Dear Larry Holman, Please allow this letter to serve as a denial of your property damage claims presented to District of Columbia Water and Sewer Authority (DC Water) following the flooding that occurred in Bloomingdale and its surrounding area during the period July 10-20, and September 2, 2012. As you are aware, in July, DC Water conducted an extensive investigation to determine the cause of the flooding in the area. Based on the findings from that investigation, it was determined that the flooding was the result of heavy rain in the Washington, D.C. Metropolitan Area. The heavy rain during this short period of time caused an excessive volume of water that overloaded the capacity of the combined sewer system located in your area. That, in turn, resulted in a massive overflow of runoff that innudated the streets and neighboring homes located in Bloomingdale and LeDroit Park. An inspection of the sewer lines in the affected areas immediately following these events revealed no obstructions or abnormalities that would cause the significant flooding in your area. Further, DC Water's service records indicate the catch basins were maintained and cleaned in accordance with the established maintenance schedule, to include some of the catch basins having been cleaned several days before the occurrence(s). Please know that DC Water is sympathetic to the problems that have arisen in your neighborhood. DC Water however, was not responsible for the flooding that occurred, and therefore, it bears no liability for this event and/or related your losses. As such, we respectfully deny all liability on behalf of DC Water for the flooding that occurred in the Bloomingdale and surrounding area. Sincerely,
