SEC. 3. PURPOSES AND PRINCIPLES.

TATEMENT OF

URPOSES
.—The purposes of

this Act include the following:

(1) To preserve and create jobs and promote
9
economic recovery.

(2) To assist those most impacted by the reces-
11
sion.

(3) To provide investments needed to increase

economic efficiency by spurring technological ad-
2
 vances in science and health.

(4) To invest in transportation, environmental
4
protection, and other infrastructure that will provide
5
long-term economic benefits.

(5) To stabilize State and local government
7
 budgets, in order to minimize and avoid reductions
8
in essential services and counterproductive state and
9
local tax increases.

RINCIPLES

UNDS
.—The President and the heads of Federal depart-
12
ments and agencies shall manage and expend the funds
13
made available in this Act so as to achieve the purposes
14
specified in subsection (a), including commencing expendi-
15
tures and activities as quickly as possible consistent with
16
prudent management.

SEC. 4. REFERENCES.
18
Except as expressly provided otherwise, any reference
19
to ‘‘this Act’’ contained in any division of this Act shall
20
 be treated as referring only to the provisions of that divi-
21
sion.
