About PHC4
Te Pennsylvania Health Care Cost Containment Council (PHC4) is anindependent state agency charged with collecting, analyzing and reporting inorma-tion that can be used to improve the quality and restrain the cost o health care inthe state. It was created in the mid-1980s when Pennsylvania businesses and laborunions, in collaboration with other key stakeholders, joined orces to pass market-oriented health care reorms. As a result o their eorts, the General Assembly passed legislation (Act 89 o 1986) creating PHC4.Te primary goal is to empower purchasers o health care benets, such as em-ployers or labor union health and welare unds, with inormation they can use toimprove quality and restrain costs. More than 750,000 public reports on patienttreatment results are downloaded rom the PHC4 website each year. Addition-ally, nearly 100 organizations and individuals annually acquire data that is tailoredto their specic needs through PHC4’s special requests process. oday, PHC4 is a recognized national leader in public health care reporting.It is governed by a 25-member board o directors, representing business, labor,consumers, health care providers, insurers, and state government.
