Your TO-DO list for November: 1Before you go to bed on November 3rd, be sure to turn your clocks back one hour! 2Please exercise your right to vote on Tuesday, November 6th! The POWCAC meeting of October 29th was well attended by residents from all over our island home. POWCAC has hired Sheinberg Associates to provide objective and factual information to POWCAC and POW residents, school districts, communities, and organizations on the implications of POW forming a borough. POWCAC identified ten questions for the Sheinberg team to research and answer. See the list of questions on page 8. See the email address at the bottom of the list to send your questions for consideration. The POWCAC membership will finalize the question list at the next meeting on November 20th beginning at 1PM at the Klawock City Hall. Chamber Director Jeannie McFarland is leading the efforts to put together the 2013 Island Guide with help from the office managers, and a group of volunteers. The 2013 Guide will expand to 56 pages from its current 52 page layout. See Jeannies Guide Notes in the pages of this newsletter. Please volunteer your photos and other talents to this effort. Memberships and Island Guide advertising are behind 2012 levels. If you have not returned your membership paperwork and advertising contracts, please do so immediately. The late returns have the greatest impact on the timely completion of our annual publication.

As the season slows down and we wrap up the Island Guide for 2013-Our office hours will be changing. Please watch for our Fall schedule. Starting Monday November 12th our office hours will be: Mon-Fri 12pm - 4pm with some evenings open also. If these hours dont work for you please call for an appointment.
The Chamber of Commerce Board of Directors will meet on Wednesday, NOVEMBER 14th at AP&T upstairs conference room. Officers for 2013 will be elected.
BOARD ELECTIONS
Ballots were emailed or sent out on October 26th. Please return these to the Chamber Office by the end of the day on November 9th. They can be emailed, faxed, mailed, or brought in. There are two seats open for one year terms, and five seats open for two-year terms. 2

1976-Voters pass a constitutional amendment to establish the Permanent Fund (Alaska Constitution, Article IX, Section 15). 1980-First Permanent Fund dividend legislation enacted. The legislation established a program giving every adult Alaska resident $50 for every year of residency since statehood in 1959 and also established a Dividend Fund. Payment of dividends were stayed under litigation (Zobel v Williams) challenging the constitutionality of the program. 1982 The legislature passed legislation authorizing equal dividend payments to all six-month residents. The first dividend amount was $1,000. The first dividend checks were distributed June 14, 1982. 1983-Residency period defined as 6 months ending March 31. Filing due date established as June 30. 1989-Legislature changed residency period from 6 months to 24 months. Individuals banned from assigning dividends (except to government agencies) by regulation. Felons not eligible for dividends. Physical presence requirement established. 1990-Superior Court ruled 24-month residency requirement unconstitutional and changed the residency requirement to 12 months. Disclosure requirements established to print program costs on dividend checks. 1992-Individuals banned from assigning dividends (except to government agencies) by statute. 1993-Direct-deposit program for full dividends established. Residency period changed to calendar year. Voter registration forms included with dividend application. 1994-Filing due date changed to March 31. Longevity Bonus Annuity check-off program began. Legislature authorizes the division to charge fee for processing claims and assignments on dividends 1996-Misdemeanants with two prior crimes not eligible for dividends. 1997-Fairbanks office re-opened February 1997 (2 positions). Misdemeanants with one prior felony or two prior misdemeanors not eligible for dividend. 2003-Online applications exceed 100,000 (155,226). Electronic signature for online applications implemented March 20, 2003. All review cases worked by year-end. Fraud Investigations moved from Anchorage to Juneau. 2005-Online applications exceed 200,000 (211,464) and electronically signed applications exceed 100,000 (129,822). Time period for applicants to respond to requests for information changed to 30 days. 2007-Over 2/3 of Alaskans apply online (420,596) and electronically signed applications exceed 275,000 (276,203).
POWHA sold their first major sale of cohos to EC Phillips on August 28th. Volunteers are a very important part of what makes POWHA a success. Fish and Game require us to release over 6400 cohos back to the river for escapement, we need to collect 3500
cohos for broodstock, as without the brood stock we cannot collect and incubate 5 million eggs each year.
Surplus sales, pays the bills! September 12 : After a day of heavy rain the river rose and topped the weir pickets, and we estimate that 4000
coho adults went over the fence during this time. On that day there were many hundreds of cohos that swam up the fish ladder and entered the common raceway, too. It turned out to be the biggest day of sales for this season. More than 1900 were harvested and sold that day alone and the sales from that one day amounted to almost $18,000!
Jeff Green and his crew from EC Phillips and Sons delivered totes of slush, and flake ice, to us via a flat deck truck,
and we used our forklift to unload these, and replace them with totes full of cohos. Beginning on August 28th, and ending on October 2nd, there were 11 days of harvesting. 11,821 cohos, with a total weight of 74,837 pounds,

I would have thought with fall gone, winter and cold blustery days setting in, that things here in the office would slow down to a small crawl..but that is not the case, as we are in full swing with advertising and getting geared up for the 2013 POW Island Guide! For the month of October 1, the USFS map went out to San Antonio, TX. 2012 POW Island Guides went to Oregon and Indiana. We had one visitor in the office from Oregon! PRINCE OF WALES COMMUNITY ADVISORY COUNCIL RESOLUTION No. 12-03 The Prince of Wales Chamber of Commerce Board of Directors and POWCAC has adopted this resolution in support of an annual operational subsidy from the State of Alaska to the IFA. Further we acknowledge and appreciate past support from the State of Alaska for the IFA, including the FY 2013 $500,000 appropriation for capital improvements to the Hollis terminal, the $1.3 million appropriation in the Capital Budget for the defeasance of the IFAs bonded debt, and several prior operational appropriations to the IFA. All members of POWCAC are considering adoption of this resolution to help the IFA secure funds.

