JA’FAR SALIM, Model of Steel Industrial Waste Management for Maintaining TheSustainability of Coastal Region Krakatau Industrial Estate Cilegon. Under supervision of ASEP SAEFUDDIN, MARIMIN, and ETTY RIANI.Indonesia is rich in natural resources, raw material resources, and also human resources.Nevertheless, the environment contamination has become worse, especially in industrialarea. The aims of this research are: To get information about condition of existing andamount of steel industrial disposal production which have not exploited yet; To find out thecontamination of territorial water and health of society in industrial estate of KrakatauCilegon from steel waste which cannot be recycled; To formulate the model of steelindustrial waste management for maintaining the sustainability of coastal region and healthof society; To formulate sustainable environmental oriented policy of steel industrial wastemanagement system. System approaches in used in this research are: Investment analysis;AHP; ISM; and dynamic modeling. The result of this analysis: the measurement of assessment result of investment analysis NPV is 1,885,022 USD and BCR > 3, its meanbeneficial investment, besides best level (1) is waste of slurry CRM with criterion value isfeasible. Social impact in management of industrial disposal based on factor analysis usingHealth of Society coefficient is equal (0.36) + (0.04) Employment. So the value of socialimpact in model management of steel disposal is 36,662 persons. Selection priority inasphodel is obtained by result of calculation of weight importance focus variable to targetvariable are 0.325, 0.214, 0.201, 0.119, 0.084, and 0.056 (
consistency ratio
= 0,099) withsequences are:
(1) exploiting of waste return, (2) waste minimalists, (3) prevention of contamination of coastal area, (4) prevention of contamination to society, (5) effortmaintain continuity of coastal region, and (6) policy of management of waste with vision of and environment have continuation. Beside that, the result of calculation weight importantactor variable to alternative variable 0.276, 0.170, 0.145, 0.114, 0.086, 0.075, 0.070, 0.065are respectively: (1) the changing of raw material, (2) the changing of product, (3) thechanging of technology and process, (4) applying environmental 5R, (5) lessening waste,(6) recycling waste, (7) changing waste, (8) rewiring waste. The determination of keyparameter policies of steel industrial waste management for maintaining the sustainabilityof coastal region Krakatau Industrial Estate Cilegon by using ISM method base onenvironmental experts judgments from 20 item of question/statement. Furthermore, 10answer items are taken to make key parameter as expert judgments sub-element. Themodel development as scenario in management of steel industrial waste using modelingdynamic system approach with powersim program especially for making the model withcause loop diagram and model structure model at resident sub model, coastal area andindustrial disposal. Those models are verified by using historical data and validated byusing faced and statistical validation methods.Key words: Steel waste management, coastal region, AHP, ISM, dynamic modeling
