Program Agriculture Development Program Program Description Agriculture and Markets (Ag and Mkts) Funding provided by the NYSDAM will be used for a project or projects designed and intended for the purpose of establishing, maintaining, or expanding agricultural operations, or for providing facilities and/or markets for the production, manufacturing, processing, warehousing, or distribution or sale of New York crops, livestock and livestock products. The goal of this program is to promote agricultural economic development through funding a project or projects that will increase New York farm viability through expansion, value added production, diversification, or long term reduction of operating costs. New York State Council on the Arts (Arts) Arts Grant Program Funds are available under Article 3 of the Arts and Cultural Affairs Law for the study of and presentation of the performing and fine arts; surveys to encourage participation in the arts; to encourage public interest in the cultural heritage of the state, and to promote tourism by supporting arts and cultural projects. NYS Canal Corporation (Canals) Canalway Matching Grant Program The Canalway Grants Program is a competitive grants program available to eligible municipalities and 501(c)(3) non-profit organizations along the New York State Canal System. Projects are intended to meet the objectives of the Regional Economic Development Councils and the NYS Canal Recreationway Plan. Department of Environmental Facilities (DEC) Clean Water State Revolving Fund (CWSRF) The New York State Environmental Facilities Corporation (EFC), in conjunction with the New York State Department of Environmental Conservation (DEC), will offer grants to municipalities to help pay for the initial planning of eligible Clean Water State Revolving Fund (CWSRF) water quality projects. The CWSRF Engineering Planning Grant will assist municipalities facing economic hardship with the engineering and planning costs of CWSRF-eligible water quality projects. Grants of up to $30,000 (with a 20% required local match) will be provided for engineering and planning services for the production of an engineering report. Empire State Development (ESD) Excelsior Jobs Program (EJP) Refundable tax credits are available for strategic businesses such as high tech, bio-tech, clean-tech and manufacturing that create or retain jobs or make significant capital investments. Businesses meeting the eligibility criteria may apply for assistance at locations throughout NYS. ESD has several grant programs that together make available $174 million of capital grant funding for the States Regional Economic Development Council Initiative. The programs that are included under this category are: Regional Council Capital Fund (Up to $150 million), Empire State Economic Development Fund (Up to $20 million); and Urban and Community Development Program (Up to $4 million). Capital grant funding will be allocated among the ten regions, each represented by a Regional Council, based on the implementation of the Strategic Plan and will be allocated to priority projects identified by the Regional Councils as significant, regionally supported and capable of stimulating economic investment. Regional Tourism Marketing Grant projects promote regionally themed marketing projects and promote tourism destinations, attractions, events and other tourism-related activities that work to support the Regional Council long term strategic plans for economic growth in their regions, as well as to attract visitors to New York State. The Environmental Investment Program (EIP) helps businesses capture the economic benefits associated with pollution prevention, waste reduction, re-use and recycling. The program provides capital, technical assistance, and research and development grants that expand the ability to recycle solid and industrial waste into higher value products, or reduce pollution and waste at the point of generation. The program is funded through appropriations from the Environmental Protection Fund. Program Urban Initiatives Program (UI)

