About the Report
This Fiscal Year (FY) 2005 Performance and Accountability Report is the Federal TradeCommission’s (FTC) third consolidated report prepared pursuant to the requirements of theAccountability of Tax Dollars Act of FY 2002 (Public Law 107-289) and subject to regulationsissued by the Office of Management and Budget (OMB). Unless otherwise noted, the examples andstatistics used in the report represent FY 2005 activities, spanning the period of October 1, 2004,to September 30, 2005. The report is presented in three parts and an appendix:•
Part I: Management’s Discussion and Analysis (MD&A)
This section provides an overview of the information contained in the Performance andFinancial sections. The MD&A also contains a discussion about the FTC’s history,activities, consumer resources, organization, challenges, and significant events. It also presents the FTC’s mission, vision, and strategic goals and objectives.•
Part II: Program Performance
This section contains the annual performance information required by the OMB’s Circular A-11 and the Government Performance Results Act (GPRA). Included in this section is adetailed discussion and analysis of the FTC’s performance related to its two GPRA strategicgoals and related objectives.•
Part III: Audited Financial Statements
This section contains the details of the FTC’s finances, including an introductory letter fromthe Acting Chief Financial Officer, the Inspector General’s Opinion Letter, the auditedfinancial statements, and supplementary audit and financial information.The FTC has worked to present information in a clear and understandable manner and will continueto refine its process and format in future years to make this report a valuable tool for FTC managers,stakeholders, and members of the public interested in the accountability, performance, and activitiesof the agency.
