The EUISS has produced a groundbreaking report which or the frst time looks at the impact o an increasingly empowered global citizenry on the international system. The report paintsa world which is no longer a relatively static one o states, but delves deep into the drivers and  orces – such as the communications revolution – that are moulding and constraining statebehaviour, not the other way around.
