Residents of Marikina, one of the cities heavily damaged by the rains, had to endure days in evacuation areas, and rely on relief goods for survival. It felt like Ondoy all over again for Marikenyos. SOT CANDIDO SENOBIO: Mahirap sa mahirap kasi may kapansanan siya. Maski nga ako na walang kapansanan, kasi sama-sama sa evacuation. Hindi ka makagalaw ng maayos na galaw. VO: According to the disaster response unit of DSWD, PWDs are given third priority during disasters, following children and the elderly. Consultations are held beforehand in preparation for disasters, and in order to address their special needs.

SOT JOEL PANGILINAN (DSWD Disaster Unit Head): In every level ng planning gaya ng ginagawa natin ngayon sa evacuation center, siguro after appropriate time na magkaroon kami ng mga concrete planning na kung saan kailangan ng inputs nila, so thats the time talaga na iinvolve naming sila.
