ell, make that every month.On January 7, 2009, theKiawah/Seabrook ExchangeClub hosted the lovely ladies o the BishopGadsden 2009 calendar and, consequently,one o the largest crowds o members theClub has seen all year.aking a cue rom the women o theRylstone, England Women’s Institute,Bishop Gadsden’s Wellness Director Jennier Hartig took it upon hersel tosecretly inquire among the retirementcommunity’s 300 plus women as to who would be interested in modeling in thesemi-nude or a calendar. She was surprised with the results. “Almost everyone weasked wanted to be a part o it,” Hartigsaid. “Te hardest part was keeping it asecret or six months.”Even though some o the women who were asked weren’t even aware o what a“calendar girl” was, they were still happy to participate. Te photographs were takenby Katie Jayne and the cover was taken by  Wade Spees. Te settings ranged romneighboring back yards to county parksto bubble-lled bathtubs. And like the Women’s Institute beore them, when thecalendar was released on November 13,2008, they sold out o their rst thousandin less than a week. Te second print soldout almost as ast and by the time they made it to the Exchange Club meeting,they only had 50 calendars let rom theirthird and nal printing. Needless to say,they were out o calendars by the end o the meeting, and the group was thrilledto announce that, along with the undsraised that night, they had collected over$18,000 in total, the prots rom which will go toward the Bishop Gadsdenresident assistance und.Kimberly Farone, daughter o Exchangite Frank Farone and directoro Bishop Gadsden’s Development andPublic Relations, introduced each calendargirl with the help o a hand written lyricalpoem. Each woman stood up as her name was announced and waved and blew kissesto the applauding crowd. Ranging in agerom 68 to 99, the ladies are still fatteredby all the attention they’ve receivedrom their per mensem ame. One evenremarked that she couldn’t even go to thesupermarket without getting recognized.“I’ll be checking out at the calendar whensomeone will look at me and say, ‘Hey,you’re Ms. September!’”, she laughed.Beore leaving, Ms. Farone asked i anyone had any questions or the calendargirls. “Yes,” said an Exchangite, “haveyou received any complaints rom HughHener?”

Election o Mayor Pro-Tempore
Mayor Wert nominated Councilman Al Burnaord to serve as Mayor Pro-empore, a position which would allow the nominated Councilman to serve inthe position o Mayor i the current Mayoris either absent or unable to perorm hisduties. He would also serve as Mayor untilthe next possible election i the currentMayor is unable to complete his term. Temotion was seconded and CouncilmanSteve Orban nominated CouncilmanCharles Lipuma, which as also seconded.Finally, Councilman Lipuma nominatedCouncilman Orban and was seconded.Te nomination was held to a vote andCouncilman Burnaord was elected by the majority as Mayor Pro-empore witha vote o 3 to 2, with Councilmen Orbanand Lipuma voting against.

Councilman Lipuma was assigned to the Arts Council, Councilman Orban wasassigned to the Public Saety and RoadsCommittees, Councilman McHugh wasassigned to the Environmental Committeeand Councilman Burnaord was assignedto the Planning Commission and External Aairs.

Environmental Committee: 
Tere canbe no less than six and no more than tenCommittee members on the EnvironmentalCommittee and all serve one year terms toexpire on January 31. Current membersDave Achey, Dale Anderson, JimChitwood, David Elliott, Aaron Given, Jim Jordan, Elizabeth King and NormShea were re-elected with new Councilmember Lois Bryant being nominated tothe Committee. All appointments wereapproved unanimously.
 Arts Council: 
Tere can be no less thanve and no more than eight Committeemembers on the Arts Council and allserve one year terms to expire on January 31. All current members, Bill Blizard,Ellie Burnaord, Arie DeZanger, JulieFenimore, Leni Freeburg, Mary Johnson,Linda Morganstein and Carol AnneSmalley were re-elected to the Committeeand all appointments were approvedunanimously.

Correction: Seabrook CER not disbanding
Te Island Connection would like to apologize or incorrectly stating in a recentown Council report that the CER team on Seabrook Island has disbanded. According to CER chairman Ron Bourn, Te Seabrook Island CER team isstill in existence and unctioning. Shortly ater receiving their CER training, theSeabrook group ormed a non-prot organization with a tax id number. Recently,the team has learned that their non-prot status may jeopardize its ability to deenditsel rom rivolous lawsuits. Tereore, the group is disbanding the ormal non-prot organization. Te own o Seabrook Island has agreed to include the CERmembers on their liability coverage. Te Seabrook CER continues to exist and isprepared to respond to emergencies.

