Homelessness in Morris County
Director Chegwidden asked Ms. Von Aulock tointroduce the homeless service providers to theBoard.The representatives discussed the part theirorganizations play in helping the homeless, froman emergency assistance committee, outreachprograms, and collaboratively working together tomeet their needs. The members of the HumanServices Advisory Council work with the agenciesto identify gaps and monitor services. They arevery appreciative that they are able to use the ninehouses on Ruth Davis Drive provided by theCounty.December 6 is Project Homeless Connect takingplace at St. Peter’s Episcopal Church. Thehomeless will meet all the service providers there.Freeholder Murphy noted that Morris Countygovernment is all about helping people in the areasof health, public safety and protection.
ADMINISTRATOR’S REPORT
The Law Enforcement study, being preformed byPolice Executive Research Forum will begin withinterviews in November.The Chatham Borough Administrator has written aletter seeking the timeframe for completion of theMIRS Interoperable Radio upgrade. This project istargeted for completion by years end. This willinclude a tower that is designed to improve thatareas communications.Orientation for the new freeholders will begiven on November 12 and 19 in theevening. Department heads, constitutionalofficers and the Clerk of the Board havebeen asked to present.The Drug Court graduation is scheduled forOctober 25 at 1:30 p.m.Assistant Administrator’s ReportMs. Buchanan will be meeting with thestaff of Law and Public Safety regardingpotential upcoming storms.
COUNTY COUNSEL’S REPORT
There are no ordinances for introduction orfinal adoption for this evening. Hisdepartment has reviewed forty-threeresolutions.
FREEHOLDER MURPHY
He noted that the Star Ledger ran an articleon the Juvenile Detention Center’s equineprogram.This is the fourth year in a row that theState found the Juvenile Detention Centerto be in full compliance with nodeficiencies. Some of the qualities notedare access to staff; residents are treated in arespectful manner and the fact that this isthe only detention facility that has been infull compliance four years in a row.Please pass on the Freeholder Board’scongratulations.

Resolution No. 12 is an agreement for healthmanagement shared services between our HealthManagement Division and the Borough of MorrisPlains. So far Denville and Boonton Township arepart of those shared services as well.
FREEHOLDER MASTRANGELO
Work on the IT strategic plan is continuing.Ms. Buchanan will be meeting with the IT staff responsible for purchasing equipment. They willevaluate every option to get the best costThe Morris County Library received the 2012Daily Record Readers Choice Award for one of thebest public libraries in the county.The Office of Public Information has been workingwith the OEM director to revamp their website.He recently attended a Park Commission meetingand was informed that several of our Park Policereceived awards for valor and bravery. They areto be commended.
FREEHOLDER GROSSI
Resolutions 16, 35 and 36 are approvals foralternate properties in Pequannock, Lincoln Park and Parsippany-Troy Hills to receive fundingunder the flood mitigation plan. This program isworking well for a number of towns that haveflooding issues.Earlier this year the Board relayed to the NorthJersey Transportation Planning Authority concernsthat Randolph Township has with the intersectionof Route 10 and Center Grove Road. The NJTPAconducted a Walkable Community Workshopstudy at that location. The finalized report isavailable on NJTPA’s website. The NJDOT is inthe process of designing upgrades to a portion of Route 10 that includes this intersection.The Morris County Open Space Committeereviewed funding applications on Monday and thisprocess will conclude tomorrow evening. Fundingrecommendations will not become public until theFreeholder work session presentation onNovember 28
th
.On October 12 she represented the FreeholderBoard at the dedication of the Lewis Morris tabletlocated at the County’s pocket park. MorrisCounty has played an important role in the historyof New Jersey.On October 18 she presented a proclamation thatdeclared October 2012 as Community PlanningMonth in recognition of the valuable contributionsmade by the Morris County Planning Board andthe continued commitment to public servicedemonstrated by Planning Board members andtheir professional staff. The membersappreciated the recognition.
FREEHOLDER LYON
The Whippany Road Bridge should becompleted on schedule by the end of December. Four paving projects are duefor completion in the next couple of weeks.Final paving projects for this year will goout to bid on October 31 for two sections of Route 202 in Montville, Drakesdale Roadin Mt. Olive and Berkshire Valley Road inRoxbury.On Tuesday the MUA accepted an awardof contract for the operation of two transferstations. This should save between $24-25million over five years.
FREEHOLDER CESARO
The Transparency meeting will take placeTuesday, October 30 at 9 a.m. There willbe a PowerPoint presentation on proposedwebsite changes. He attended a recentmeeting for an update on the transparencylegislative bills signed by the Governor.He presented a resolution of support forS-2206/A-3255. It requires public utilitiesto file certain mitigation plan informationwith the BPU and imposes penalties if notdone. This will help to more effectivelyaddress future weather issues by thesecompanies.The Freeholder Board concurred to placethe resolution on tonight’s agenda.He presented a draft resolution creating theShared Services Advisory Committee.After review by County Counsel, theFreeholder Board concurred to place theresolution on tonight’s agenda. This willfoster the channels of communication andhelp to secure access to shared servicesamong the various levels of government.Freeholder Cesaro asked the FreeholderBoard to come forward now with any ideasfor the budget subcommittee on the 2013budget.Clerk Ketchum noted that November 7 isthe Veterans Medal Ceremony taking placeprior to the Freeholder meeting at 7 p.m.
DEPARTMENT HEADS
Mr. Roe reported that the underwriter is outin the market selling the County’srefunding bonds. The estimated savingswill be about $2.6 million with a $300,000reduction in debt for next year and 1.3%interest through 2025. The pension budget
