THE STATE EDUCATION DEPARTMENT
/ THE UNIVERSITY OF THE STATE OF NEW YORK / ALBANY, NY12234
Ken Slentz, Deputy Commissioner Office of P-12 EducationRoom 2M EB (518) 474-3862
January 3, 2013Dr. Joel KleinSuperintendentEast Ramapo Central School District105 South Madison AvenueSpring Valley, NY 10977Dear Dr. Klein:I write in response to your failure to address the concerns and conditionsexpressed in Assistant Commissioner Szuberla’s December 14 letter regarding thefinancial condition of the East Ramapo Central School District (the “District”). Whileyour December 20 letter reiterated the measures you and the Board have taken overthe last four years to reduce costs it neither addressed the significant requests forinformation nor the need to take urgent action to address the current deficit outlined inAssistant Commissioner Szuberla’s letter. Your plan to submit a proposed 2013-14spending plan to the Board of Education does not recognize the need to make changesin the 2012-13 budget.I am therefore directing that you and the Board of Education (the “Board”) takethe following actions on or before January 16, 2013:
Submit the District’s plan and timeline for addressing the current budgetdeficit and balancing the budget for the current school year, includingpayment for services provided by the Rockland Board of CooperativeEducational Services (Rockland BOCES). Your failure to pay for servicesprovided by the Rockland BOCES is having an adverse impact all childrenserved by the BOCES.
Provide documentation showing the size of the 2012-13 operating deficit andany accumulated deficit for prior years.I am also directing that you and the Board of Education take the following actionson or before January 16:
Make further budget reductions to comply with Education Law §1718 andensure that the 2012-13 school budget is in structural balance. If there arestaff members who will lose their positions, they should be notified inaccordance with law and collective bargaining provisions as soon as possible.
