Description

One is called the International Property Maintenance Code (IPMC).
The other is called Hazard Mitigation, for which Homeland Security
(AKA FEMA) provides grants with just a few strings attached.
The IPMC was first published in 2003 and there is or will be a
2006 edition. The 2003 edition was bad; the 2006 edition is worse.
Check to see if your city or county government has already adopted
the IPMC as part of its zoning regulations. If that is the case,
you are in trouble, you just don't know it yet. Fines for property
not meeting the specs in the IPMC can go to $500/day. There is no
appeal. Provisions of the IPMC can be used as a pretext for condemming and destroying your home without your being able to
even collect your personal possessions. This has already happened
in St. Clair, Mich
