WHERAS, the Canadian Federation of Students is one of the few student organisations that has bylaws regulating decertification;

WHEREAS, the CFS has entered into multiple litigations against its own members over their attempt to decertify; WHEREAS, the legal fees stemming from these cases could be put toward the goals of the CFS such as campaigns and lobbying; WHEREAS, one of the founding principles of the Federation is To organize students on a democratic, co-operative basis; BE IT RESOLVED THAT, Bylaw I 6. a) be deleted BE IT FURTHER RESOLVED THAT, Bylaw I 6. b) be deleted and replaced with b) Decertification votes shall be scheduled as per member locals own bylaws BE IT FURTHER RESOLVED THAT, Bylaw I 6. c) be deleted and replaced with c) as per member local BE IT FURTHER RESOLVED THAT, Bylaw I 6. d) be deleted. WHEREAS, the Federation has taken a considerable number of legal actions and threats against its own members, members of the press, and various members of our society; WHEREAS, the majority of these actions have been taken without reference to the national plenary; BE IT RESOLVED THAT an Operating Policy be adopted that reads as follows: Disclosure of Legal Activities The CFS(-Services) shall maintain a list of all of the legal actions (including threat / demand letters issued, and any and all procedures filled in any court at any jurisdiction) it has taken in the past three years, and the cost of these actions. Upon request of a member association, copies of all documents and materials generated in pursuit of any of the listed legal actions shall be delivered to the requesting association. 108/

WHEREAS ,the full range of salaries and benefits of national executives of the Federation are not currently available to members of the public, to member locals, or to individual members of the Federation; WHEREAS, the salaries and benefits of national executives of the Federation is of concern to members of the Federation; WHEREAS, Bylaw V(14)b which readsShould any member of the National Executive be employed by or perform services for the Federation other than as a member of the National Executive, or be a member of a firm or shareholder, director or officer, of a company that is employed by, or performs services for the Federation, this shall not disentitle such member of the National Executive or such firm, as the case may be, from receiving proper remuneration for such services. creates reason to be suspicious of the amount of remuneration distributed by the Federation in the last 5years, particularly when combined with recent National Executive activities vis--vis securing service contracts between member unions and the Federation; BE IT RESOLVED THAT, the text of bylaw V(14)b be replaced with:The National Executive shall not be allowed to receive any remuneration from the Federation, nor from any of its subsidiaries apart from that already provided for in bylaw V(14)a and its subordinate clauses. BE IT FURTHER RESOLVED THAT, Bylaw V(14)c be adopted as follows: The National Executive shall be required to separately disclose all salaries and benefits received from any entity that is employed by, or performs services for the Federation. All such disclosures shall be included in the Federations annual financial statements and distributed at the semi-annual general meeting. 108/

WHEREAS the CFS has two policies on peace; BE IT RESOLVED that the policies be consolidated and remain as an Issues Policy. 108/

WHEREAS, the Federations website service has experienced significant trouble over the last few years; WHEREAS, there is an increasing number of alternative website services available for locals to use; BE IT RESOLVED THAT, CFS-Services seek alternative hosting companies for the website service. BE IT FURTHER RESOLVED, that CFS-Services present a report back to the 62nd Semi-Annual General Meeting.

WHEREAS, student attending post-secondary institutions across the world face similar struggles; WHEREAS, the Canadian Federation of Students is uniquely positioned to bridge international student solidarity; WHEREAS, an official Global Education Summit would be beneficial to forging relationships and developing policies and campaign strategies; BE IT RESOLVED THAT, the Federation host a Global Education Summit on the struggle for Universal Access to Post-Secondary Education. BE IT FURTHER RESOLVED THAT, the Summit be hosted in the Ottawa/Gatineau region no later than October 2014. BE IT FURTHER RESOLVED THAT, the Federation invite members of Organizacin Continental Latinoamericana y Caribea de Estudiantes (OCLAE), the European Union of Students (EUS), the All-African Student Union (AASU), the Student Association of Asia and the Pacific (SAAP), the Association pour une Solidarit Syndicale tudiante (ASSE), and the International Union of Students (IUS) to attend the summit. BE IT FURTHER RESOLVED THAT, an organizing committee composed of three [3] elected representative from the National Executive of the Canadian Federation and one [1] elected representative from the Canadian Federation of Student Aboriginal Caucus, and that two [2] representatives from ASSE, one [1] representative from OCLAE, one [1] representative from EUS, one [1] representative from AASU, one [1] representative from SAAP and one [1] representative from the United States Student Association (USSA) be extended invitations to sit on the organizing committing for the Summit. 108/

