AN ACTPROVIDING FOR A COMPREHENSIVE POLICY ONRESPONSIBLE PARENTHOOD, REPRODUCTIVE HEALTH, AND POPULATION AND DEVELOPMENT, AND FOR OTHERPURPOSES AN ACTPROVIDING FOR A NATIONAL POLICY ON REPRODUCTIVEHEALTH AND RESPONSIBLE PARENTHOOD

This Act shall be known as “The
Responsible Parenthood, Reproductive Health, and Population
and Development Act of 2012”.
This Act shall be known as the “TheReproductive Health Act of 2012”.
Declaration of Policy.
The State recognizes theFilipino family as the foundation of the nation. Accordingly, itshall strengthen its solidarity and actively promote its totaldevelopment. The State shall defend the right of spouses tofound a family in accordance with their religious convictions andthe demands of responsible parenthood.The State recognizes and guarantees the exercise of thebasic human right and, pursuant to the declaration of Statepolicies under Article II, it is the duty of the State to protect andSEC. 2.
The State recognizes and guarantees thehuman rights of all persons including their right to equality and non-discrimination of these rights, the right to sustainable humandevelopment, the right to health which includes reproductive health,the right to education and information, and the right to choose andmake decisions for themselves in accordance with their religious convictions, ethics, cultural beliefs, and the demands of responsibleparenthood.Moreover, the State recognizes and guarantees the promotion of
