Cheh2A BILL3__________4IN THE COUNCIL OF THE DISTRICT OF COLUMBIA5____________________6To permit, on a temporary basis, school-based enrichment programs approved to operate in7District public schools for the 2012-2013 school year to continue operating for the8remainder of the school year without being charged rent payable to the District, and to9require the Department of General Services to develop a District-wide procedure for the10use of school spaces by parent-run, not-for-profit enrichment programs to effect at the11beginning of the 2013-2014 school year.12BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may13be cited as the
School-Based Enrichment Programs Temporary Amendment Act of 142012
.15Sec. 2. Notwithstanding any other provision of law, during the 2012-13 school year, the16District shall not charge rent to a parent-run, before- or after-school enrichment program17operating in a District public school; provided, that the program:18(1) Operates on a not-for-profit basis;19(2) Has been approved by the school to operate during the 2012-2013 school year;20(3) Has an approved building use agreement for 2012-2013 with the District;21
(4) Meets the District’s insuranc
e requirements; and22(5) Pays any actual costs for security, custodial, or other services that the District23requires.24Sec. 3. (a) The Department of General Services ("DGS") shall develop a District-wide25procedure for the use of District schools by parent-run, non-profit enrichment programs,26including a process for obtaining permission to use spaces in school, the amount of insurance the27
