thefactthat
it
has
been
occurringasagradual
process
ratherthanasingle,discreetact.
Dome
sticdisarmament("guncontrol")andna tionaldisarmament("internationalarms control")havebeenproceedingsimulta neously
over
thepast30years,promotedbythesamesubversiveforces.
The
gun
control
"movement,"
if
allowedtosucceed,willresultinanun
armedAmericancitizenrycowering
beforestreetcriminalsandcompletelysubjecttoatotalitariandictatorshiprun byevenmoredangerouscriminalsinWashington.Thearmscontrol"movement,"meanwhile,ispushingusevercloser,andatanacceleratingpace,towardaglobaltyrannyinwhichcontroloverourmilitaryhasbeenrelinquishedtoanall-powerfulUnitedNations.ThecentralproblemfortheAmericanpeople,
however,
in
recognizing
thedangerbeforeus,isourcollectiveblindnessduetothe
intellectual,moral,andspiritualdisarmament
wehavealready
permitted.Thepopularnotionsthat
gunscausecrimeandthatarmiesand militaryweaponscausewar-andthat thesolution,
therefore
,istodis
arm
completelyindividualsandnationsand transferallweaponstoasinglegovern ingauthority-arefrighteningmanifes tationsoftheextentofthatdisarmament.Itisasadreflection
of
theabandonment
of
theChristianworldview,whichholdsthatwarandcrimearecausedbymenyieldingtothesinfulimpulsesoftheirfallennatureandviolatingthelawsofGodandsociety.Thesolutionthen,istwo-fold:toworkfortheincrease
of
vir-

tuethroughtheconversionofsinners, andtoestablishandmaintaina
just
socialorderthatrecognizestheright,and allowsthemeans,
of
boththeindividualandthenation-statetoself-defense.JesusChristhim
self
taught:"Whenastrongmanarmedkeepethhiscourt,
thosething
s
are
in
peacewhich
hepossesseth.
But
ifastrongerthanhecomeuponhimandovercomehim,hewilltakeawayallhisarmourwhereinhetrusted,andwilldistributehisspoils"(Luke11:21-22).Obviously,itisimportanttobearmedphysically,buttrustinmaterialarmsisfoolishifwedonotalso"putonthewholearmourofGod"(Ephesians6:13).Ifwearetoremainafreepeople,itisessentialforAmericanstobebothspirituallyandphysicallyarmed-asindi vidualsandasanation.Unfortunately, wehaveallowedevilmentosowtheseeds
of
individualandnationaldisarmament-bothspirituallyandmateri ally-fordecades.

Control
ManyAmericansundoubtedlywerealarmedtoreadintheirnewspapersonMay24,1994a
story
byAssociatedPressreporterCharlesJ.HanleyonanewUnitedNationsstealthguncontrolinitiativeforthewholeworld.TheAParticlereported:

itssightsonglobalguncontrol. TheU.N.DisarmamentCommis sionhasadoptedaworkingpaper,a basisforfuturedebate,thatproposes tightercontrolsontheguntradeintheUnitedStatesandothermembernationsasawayofcombating internationalarmstrafficking.Thatsameday,the
WashingtonTimes,
inanarticleentitled"U.S.OKsstudy

U.N.guncontrol,"reportedonthesame development:

ClintonadministrationhasagreedtoparticipateinadiscussionofwaysfortheUnitedNationstocontrolthe
manufacture
of
gunsandtheirsalestocivilians. ThisrepresentsthefirstU.N.ef

blueprintcallsforthetransferofallnationalmilitaryforcestotheUN
use...shouldbesubjecttocontrols atallpointsinthechain,frompro ductionand/oracquisitionuptothetimetheyaresoldtoanindividual. Fromthenontheyshouldremainsubjecttomonitoringandcontrol,"thepapersays.Any"harmonization"wouldinevitablymeantighteningcontrolsonthelooselyregulatedU.S.gun business....
Naturally
,in
the
United
Nations

the
vastmajority
of

statesareauthoritarianregimes,"har monization"meansthatAmericanciti

Officials
attheU.S.StateDepartmentandtheUNrebuffedrepeated
attempts
byTHE
NEW
AMERICAN
toobtainacopy oftheworkingpaperortodiscussitindetail.Firstwe weretoldthattheAPand
WashingtonTimes
reports
were
erroneous
and
ex
aggerated
,and
thatcon-
cern
was
overblown.
Unconvinced,weinsistedwewouldliketo
judge
for
ourselves
by
examining
thedocument.AtState,afterseveralofficetransfers, we
wereinformedthat

mbassador
StephenLedogar,theU.S.representa tiveontheDisarmamentCommission,wasoutofthecountryandnooneelse knewhowtoobtainacopy
of
thedocument.AttheUN,aftersixdepartmentaltransfers,wereachedthe
director
of
theUNDisarmamentCommission,a Mr.SohrabKheradi,whoinformedus thatthereportwouldnotbereleasedun tilmid-July.However,underourpersis tententreaties,Mr.KheradiagreedthathewouldarrangeforTHE

toreceiveapre-releasecopyforthwith.Dayspassed,stillnoworkingpaper.MorecallstotheUNandmorepromisestosendthereport.Weekspassed.Finally,wereachedthesecretary
of
theDisarmamentCommissionhimself,Mr.Kuo-chungLin,whohadbeenawayonvacation.Mr.Linassuredusthattheconcernsstirredbyinitialnewscoverage
of
theworkingpaperwere"basedonamisunderstanding"ofthenatureandsignificance
of
thereport."Thisisonlythereportofthechairman

theWorkingGroup[ondisarmament]"on

agenda

Of
course

official
from
Communist
China,wheredebateanddiscussioncanlandyouinprison,and
whereunarmed
dissentersareunceremoniouslysquashedbeneaththetracksofarmytanks,Mr.Lin

cavalierattit
udetowardattacks
on
the
Second
Amendment

understandable,
