:1This appeal presents a single issue: Does New York’s2handgun licensing scheme violate the Second Amendment by3requiring an applicant to demonstrate “proper cause” to4obtain a license to carry a concealed handgun in public?5Plaintiffs Alan Kachalsky, Christina Nikolov, Johnnie6Nance, Anna Marcucci-Nance, and Eric Detmer (together, the7“Plaintiffs”) all seek to carry handguns outside the home8for self-defense. Each applied for and was denied a full-9carry concealed-handgun license by one of the defendant10licensing officers (the “State Defendants”

) for failing to11establish “proper cause”—a special need for self-12protection—pursuant to New York Penal Law section13400.00(2)(f). Plaintiffs, along with the Second Amendment14Foundation (“SAF”), thereafter filed this action to contest15New York’s proper cause requirement. They contend that the16proper cause provision, on its face or as applied to them,17violates the Second Amendment as interpreted by the Supreme18Court in
