assetsand
are criticafto
maintaining

creatingjobsfor
these
states.
The
internationaltrade, recreationâf
boating
and
commercial
fishingthat
takesplace
at
these
sma.l-I
po.rts
is
more
important
to
the
economic
heal-th
of
Oregonand
Washington
coastal
port
communities,
and
to our entirestates,
nor¡r
more
than
ever before.
Stifl,
these
federa]projectsare
overlookedand remain
critica]ly
underfunded.
In
FY
2013,most
of the
small
ports
on
our
coasts
were
compfete.Ly
zeroed
out inthe
Administration,
s budget.
White
vre
acknowledge
the
need
for fiscal responsibility,
now
is notthe
time
for our
country
to
aflor"J
vital coastal infrastructure projects
to
furtherdeteriorate.
V^¡ithout
adequate
funding,the
navigation
channels
leading
to
these
portsr^rilf silt in
and
thejettiesprotecting
these
cornmunities
wilL
crumb.le.
Many
have
small
popufations,
and
theports
provide
employment
for a significantproportionof
these
conmunitíes. ¡lithout
access
to theports,
the
main
economic
driverin
these
communities
is
gone.
During
thisperiodof
economic
recovery,
we
cannot
afford to
ignore
our
small
ports.In the
FY2012
omnibus spending
bifl,
S30
rnillion
ín
additional
Operations
&
Maintenance
(OeM)
funding
was
allocated
smafl-,
remote
or
subsistence
ha.rbors
nationwide. It is likely
a
similarpotof
money
will
beincluded
ín the
FY2013
bil-l. This is
a
targeted
effort
by
Congress
to
provide
a lifelinetojusta
few
smafl
navigation
projects
around
the country, but it is
simp.ly
not
enough.
Íle
ask
you
to
do
better
by these smãll
projectsin the
FY2014
budget,
and
includedirect
funding
for our
small
ports.This is
something
that
both
the
House
and
Senate
FY2013
Energyand
Water
Devel-opment
Appropriations
biffs directed the
Administratíon
to do,
and
we
believe
it is irresponsibleto ignore this instruction. Until
these
projects
are
adequatefy
addressed
inthe
budget,
thereis l-ittle
hope
for
smal]-
federal
navigation
projectsin
Oregon and
Washington,
or
throughout
thenation,to
be
maintained
by
the
U.S.
Army
Corps
of
Engineers.