Program Description Homes and Community Renewal, Office of Community Renewal (HCR and HCR/OCR) The purpose of the Urban Initiatives program is to provide financial/technical resources to New York communities for the restoration and improvement of housing, commercial areas and public/community facilities in urban neighborhoods. This program will provide grants to notforprofit community based organizations and charitable organizations that have a direct interest in improving the health, safety and economic viability of a distressed urban neighborhood or other aspects of the area environment that are related to community preservation or renewal activities. The UI program provides applicants flexibility in determining the exact nature of their revitalization efforts and program priorities. The purpose of the Rural Area Revitalization Program (RARP) is to provide financial/ technical resources to New York communities for the restoration and improvement of housing, commercial areas and public/community facilities in rural areas of the state. This program will provide grants to not for-profit community based organizations and charitable organizations that have a direct interest in improving the health, safety and economic viability of a rural area or other aspects of the area environment that are related to community preservation or renewal activities. RARP provides applicants flexibility in determining the exact nature of their revitalization efforts and project priorities. The Community Development Block Grant (CDBG) Program provides funding to small communities and counties in New York State with a great opportunity to undertake activities that focus on community development needs such as creating or expanding job opportunities, providing safe affordable housing, and/or addressing local public infrastructure and public facilities issues. The primary statutory objective of the CDBG program is to develop viable communities by providing decent housing and a suitable living environment by expanding economic opportunities, principally for persons of low and moderate income. The New York Main Street Program (NYMS) provides resources for the purpose of assisting New Yorks communities with their Main Street and downtown revitalization efforts. NYMS endeavors to stimulate reinvestment in properties located within the mixed-use commercial districts and adjacent neighborhoods by providing resources with the goal of establishing sustainable downtown and neighborhood revitalization and investing in projects that provide economic and housing opportunities. Office of Parks, Recreation and Historic Preservation (Parks) For the development of parks and recreational facilities to preserve, rehabilitate or restore lands, waters or structures for park, recreation or conservation purposes and for structural assessments or planning for such projects. For the acquisition of a permanent easement or fee title to lands, waters or structures for park, recreation, conservation or historic preservation purposes and for projects identified in a local heritage area management plan. For the improvement, protection, preservation, rehabilitation or restoration of properties listed on the State or National Registers of Historic Places and for structural assessments or planning for such projects. For projects to preserve, rehabilitate or restore lands, waters or structures, identified in the approved management plans for Heritage Areas. Department of Labor (DOL) Grant funding to private sector for-profit and not-for-profit businesses for skills upgrading of their workforce. Includes providing training to: new hires who are long-term unemployed individuals to perform their required job duties; long term unemployed individuals in a customized classroom setting with a commitment to hire individuals who succesfully complete the training; and existing employees who without the training are at risk of being laid off. Department of State (DOS) The Local Waterfront Revitalization Program provides matching grants on a competitive basis to revitalize communities and waterfronts New York State Energy Research and Development Authority (NYSERDA) NYSERDAs Commercial and Industrial (C&I) programs offer New York businesses solutions to improve energy efficiency and save money through design, new construction, renovation, and process improvements to commercial and industrial buildings. The New Construction Program and Existing Facilities Program help building owners make informed decisions to design and renovate sustainable buildings. The FlexTech program can offer energy saving opportunities through consultation and cost-sharing studies. Industrial and Process Efficiency Program can help organizations increase product output and data processing efficiency. The Regional Economic Development and Greenhouse Gas Reduction Program (REDGHG) will award cost-share funding for energy efficiency, renewable energy, and/or carbon abatement projects that address the regional priorities of the Regional Economic Development Councils (REDCs), result in strategic investments, and build the capacity within the region to participate in the States clean energy economy. Environmental Facilities Corporation (EFC) The Green Innovation Grant Program (GIGP) provides grants on a competitive basis to projects that improve water quality and demonstrate green stormwater infrastructure in New York. GIGP is administered by NYS Environmental Facilities Corporation (EFC) through the Clean Water State Revolving Fund (CWSRF) and is funded with a grant from the US Environmental Protection Agency (EPA).

The Just Buffalo Literary Center will present 'Literary Buffalo' in order to support the literary arts as a vital component of the community's unique cultural heritage and to fully contribute to the Western New York Region's efforts to retain jobs, attract visitors and train a 21st century workforce. Just Buffalo will make targeted investments in staff time, artist fees and marketing to advance its arts and community building work. The Center for Exploratory and Perceptual Arts Gallery (CEPA) and Big Orbit Galleries will partner to form a vibrant contemporary arts and learning center in downtown Buffalo. Working together since 2004, these two entities will merge and present artistic and educational programming of the highest international caliber and repute. This re-envisioned CEPA Gallery will draw audiences into Western New York and provide emerging and under-recognized artists with presentation opportunities.

Gowandas Historic Hollywood Theatre Ltd. will continue the restoration of "Gowanda's Historic Hollywood Theater" located in the Gowanda Village Historic District. CenterSPACE will operate a multi-tenant office facility for nonprofits, for-profits, social entrepreneurs and unincorporated community groups. CenterSPACE will provide back office services and general office management and administration. Calix Ceramic Solutions, LLC (Calix) GNP Ceramics, LLC (GNP) and Ceramic Technology Partnership, LLC (CTP) will undertake a joint development project to expand their ceramic manufacturing processes to include the manufacturing and supply of sintered silicon carbide. The City of Tonawanda will update its Local Waterfront Revitalization Program to reflect changes over the past 25 years. The Pier Construction City will also construct a handicapped-accessible fishing pier with a concrete walkway along the mouth of Ellicott Creek and the Erie Canal. Community Foundation for Greater Buffalo, Inc. will train 80 unemployed workers in green rehabilitation construction including Environmental Protection Agency (EPA) Lead Renovation, Repair and Painting (RRP), Asbestos Handler, Healthy Homes Principles and OSHA 10 Hour Certifications. This project involves the installation of additional railcar staging and unloading at the Buffalo facility. This investment will help assure the Milk-Bone plant of this fully owned subsidiary of Del Monte Foods remains in Western New York. Great Lakes Concrete Products, LLC of Hamburg in Erie County will provide on-the-job training to 30 newly-hired workers in the manufacturing of gray block, glazed block and other pre-cast concrete products, and forklift operation. Hamburg Development Corporation will renovate 14 buildings in Hamburg. The award will be used for interior and exterior renovations to 27 commercial and 20 residential units.

