A Message from the General Manager,Community Services, City of Edmonton
Each year, more than 3.5 million visitors enjoy City o Edmonton recreation centres, and we take our responsibility to these Edmontonians seriously. When our aquatic sta go to work each day, saety is top o mind and they strive to make sure visitors are sae and enjoying their experiences. So, when two lives werelost ollowing incidents at City o Edmonton pools this summer, we were all deeply saddened and prooundly impacted. Our hearts went out to the amilies and riends who suered loss.Because we take our responsibilities to heart, we regrouped ollowing the tragedies and rallied. We cametogether and said, let’s make sure we are doing everything we can to keep our pools sae and to let pool visitors know the important role they can play to help prevent incidents. With this goal in mind, we acted quickly, deliberately and thoroughly. We immediately conducted anemergency debrie and introduced changes as a result. We also asked the Liesaving Society to investigatethe incidents. We have accepted and acted on all o the Society’s recommendations. While these important reviews o the two serious incidents took place, we decided to simultaneously conducta broader review. Our sta studied aquatic trends, research and the approaches o other acilities in Canadaand the United States. We considered how to apply those learnings across the City’s aquatic acilities and are working to implement these changes.It’s important to clariy that our pools are sae. Our aquatic operations have met or exceeded applicableregulations and standards, and these two atalities are the rst water-related deaths at a City o Edmontonoperated pool in more than 20 years. In 2011, there were 56 emergency incidents where a swimmer was introuble and lieguards were called upon to perorm a rescue or provide rst aid.Our success stories outweigh the tragedies, but in cases like this there is only one number that matters.One lie lost is one too many. So it’s important to continue learning and implementing new and better ideasand technology. This report sums up the extensive work by our Community Services sta. These pages represent real andsubstantive changes that have been made to make our pools saer. We are continually enhancing the measures in place to respond to and prevent critical incidents. Weacknowledge incidents can be reduced by enhancing, and in some cases ne-tuning our saety measures. We elt it was important to let Edmontonians know the ull extent o our willingness to move orward, and so we have summarized, in this document, our journey and the changes they can expect to experience whenthey are visiting a City o Edmonton pool.