November-December: Phase 2:Research, Data collection, Interviews Jan-April: Phase 3:Draft and Final Report January 22: POWCAC meeting to present the DRAFT report! The Chamber of Commerce will report on this study in future newsletters. This and all available methods will be utilized to make sure correct information is disseminated to POW citizens.

Last week my staff and I attended the annual meeting of Southeast Conference in Craig. Southeast Conference is a regional, nonprofit corporation that advances issues of importance to our region. Their meetings are a great forum for communities, policymakers, and businesses to discuss how to move Southeast Alaska forward. Prince of Wales Island was a great location for this years conference. The 3rd largest island in the USA, Prince of Wales is a beautiful corner of our state with a rich history. The conference took place in Craig, but we were welcomed by Alaskans from all communities on the island. Of special note was the community reception which featured culinary delights from all across the island. At the conference we received updates on energy and economic development projects moving in the region. These included presentations on new hydroelectric projects as well as the Niblack and Bokan Mountain mineral deposits. These projects will help to create a more sustainable economy in Southeast Alaska and will provide hundreds of needed jobs for our residents. Id like to thank the Southeast Conference staff, the board of directors, and the communities of Prince of Wales Island for organizing a great conference.

Its a Bit of the Sporting News From the P.O.W. Marathon Committee
The marathon committee continues to meet on a regular basis and is making forward progress toward the goal of staging our marathon, half marathon and relay options on May 25, 2013. We are pleased to share a bit about our recent accomplishments. We have maintained contact with our guest speaker, Debbie Cropper, who recently finished yet another marathon in Kenai. Debbie has volunteered to mentor our P.O.W. runners training for both the marathon and half marathon. She certainly has the race credentials and the generous personality to do this. She may be contacted at debrun26@gmail.com for answers to your running questions or for a training plan. No charge! ProMech Airlines and Alaska Airlines have each donated roundtrip airline tickets for our P.O.W. Travel Package Raffle. These raffle tickets will be priced at $5.00 each and will be on sale at the Chamber Office in Klawock, as well as local bazaars and running events. The drawing for this grand prize is at the end of the marathon ceremonies on the evening of May 25, 2013. This travel package will be the beginning of a wonderful journey for our lucky raffle winner. Perhaps youve seen Jean Jackson out running with a wheel while being followed by persons wielding spray paint. They are out charting our new marathon and half marathon course for 2013, which starts at Craig High School, goes through Klawock and then out Boundary Road and back. Our usual, certified course will not be available due to ongoing and extensive road construction. This new, alternative course is absolutely beautiful and we know our participants will enjoy the out-and-back feature along with the postcard picture-perfect scenery as well as more frequent aid station assistance. Also perchance, you might have viewed zombies out and about in Craig the morning of October 27, pursuing fleeing runners and walkers. These zombies were fifteen local volunteers who proved that some creative street theater can enhance any running event! We also enjoyed the services of three make-up artists, who reveled in creating our memorable zombies. And we cannot forget to mention the over fifty-two participants who had to weave their way through the maze of zombies on the course during this Zombie Fun Run/Walk. Do look for notices explaining our next fun run/walk, The Gobble Wobble, on November 17. We enjoy bringing island residents together for these fun events.

The Bazaar Season on Prince of Wales Island will start with the one in Thorne Bay on November 17th and continue every weekend in a different community until the Hydaburg Bazaar on December 11th. Other bazaars listed in the Island Guide include Craig on November 24th and December 8th. Although not listed, communities that traditionally have bazaars are Klawock and Coffman Cove. Check with the city offices or school for dates. This is a chance for vendors to share their items with the island residents and keep us shopping locally. Attend a bazaar and find that perfect gift or something you cant live without. At the Thorne Bay Christmas Bazaar shoppers will find a real variety of items this year and some entertainment too. The Bazaar is November 17th from 9am to 3pm in the School Gym. There will be door prizes given away every hour, kids will find a game or two to play and the popular Business Association Silent Auction will give everyone an opportunity to test their bidding skills and get a bargain for a worthy cause. To better serve our members and draw more people to POW, The Chamber bought an ad in Fish Alaska Magazine. Fish Alaska and Hunt Alaska are Alaskan produced magazines with wide distribution through subscribers in Alaska and the Lower 48. They are running a spotlight on SE in the December issue and offered us a reduced rate to take out an ad on the Prince of Wales Island page. The ad seen here will be placed in the center of a page with other Prince of Wales Island businesses and a heading of PRINCE OF WALES ISLAND. Let us know if your customers saw this ad and we may consider making it a regular addition to member benefits. Our ad will continue and will be in the January and February issues also. We already offer co-op advertising in the Alaska Milepost that some of our members have taken advantage of. The Board decided to take advantage of the opportunity to advertise in the Fish Alaska Magazine as an additional service to our members. The unexpected dry spell during October aided the progress of the sitework for the POW Voc Tec Center located on Boundary Road. Local firm B-3 Contractors has made the road crossings for both water and sanitary sewer mainlines, and has installed those utilities into the lot. Work continues on the excavation of the driveways, parking lots and building footprint, following by import of shot rock to those areas. The next meeting for the Voc Tec committee will take place on Monday, November 5th at Klawock City Hall at 2PM. The committee will review the 95% complete bid documents for the building contract. Final approval is on the agenda for a meeting scheduled for Monday, November 26th.
