The Ugandan Government has reacted with disdain to a UN Security Council's Group of Experts report that has accused Uganda and Rwanda of arming M23 rebels fighting the Democratic Republic of Congo (DRC) government.

In a rebuttal, yet to the circulated, Uganda now points to a ploy by Western countries with vested interests in DRC of peddling a stance that would derail the regional efforts chaired by President Yoweri Museveni to end the conflict.

Museveni, as the current chairman of the International Conference on the Great Lakes Region (ICGLR), has chaired four summits in a row since July aimed at defusing the resurgence of conflict in the DRC. The latest summit at Speke Resort Munyonyo approved the deployment of a Neutral International Force (NIF) to patrol disputed areas.

Uganda as one of the member states of the ICGLR assumed theChairmanship from Zambia on 15th December 2011 and Uganda shallspearhead the ICGLR process up to 2013. Therefore, Uganda as a Chair,is mandated to coordinate all the member states and partners to fullyimplement the Pact on Security, Stability and Development in the GreatLakes region as well as the protocols.It should be noted that Uganda has since July, 2012, convened 4 Extra-ordinary Summit meetings on the security situation in the DR-Congowhere strategies and decisions were agreed upon by the ICGLR Headsof State and Government to find a durable solution to the conflict in theEastern DR- Congo.

Dialogue between M23 and DR- Congo government.
Upon request by H.E Joseph Kabila, President of the DemocraticRepublic of Congo and subsequent decision of the ICGLR Heads of Stateat their Summit on 8th August, 2012 in Kampala, Uganda as Chair, wasmandated to facilitate dialogue between M23 and DRC government, tothat effect Uganda as a Chair of ICGLR established contacts with theleadership of M23 Movement and dialogue has been on-going betweenthe leadership of M23 and DRC government. It is therefore,disheartening for any DRC government official to undermine the spiritand efforts of the regional leaders to realize the objective of securityand stability in Eastern DRC.
Operational Structures and Mechanism under ICGLR.
There are existing structures agreed upon by the ICGLR Heads of Stateand Government to ensure that fighting stops completely, and ensurepeace and stability in the Eastern DRC.In this regard, the Joint Intelligence Fusion Center was established tocollect intelligence information and subsequent establishment of theexpanded Joint Verification Mechanism led by Ugandan BrigadierGeneral where all Member States are fully represented to verify andmonitor accusations and counter accusations in Eastern DRC.The Military Assessment Team led by a Brigadier General from Tanzaniahas been meeting as per the terms of reference agreed by the Heads of State and Government to operationalize the establishment of theneutral international force.It should be noted that in all 4 ICGLR Extra-ordinary Summit meetings,and preceding Regional Inter- Ministerial meetings, the Ministers of

Defence and Chief of Defence Forces Meetings, the UN has beenrepresented at the highest level and the MONUSCO Force Commanderhas also been participating.It is therefore disappointing that the UN -Group of Experts have chosento deliberately undermine the regional effort which is contrary to theUN Charter. Uganda like any other ICGLR member state is a signatory tothe ICGLR Protocol on non-aggression and mutual defence which bindsmember states to abstain from sending or supporting armed oppositionforces or armed groups or insurgents on to the territory of othermember states.
Methodology by the UN Group of Experts:
 It should be recalled that during the UN Mini-Summit on the DRC inSeptember 27, 2012 alongside the UN General Assembly in New York,the UN Secretary General and all Heads of State and Governmentwelcomed the positive regional efforts spearheaded by Uganda as theChair of the ICGLR. On the contrary, the UN-Group of Experts havechosen to aid and abate allegations that Uganda is supporting M23 inEastern DRC by denying Uganda the opportunity to respond to thefabricated allegations through the UN Security Council establishedprocedure for consultations with concerned governments. The leakingof the report by the Panel of 
"Experts" 
can only be in bad faith andintended to cause mischief and undermine the regional efforts to find adurable solution to the conflict in Eastern DRC.