moved to approve the amendment to Article 12C-204, which allows a developerto apply or a single (1) six month timeextension on an approved preliminary plat (Article 12C-204 previously allowedor three (3) six month extensions). Approval o preliminary plats applies orthree (3) years and when a subdivision isto be developed in sections or phases, thethree (3) years is measured rom the dateo the approval granted to that phase orsection o the subdivision. Te PlanningCommission may terminate an approval,or cause, at any time ater three (3) years.Councilman Burnaord stated that hehad spoken with Kiawah resident Denny Royal and pointed out that Royal is onhis second extension and would have tore-apply or his permit i the Ordinancepassed. Because o this, Royal askedthat the Ordinance allow at least two(2) extensions. Council approved theOrdinance as written unanimously.
Ordinance 2009-02: Amendments to Zoning Map
Since the 1994 zoning map or KiawahIsland was hand drawn and not parcel-specic, the own o Kiawah wishes toupdate the own zoning map in accordance with data based on the County GIS. All aected property owners have beennotied via letters rom the own and allaected parcels have been posted. Charitable contributions
Te own o Kiawah began with a budgeto $100,000 or charitable contributionsrom the General Fund or the year.Donations are given on a bi-annual basis,in January and July, and limits charitabledonations, o more than $1000, to non-prot organizations with 501(c)(3) status.Preerence is given to organizations locatedin the geographic region o CharlestonCounty whose services and programsseek to benet, directly or indirectly,the Kiawah Island and Johns Islandcommunities. As $56,050 o the budgethas already been used, the own was only able to donate up to $43,950 to requestingnon-prots. Ways and Means consideredall the applications and recommended theollowing to Council:
Rural Mission, Inc 
: Requested $15,000or equipment. Ways and Meansrecommended donating $6,500.
Barrier Islands Free Medical Clinic 
:Requested $25,000 to support theirmission and budget. Ways and Meansrecommended donating $15,000.
Coastal Crisis Chaplaincy:
Requested$7,000 to support their mission andbudget. Ways and Means recommendeddonating $3,500.
St. Johns High School:
Requested $5,000 tound a trip or 45 students to WashingtonD.C. or President-Elect Obama’shistorical inauguration. Ways and Meansrecommended not giving a donation.
Pet Helpers:
Requested $2,500 to supporttheir mission and budget. Ways and Meansrecommended not giving a donation.“I gave a lot o thought to this and KiawahIsland is very proud o all the work we doin the community,” said CouncilmanLipuma. “It would seem to me, in adesire or community outreach, that thisis a one time opportunity to support St. Johns High School.” Even though Waysand Means recommended that St. JohnsHigh School not receive a donation,Lipuma pointed out that there was still$3,900 let in the contributions coer. “Ithink we should give them what’s let,” hesaid. Councilman Orban agreed, statingthat he had voted against the donationoriginally, but his heart was sotenedovernight, mainly due to a number o calls he received regarding the issue. “I say  we take this one time opportunity to givethese kids this trip,” said Orban.Councilman Burnaord pointed outthat that own has received donationrequests rom other schools in the pastand the own turned them down. “99%o the requests are well-intentioned,” saidBurnaord. “I will not vote or this.”Council voted or the dontation witha vote o 3 to 2 with Mayor Wert andCouncilman Burnaord voting against.
2009 Holiday schedule
Te own approved the 2009 ownholiday closing schedule unanimously.
Beach parking 
Councilman Lipuma reported that he hadreceived a letter rom Bill Goodwin justbeore today’s meeting in regards to thebeach parking issue. “It’s good news that we have this inormation beore us,” saidLipuma. “But, it’s still to be continued.
 Kiawah River revetment 
Councilman Lipuma reported that theOfce o Coastal Resource Management(OCRM) has issued a permit, approving270 eet o the requested 2,783 oot longbulkhead along the Kiawah River. Telength was approved specically or theparking lot o Beachwalker Park, which isconsidered an “endangered area” as it runsthe risk o eroding into the river. “I mustadmit that I’m disappointed that Kiawah was not on the list to receive notication when the permit was approved,” saidLipuma. Te own received a copy o thepermit on January 2, and ound that theown needs to specically request a copy o any OCRM permit in the orm o a letter with the Mayor’s signature. “Normally,the requester asks or the own to know about the permit,” said Mayor Wert. Healso noted that there is a 15 day period toappeal any OCRM decision and permitsmust be signed in 30 days or they willbecome void.
Environmental report 
Councilman Lipuma reported that there were three deer incidents, all in the secondand third weeks o December. A emaledeer was hit near Mingo Point and a buck  was hit near the real estate sales ofce.Both were badly injured and needed tobe euthanized. Tey were unable to locatethe third deer.Tere was a dolphin stranding recently,but no urther inormation is known atthis time. Te piping plover count remainssteady, around 17 birds per survey.Last week, own biologist Jim Jordangave a presentation on the State o theBeach to the Community Association. Hereported that the beach remains stable andthat an o-shore sand shoal has nally