The award will be used to HCR, the Arts, Inc. Green Roof create an arts cafe, artisan marketplace and artist housing Parks facility, resulting in a green, completely integrated mixed-use structure revolving around the arts. North American Carbide TheraSyn Pharmaceuticals Equipment Purchase and Manufacturing Expansion TheraSyn Pharmaceutical will expand its manufacturing facility and purchase new equipment. TheraSyn ESD Pharmaceuticals will invest $21 million and create 110 new jobs. Installation of publicly-accessible Compressed Natural Gas (CNG) station at company's fleet location in Lancaster, NY. NYSERDA Try-It Distributing Co. will also convert 49 diesel powered delivery vehicles to CNG and eventually include its light duty fleet. The Village of Springville will renovate 18 buildings in downtown Springville. The award will be used for interior and HCR exterior renovations to 26 commercial and 3 residential units, as well as streetscape enhancements. The Zoological Society of Buffalo, Inc. will upgrade its polar bear exhibit to comply with Association of Zoos and Aquariums standards. The current exhibit dates to the 1890s with only modest changes to date. The crumbling enclosures Parks are not naturalistic and offer small pools for swimming. The proposed new exhibit will use re-circulating saltwater, saving the City of Buffalo about 100 million gallons of freshwater each year. The Zoo must replace the exhibit or the polar bears will be removed. Erie 1 BOCES of Cheektowaga in Erie County will train 20 unemployed workers in Industrial Welding, such as essential skills, advanced shielded metal arc welding (SMAW-STICK), metal inert gas (MIG) and flux core welding. The Western New York 'Arts Access' Program of ASI will ensure that arts and cultural programming is available to all community members. The program will provide Supplemental Nutritional Assistance Program recipients of Erie and Niagara Counties with discounted and free tickets to cultural events and free transportation services to travel to them. Buffalo Niagara Convention & Visitor Bureau, Inc. received an award to focus on increasing the frequency of day trips and encourage overnight visits from the over eight million people in Greater Toronto and Southern Ontario.

The Southern Tier High Technology Incubator, Inc., a collaboration between Binghamton University and the regional economic development community, will construct a hightechnology incubator in Binghamton. The Town of Conklin will complete an engineering report to assess the extension of municipal sewer service to both the Shaw Road area and the Corporate Park area. Vitaluna LLC will install the first green roof in downtown Binghamton. The project is located in the heart of the city and will be visible to visitors of the facility and to the public from the ground and the nearby Court Street Bridge. This project will offset the incremental purchase cost of 20 Compressed Natural Gas (CNG) tractor trucks that will travel throughout the metro New York area. Upgrades to the facility are also necessary to house CNG vehicles. Broome BOCES of Binghamton will train 40 unemployed workers as Certified Nurses Aides. The City of Elmira will extend the existing 2.3-mile multi-use Lackawanna Trail to create the Chemung River regional trail network as outlined in the Chemung River Trail Comprehensive Master Plan. The trail will include 570 feet of 10 wide ADA compliant asphalt multi-use trail, including a bridge spanning 170 feet, rehabilitation and reuse of an abandoned railroad bridge and a connection across Newtown Creek. Near Westside Neighborhood Assoc., Inc. will renovate a mixed-use building located in the City of Elmira. The award will be used to create two second floor affordable housing units as well as space for a first floor architectural salvage shop. Southern Tier Economic Growth will renovate two mixed-use buildings and one residential building in the City of Elmira. The award will be used for interior renovations.

The Adirondack Historical Association will develop a wood pellet boiler system using thermal storage. The Indian Lake Theater, Inc. will rehabilitate the movie theater in the Town of Indian Lake. The award will be used to replace the HVAC system, improve roofing, weatherization, accessibility and repair the marquee. The Sagamore Institute of the Adirondacks will rehabilitate Great Camp Sagamore, an architectural masterpiece dating from 1897 and located in Raquette Lake. Several of its 27 National Historic Landmark designated buildings will be improved by replacing or repairing roofs, restoring bark exterior sheathing, repairing chimney masonry and conserving rustic detail. This project will preserve Sagamore's historic buildings, a tourism destination and a vital business partner in the local economy. SLIC Network Solutions will install broadband in Long Lake and surrounding areas. The Town of Inlet will undertake design and construction of enhancements to Arrowhead Park, a waterfront park in the Hamlet of Inlet and important community center in the Route 28 corridor of the Central Adirondacks.
