The government should acknowledge that it has failed to bring about any improvement in the power sector even after pouring a staggering sum of Rs 1.4 trillion, Finance Minister Abdul Hafeez Shaikh is reported to have advised the government.

The Opposition Democrat Party will submit a request on November 9 to hold its censure debate on November 25 and 26. Not all Bhum Jai Thai MPs have agreed to support a noconfidence motion, however. Jurin Laksanawisit, opposition chief whip, held a press conference yesterday to announce that the request would be submitted to House Speaker Somsak Kiatsuranand on November 9, together with the list of ministers to face no-confidence motions, which will be revealed on that day.

NDIA
In a major revamp of the Union Cabinet that Prime Minister Manmohan Singh described as probably the last reshuffle, 17 new ministers were inducted and several portfolios changed today. The exercise appeared aimed at countering critics of the governments alleged policy paralysis by bringing in a mix of experience and youth but the Opposition was quick to dismiss it as old wine in new bottles. Mr Singh gave the external affairs portfolio to Mr Salman Khurshid and the petroleum portfolio to Veerappa Moily. Three young ministers of state, considered close to Mr Rahul Gandhi, were upgraded and given independent charge of their ministries. Mr Jyotiraditya Scindia has got power, Mr Sachin Pilot corporate affairs and Mr Jitendra Singh youth affairs and sports.

MALSIA
Malaysia is a transit point for terrorists, said Home Minister Datuk Seri Hishammuddin Hussein. However, he stressed that the country is not a recruitment ground or a target for international terrorists groups.

NDIA-BANGLADESH
Assam Chief Minister Tarun Gogoi may believe that the "foreigner" (read: Bangladeshi) issue is not the state's primary problem, but civil society groups think differently. From students organisations to farmers groups, everybody in Assam insists that illegal migration from Bangladesh will continue to be a major concern for the Assamese for decades. The state government in Dispur may be making contradictory statements about the presence of illegal Bangladeshis in Assam, but the All Assam Students' Union (AASU) has never tired of arguing for strict action against those migrants. The influential students' body masterminded the historic Assam movement (1979 to 1985), and many of its leaders emerged as politicians in power. Unfortunately, they too did little to resolve the issue.

INDONSIA
The National Counterterrorism Agency (BNPT) warned the fight against militants in the area might get uglier. This announcement came on Wednesday as the authorities shot six suspected terrorists in a raid in Poso, Central Sulawesi.

TAIWAN-UE
The European Parliament supports Taiwan's bid to sign a free trade agreement (FTA) with the European Union, but strong pressure from China is the main obstacle preventing this from being realized, a visiting European Parliament member said yesterday.

The economy regained some manufacturing momentum, according to the purchasing managers' index, which indicated an expansion in factory output.

Japan's "persistent defiance" in the territorial dispute as "self-deception". Japan has denied that a territorial dispute exists over the islands, and Gemba said on Tuesday in Tokyo that his government is seeking to calm tensions with China in maintaining its position over the islands.
