AJ&K setup concluded on 11 February 2009 with the inauguration ceremony of IDSPAJ&K resources center Muzaffarabad. IDSP-AJ&K engaged IDPs of Swat and providing health facilities in different (MCH) Mother Child Health Center in Mardan district, more then 1600 female gets health services from this center. AJ&K resources center organized a national level seminar on Idea on Kashmiri Language, History and Culture Dr Tariq Rehman was chief guest of the seminar more then 300 participants participated in the seminar.

Connection the Passion and profession Internal Development Course for IDSP faculty
Year 2009 was fully focused on the practices of the fellows of Internal Course for Professional Development (ICPD) while two refreshers training were conducted for the fellows during the year 2009. Purpose of ICPD is to develop the capacity of IDSP internal fellows in individual, programmatic and institutional building and to enable them to work on their ideas by reconnecting themselves with their roots. IDSP has defined fellowship as a learning opportunity for the motivated individuals who have their vision, ideas, commitment for social development. Internal Course for professional development started during the month of August, 2008. The concept of this course was written by founding director of IDSP around the concept of individual, program development and institution building by the young people. During the year 2008 15 days long theoretical session was organized by the faculty where the entire district based fellows participated. By the end of the course all the fellows developed their practicing assignment. During the year 2009 all the fellows continued practices of self, family, program development and initiated the process of institutional building. It was overall a rich experience for the fellows that enhanced their understanding on program development. Khuzdar, Mastung, Sibi and Pishin districts initiated the process of institution building and program development in the campuses. We believe that these institutions will emerge local institutions at grassroots level. ICPD has organized two review and reflection sessions for the fellows and provided opportunity to the fellows to have tutorials with their mentors and get feedback from them to enhance their learning and develop their 2009 learning contracts. ICPD has organized three days workshop on creative writing skills for the fellows of IDSP. This activity was a joint venture of IDSP and Pakistan Press Foundation (PPF). 30 fellows participated in this event and got the skills of writing to express their feeling and thoughts through writing articles. Each fellow is supposed to submit their quarterly report to his/her mentor, All the fellows submit their reports to their mentors and IDSP has established an integrated committee to review these reports. The integration committee has reviewed the reports and shared the feedback with the fellows and helped them to develop their next learning plan and incorporated the activities which need to be part of their plan in the coming quarter.

Mahjabeen works as a research and teaching coordinator in IDSP campus. Her learning journey started back in 2005 when she joined mainstreaming gender and development course 2005. She is now continuing as research and teaching coordinator in the same program of IDSP and the impact she had brought to her community defines as follows

I was born in a town of Pishin in 1988. Like other traditional cities Pishin is also surrounded by the various villages. The people from various villages have gradually settled, therefore many different tribes and clans, ethnic and religious groups are always observed. Luckily I and my elder sister were first in our family to step out for formal schooling. As it was strict and forbidden in the society because schooling is always associated to something economic development and employments. But my parents decided to support our education keeping in mind in the hard social environment for women mobility. After the primary education it was very hard to continue but despite the conservative environment my parents and teachers always encouraged me to continue my learning and education. Though the women mobility has never been an issue in my city but due to the various political factors the local cultural values has deformed me like countless other school going girls faced the hard challenge to sustain their mobility for education. While collecting my thoughts in this learning journey, I remembered, women mobility for job and education is an unlawful subject; I started believing all the stereotypes which were fake and socially constructed. The stereotype regarding the role and chastity of working women was disclosed fake during my schooling. By constant support of my family I was able to think beyond available options. I a strong desire to initiate and lead a process of development of the local women. I could see several miseries which I believe could be eliminated with little support and guideline. In 2006 I joined IDSP as learner in its Mainstreaming Gender in Development course, in which there were 12 other female learners. During the course I was able to understand the various aspects of human development, while nurturing my emotional self, conceptual growth and analytical skills I was able to seek out the complex issues of women manipulation and powerlessness. After completing the

course I have been working with IDSP to accomplish my own dreams of creating a learning and nurturing space. In 2008 it became reality in the form of incepting Da Khwindoo Sabawoon means in Pashto the The Future of sister. While Pursuing my ideals in this space I have been working with young girls in various areas which caters in conducting of course on Mainstreaming Gender in Development, awareness on emotional health, reproductive health, general health and nutrition of women. The process of constant action and reflection has given me a firm belief that one can create its own realties while trusting the genuineness of one`s dreams.