WHEREAS, little research exists outlining various aspects of the global struggle for Universal access to Post-Secondary Education; BE IT RESOLVED THAT, the Federation prepare a research document outlining: i) the cost of Post-Secondary Education in countries around the world; ii) organising structures of continental and national student organizations; iii) examples of resistance to austerity measures, the commercialization of education and rising tuition fees. BE IT FURTHER RESOLVED THAT, the findings of the research and accompanying documentation be presented at the 62nd semi-annual general meeting. 108/

WHEREAS, many details surrounding Post-Secondary Education in Canada change on a yearly basis; WHEREAS, it is healthy organisational practice to regularly update fact sheets and advisories; BE IT RESOLVED THAT, the Federation launch a redesign and modernization of its existing fact sheets and advisories. 108/

WHERAS, CEGEP Student Unions have been at the heart of student strikes in Qubec; WHEREAS, the College Caucus offers little time for Colleges to discuss how to politicise their institutions; BE IT RESOLVED THAT, the Federation facilitate a stand-alone meeting for the Colleges caucus. BE IT FURTHER RESOLVED THAT, the stand-alone meeting happen at least seven [7] weeks prior to the 32nd Annual General Meeting. BE IT FURTHER RESOLVED THAT, Provincial Components be encouraged to issue invitations to the stand-alone meeting to non-member locals. 108/

WHEREAS, the Federation website has not been updated in many years; BE IT RESOLVED THAT, the Federation complete a design overhaul of its website. BE IT FURTHER RESOLVED THAT, content of the website include an overview of general meetings and yearly budget reports. BE IT FURTHER RESOLVED THAT, the website overhaul be completed prior to the 62nd semiannual general meeting. 108/

WHEREAS, the policies of the Federation reflect our collective objectives; WHEREAS, the Federation should strive towards presenting policies as accessibly as possible; BE IT RESOLVED THAT, the Federation create a website uniquely to highlight the policies of the Federation. 108/

BE IT RESOLVED THAT, Standing Resolution 31 be amended to read, The name shall be known as the Quebec Component, hereinafter referred to as the Component. 1. Membership The members of the component shall be all active Federation member local associations in the province of Quebec. Each member association shall be entitled to one (1) vote within the Component. 2. Steering Committee The affairs of the Component shall be managed by a Steering Committee. a. Composition The Steering Committee shall be composed of the Quebec Component Representative on the National Executive and one representative from each member local association in Quebec. b. Term of Office The term of office for a local representative shall be one (1) year commencing upon ratification to the Steering Committee, and expiring at the Steering Committee scheduled the closest to one (1) year after the Steering Committee meeting at which the member was ratified. 3. Duties of the Steering Committee a. Collective Duties of the Steering Committee The Steering Committee shall manage the affairs of the Component, implement campaigns and programs of the Federation in Quebec, and be responsible for the administration of Federation provincial resources in Quebec. b. Duties of the National Executive Representative The National Executive Representative shall oversee the keeping of accounts of all receipts and disbursements of the Federation, and shall deposit all monies or other valuable effects in the name and to the credit of the Federation. c. Duties of Local Representatives Local Representatives shall be responsible for coordinating the implementation of Federation campaigns and programs at the local level 108/

BE IT RESOLVED THAT, article f of Standing Resolution 33 be removed. 108/

WHEREAS, the Federation is based around sovereign student organisations; WHEREAS, students should be able to participate and decide on the fate of their Federation without employees of respective member locals intervening; BE IT RESOLVED, that non-student employees be disallowed from voting on motions brought up in General Meetings. 108/
