The South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) has a mandate from the United Nations Development Programme (UNDP) and the Stability Pact for South East Europe (SPSEE) to provide operational assistance, technical assistance and management information in support of the formulation and implementation of SALW co-ordination, control and reduction measures, projects and activities in order to support the Stability Pact Regional Implementation Plan, thereby contributing to enhanced regional stability and further long-term development in South Eastern Europe.

This report is the product of a team effort that spans four countries. The research team stationed in Macedonia for the months of February \u2013 June 2003 consisted of Suzette Grillot and Shelly Stoneman, working for the Small Arms Survey, and Hans Risser working for the Bonn International Center for Conversion (BICC). Wolf-Christian Paes, working for BICC, also contributed to the research project primarily from his office in Bonn. The Institute for Democracy, Solidarity, and Civil Society (IDSCS) in Skopje was instrumental to this project as it organized and implemented the focus groups and household survey throughout Macedonia, and analyzed and presented the findings. Special recognition goes to IDSCS researchers, Dane Taleski and Jasmina Chukalkovska for their tremendous involvement. The Small Arms Survey team in Geneva, which contributed much appreciated feedback, support, and analytical assistance, consisted of Anna Khakee, Keith Krause, Aaron Karp, and Elli Kyt\u00f6m\u00e4ki. At the University of Oklahoma in Norman, Oklahoma, Mike Vetti, Kerri Shadid, Molly Hannah, and Bryce Bautista deserve much recognition for their research and editorial assistance. The research and report were generously funded by the Small Arms Survey, BICC, and SEESAC in Belgrade. Suzette Grillot and Hans Risser were also supported by the US Fulbright programme while in Macedonia. This report was written primarily by Suzette Grillot, Shelly Stoneman, Hans Risser, and Wolf-Christian Paes, but the final product is the result of many hands and many minds. It was project managed and copy edited at SEESAC by Adrian Wilkinson and Simon Rynn.