Farzana became a learner of IDSP by joining the mainstreaming and gender development course back in 2008. She faced numerous problems due to the tribal rituals as she was victimized by her family members due to reasons she defines as follows
Situation of women in Pakistan and other third world countries are mainly characterized by three significant parameters that is the woman are poor, illiterate and diseased. The tragedy of my life also relates to lives of women in the tribal society. Oppression in the social structure is inherent and I have felt that oppression and exploitation caters various folds. My childhood was very normal, my parents gave a lot of encouragement, but the series of miseries started, when I step hed out of the childhood. By that time I had completed matriculation. I suddenly came to know that my parents have accepted the proposal of aged persons for me. I had to face my destiny as there is no other option in the tribal society. I was unable to raise my voice, but fortunately the engagement was broken due to unknown reasons. Though it was great news for me but the same attitude was repeated and my engagement was scheduled with another person. It was also broken, and then I started facing problems regarding criticism and I was blamed for my broken engagement. In 2008 I came to know about IDSP intervention for developing cadres of young women as leaders and practitioners. This course gave me strength to identify the root cause of my issues. I was able to communicate to my family that the myths regarding women are mainly constructed by society and it has nothing to do with natural laws. My family members also participated in some of the activities conducted by IDSP in which I presented my papers and reflections. Engagement with faculty and mentors helped me to transform things around my life. I expressed my point of view to my family members. I started to take action against what happened to my life and the life of other fellow woman. Though change is a slow process but my argumentation and communication with family and especially with my parents played vital role to deconstruct the myths and stereotypes regarding women and life in general Now I am seeking for opening the same spaces which liberated me and gave me the wisdom and courage to assert what is essential human and religious right.

Nadia became a learner of IDSP back in 2008 by joining the mainstreaming gender course organized in district mustang. Being affected by a polio virus she became unable to walk properly but her interest in community development attracted towards this course. What she dreams and wants to do for her community is stated by her self as follows

When I opened my eyes in an extended tribal family I was loved by my family members. As I was growing up, I felt that I am missing something quite important. With time I gradually came to know that, I couldn't walk properly. Then I came to know that my walking capacity has been stolen by a disease called polio. My sense of depravity started growing with me, and by the time when my fellow children started going to school I felt lonely. One day a teacher encouraged me to start thinking that I could participate in the learning process in school as other children do. It was the most sacred revelation in my life, but my family members were reluctant to take such a decision as they love me and there was a fear that I could be going through a humiliation. Luckily my affectionate teacher was able to convince my parents. Hence, it was the first stage when I accepted the challenge to live like all other children. My schooling was a blessing period, I always stood first or second in my class, but the time soon passed as childhood does. After completing primary education there was no room for further education so my class fellows like me also left school. I was most of the time inspired by the working women. I idealized their confidence and luckily I came to know about IDSP and its practice based course called, Gender Mainstreaming in Development. Though there were limited spaces for the learners but I was given a prime opportunity while being selected as intern in the session for 2007-8. During the learning process I came to know the very secrets of my emotional health, my reactions, thinking patterns and my over all behavior towards life. This course also helped me to contextualize the very complex realities of life in the particular political, social and economic realities. It helped me to relate theory and practice and now I am in the position to initiate some very concrete actions so that to materialize my ideals. I intended to initiate a process for the establishment of work space for the poor and deprived women of my community. This space will also provide awareness of emotional development, reproductive health and livelihood opportunities.

Connecting with the individuals, groups, organizations and communities has been one of the central institutional thrust of the IDSP. IDSP is in direct connection with the different types of coalitions, networks and forums.

SKOLL AWARD SUPPORT


In 2007 the SKOLL award fund played a key role in extending and expanding IDSP capacities, in managing four courses and building IDSP institutional capacity for managing the learning and growth of 300 enrolled young people in IDSP study and practice based courses and projects. In the year 2009 the Skoll funding was extended and IDSP focused in process of institutional building through this support.

South-Asian Evidence Based Policy Development Network (SA-EBPDN)


The EBPDN provides knowledge on bridging research and policy and an online platform for community members to share information, resources, ideas and connections. IDSP-Pakistan has joined the network as Steward for Pakistan. The network has launched discussion thread on the diverse issues and also assesses the needs of the research based organization in the South Asian level.

BERKANA
The BERKANA Institute is one of the outstanding growing communities which strive in providing opportunities to the various emerging leaders for exchanging their innovative ideas and practices for making peace, pluralism and patterns of livelihood development which are at the risk due to the market economy and factory schooling.

HOME NET
IDSP is member of the Home Net which is widening the network by disseminating and highlighting more and more issues about home based workers and the objectives of Home Net.

Pakistan Coalition for Education (PCE)


As a result of extensive consultations on the issues of Education in Pakistan, the PCE was formed in April 2004, with the support of Commonwealth Education Fund Pakistan. This coalition is consisting of number of civil society organizations who are highlighting the critical learning and education issues in the leading educational scenario. There have been several activities of the coalition regarding the issues and challenges of education.

Learning Societies Network

Unfortunately, this discussion has been limited to education experts and elite policy circles. Further, it is in danger of being dominated by technocratic and technocentric visions of progress in which learning only serves elite interests and corporate profit motives. For just and humanizing learning societies to unfold, many more people and their experiences must be involved in the process.

Baluchistan Gender Network (BGN)


IDSP has been member of the Balochsitan Gender Network which is informal alliance of the 22 civil society organizations and Government line departments. The alliance strives to highlight the issues of gender in balances. The alliance get into the campaigns against the various issues related to the social and economic issues.

Women Leadership Program


It is one of the core programs which gradually evolved as a result of 7 years commutative practices in the domain of theory and practice for mainstreaming women in the development practices in Balochsitan. Currently the Women Leadership Program functions with three components 1) Women Development 2) Human Resource Development and 3) Human Right Forums. The program has extensive outreach in the 5 districts where the women led exclusive district campuses are running the courses and trainings along with community development practices, awareness raising, human rights campaigns and inception of the action researches.
