The Commission of Nominations & Elections of the Alliance of Young Nurse Leadersand Advocates International, Inc, by virtue of the authority vested on the Commissionunder Article VIII of the Constitution and By-Laws of the Association, herebypromulgates this Election Code.
This Code shall be known as the General Code of Elections of the Alliance of Young Nurse Leaders and Advocates International, Inc. hereinafter termedas the Election Code.
Section 2. Fundamental Principles.
The participation of members in the governanceand activities of an association and in the selection of its leaders is vital to the life of anorganization such as the Alliance of Young Nurse Leaders and Advocates International,Inc. Every effort should be exerted, therefore, to encourage maximum participation inthe elections and to reduce problems and anomalies attendant to the electoral process.
Section 3.Scope and Applicability of this Code.
This code shall define who shallhave the right to vote and to be voted upon, as well as the exercise of these rights.
Furthermore, it shall determine the conduct of elections for the members of the Alliance,and the officers of both national and local levels as provided for in the Constitution & By-Laws. Election mentioned in this Code shall be taken to mean both national and localelections.
Section 4. Implementing Body
. As provided for under Article VIII, Section 2 of theConstitution & By-Laws of the Alliance, the Commission on Elections shall have theexclusive power to enforce and administer all provisions, rules, regulations and policiesrelative to the conduct of elections. From hereon, the Commission on Elections shall bereferred to as the National COMELEC and the local commissions on elections shall bereferred to as the Chapter COMELEC.
ARTICLE 2THE RIGHT TO VOTESection 1. Fundamental Principles.
The right of an AYNLA member to vote isinherent in his membership in good standing in the Alliance. It may be limited,broadened and even denied as provided for in the Corporation Code of the Philippines.The exercise of the right to vote is subject to rules provided for in this Code.
Section 2. Qualifications of Candidates for National Executive Council.
To qualify for National Executive Council (ExeCon), a candidate must be: A. A former or current member of the League of Governors or from the Council of Mayors;
B. Must be an active member and has served various national leadership positionsin the Alliance prior to filing of his or her candidacy;C. Has served as head of a Cabinet Department for at least one (1) fiscal year andhas proven leadership and management skills;D. Must be of good moral character, and must not have been convicted of anycriminal offense;E. Must not have a pending case filed against the Alliance or component society inany court of law or any quasi-judicial body;F. Must not have been penalized with disciplinary action by the Alliance or thecomponent society within three (3) years prior to election; andG.
Must be of good standing to his/her peers and colleagues in the Alliance and in the Alliance itself.
Section 3. Who Are Entitled to Vote.
Regular admitted members of the AYNLA, whoare in good standing and are not otherwise disqualified, may vote in elections of the Alliance. For purposes of elections, a member is in good standing if he fulfills thefollowing conditions: A. Duly licensed to practice Nursing in the Philippines;B. Registered Regular Member of the Alliance;C. Has settled all outstanding financial obligations to the Association and hiscomponent society, which for purposes of eligibility to vote in the elections of the Alliance of Young Nurse Leaders and Advocates International, Inc., shall meanpayment of said dues on or before the end of the fiscal year preceding theelection;D. Complied with all the applicable rules of elections; andE.
